Request for Proposals #P17PS00321 John Day Fossil Beds NM Attachment 7: Clarifications posted with Amendment #3
This document is transmitted with RFP Amendment #3 and provides answers to questions received by e-mail. There are now three official RFP amendments that must be acknowledged with your offer, using one of the methods stated in Block 11 of the SF30.
The items herein continue the numbered list in Attachment 5, which was posted with Amendment #2.
56) Responsibility for installation of primary and secondary electrical service between NPS and Contractor is revised as follows.
Sheet C1.0 shows the approximate location of the new electrical and communication service lines and tagged with the "block" 15 keynote. This line represents both primary and secondary feeders. NPS will coordinate and pay for installation of a new primary line by WASCO Electric Cooperative which will terminate in a transformer approximately 50 feet from the new structure. Secondary power will connect from this transformer to the new ranger station.
It is the contractor's responsibility to provide all work necessary for the secondary power line from the new transformer to the building, including all connections to the transformer. This includes the new meter base and associated equipment as shown and noted on drawings E2.0, E4.0, and as shown adjacent to the building as shown on sheet E5.0. As stated above, the assumed location of the transformer pad and transformer will be approximately as indicated by block 15 as shown on drawing c1.0.
Notes on drawing E4.0 are revised as follows:
1. Secondary Feeder, in conduit as shown from the NPS-provided transformer and the meter base, are to be furnished by the contractor.
2. The transformer and the transformer pad and all other primary electrical service will be provided by the NPS through a contract with the local utility.
3. Meter enclosure to be furnished/installed by the contractor's electrical contractor.
Coordinate with the serving utility requirements prior to installation. Provide test bypass capabilities where required by the utility.
4. Panel to be service-entrance rated with the main breaker.
NPS will coordinate and pay for communications service to the new ranger station per the dashed line #4 as shown on drawing E5.0. The contractor shall provide all interior communications conduits and outlet devices.
57) When will NPS complete their installation of primary electrical and communication services?
The schedule to complete these installations has not yet been established. The Contractor will have to construct the building with generators or other contractor-furnished electricity. NPS is not opposed to the contractor working directly with Wasco to establish temporary power to be paid by the contractor. If the permanent electrical service is completed prior to the end of the performance period, NPS will allow the contractor to use it for an equitable adjustment (reduction) to the contract price.
58) Per section 01 50 00 electric power is available for use with metering and payment.
Please provide the cost for metering.
Refer to Answer #57 - electrical power will not be available from NPS. Section 01 50 00, Part 1.3 C should be deleted.
59) On A3.1 of the drawings, detail No. 5 calls for a soffit vent that is a 5” high galvanize insect screen.
a. What is the gauge of the galvanized insect screen?
As indicated on detail 3/A3.1 “All bug screens to be fabricated from 16 Gauge perforated or expanded Metal”
b. Is the screen to be installed between each roof truss?
Yes. Refer to detail 5/A3.1.
60) Per plan A1.0 indicates a door going from main office 101 to the garage. What door type does the government desire? Is this door actually 101A HM since it is going to the garage?
Yes. The door type is 101A as indicated on sheet A1.0 and door schedule A7.0. A steel door is required as shown.
61) Per plan A6.0 does not indicate whether or not a soap dispenser is desired. If one is desired, shall it be surface-mounted?
A soap dispenser has not been shown and is not required.
62) Is building signage required for this building project?
No, all building signage will be provided and installed by NPS.
63) The RFP states we are to have both an environmental manager and a pollution prevention manager. Does the government require a separate individual to fulfill these roles on site?
Or may the site superintendent fulfill these roles?
The government requires the individual(s) performing those duties hold the proper certifications and experience, regardless whether they are the superintendent or separate individual(s).
64) Sheet M0.0 General Note G11 indicates the contractor is required to provide a commissioning plan. Will the government require a professional commissioning agent?
The commissioning requirements have been deleted from the Statement of Work. Any references to commissioning on the drawings may be disregarded or deleted.
65) Please confirm whether Testing and Balancing is required for this particular project. If it is, does it need to be a third party TAB contractor?
Test and Balancing was part of the commissioning and has been deleted. Any references to commissioning on the drawings may be disregarded or deleted.
66) The government indicates the contractor is required to utilize the scheduling software program Microsoft Project. However, will the government accept a schedule utilizing Primavera 6?
The Contractor may propose a different software package after award and NPS will make every effort to accommodate such a request.
67) There are several pages of the drawings that are outdated. (C3.0, M0.0, M0.1, M1.0, M2.0, M3.0, P0.0, P1.0, P2.0, P3.0) Please advise how you would like the contractor to proceed with the provided drawings?
All of the sheets indicated are current and correct. Unsure what is indicating these Sheets to be considered outdated. Please clarify.
68) Sheet A3.1 shows R-38 Batt Insulation above the ceilings, however, DA5 drawing shows
R-36 Batt Insulation. Which is it?
R-36 Batt Insulation is required.
69) Sheet A7.2 does not indicate the size and type of refinished metal flashing desired.
Refer to Specification Section 07 62 00 Sheet Metal Flashing & Trim: Pre-Finished Sheet Metal: Steel sheet conforming to ASTM A792 with minimum yield of forty-thousand (40,000) psi and AZ50 (Zincalume or Galvalume) protective coating.
70) Sheet S4.1 does not indicate if “J” bolts are wet set or mechanically fastened. Also, please specify the spacing of the “J” bolts.
Refer to typical details A/S4.2, B/S4.2, and C/S4.2. These details indicate J-bolts wet set.
Per the reinforcement table, B/S4.1, the vertical J-bolts are to be placed 15” o.c.
71) Does the government have an established address for the new ranger station they can provide?
No. Per Answer #56, NPS will install communications services exterior to the structure.
72) The concrete specification allows the use of transit mixers. Will the government allow volumetric mixers when constructing the chain-link fence?
The contractor may use any type of mixer that will produce concrete that meets the performance requirements.
File details come from the government source that posted it. Updated .
