Request for Proposals #P17PS00321 John Day Fossil Beds NM Attachment 5: Clarifications posted with Amendment #2

This document is transmitted with RFP Amendment #2 and provides answers to questions received by e-mail. Note that a revised Sheet E1.0 has been uploaded to www.FBO.gov, per Item #16 in Attachment #4. Also note that although FBO identifies multiple amendments, at this time there are only two official RFP amendments that must be acknowledged with your offer, using one of the methods stated in Block 11 of the SF30.

The items herein continue the numbered list in Attachment 4, which was posted with Amendment #1.

23) Is the contractor required to obtain a building permit for this project?

No, the contractor is not required to get a building permit from the Wheeler county Planning Department. However, the Contractor must comply with Wheeler County’s requirements for review and approval of the new sanitary/leach field system. Refer to Part 1.6 of Section 01 11 00, Summary of Work, in the SOW.

24) Please clarify the approval process for the sanitary/leach field system drawings. Must the Contractor provide drawings to Wheeler County for approval prior to submission to

NPS?

Yes, the contractor is required to submit drawings to and obtain a permit from Wheeler County for the leach field and associated piping prior to submission to NPS. Contact the county for their requirements.

25) Who is the responsible party for inspecting and approving the installation of the septic system?

Inspection of the septic system will be done by Wheeler County and then the Government (NPS).

26) Does this project require the contractor obtain a dust control permit?

No; a dust control permit is not required.

27) Sheet E5.0 does not clearly identify who is responsible for work related to performing the installation of the underground and overhead utilities from the point of contact (P.O.C), to the P.O.C. at the building, bringing power across the highway, and supplying power to the transformer.

a. Please clarify the responsibilities of the contractor related to this work.

b. What is the extent of the involvement from the local utility company?

c. Who is responsible for coordinating the work between all parties? For example, will the National Park Service contact the local utility company directly or is that the responsibility of the contractor?

The contractor is responsible for all work in bringing power to the site, including all coordination with and payments to the power company (Wasco). See Attachment 4, Items 14 and 17.

On all sheets where this sentence appears “Electrical contractor shall coordinate utility work required by local utility companies and shall forward work order invoices to owner for payment by owner”, substitute “contractor” for “owner”.

28) Specification 09 29 00- 3.6 indicates a (level 5) joint compound installation which is a smooth wall finish. Sheet A7.0 (Interior Finish Schedule) indicates the walls are “UF & FP” for unfinished/field painted. Please clarify if the client would like to have a textured finish or smooth finish. Texture finish is recommended, as it is easier to maintain in the future.

The interior wall finish in the Main Staff Office and Restroom should be Texture Finish (orange peel). The interior walls in the Garage and Secure Storage do not receive a texture on the GWB, but should be fire taped joints and smooth.

29) Will the contractor be required to utilize the daily reporting and transmittal forms provided in the specifications?

Yes. Editable Microsoft Word versions of these forms will be provided after award.

30) What are the low voltage requirements on this project?

Refer to sheet E7.0 for Energy Compliance Calculations and project voltage requirements.

31) Will the government accept a monolithic pour for the concrete work?

The Contractor may request this during the project submittal process after award.

32) If the contractor requested, would the government consider allowing four 10-hour workdays as opposed to a five-day workweek?

As stated in Section 01 11 00 Part 1.5 of the SOW, “Work shall be generally performed during normal business working hours of seven (7) AM to five (5) PM, Monday through Friday, except for federal holidays or when otherwise indicated.” The Contractor may work whatever hours they prefer during these limits. The Contractor may request an extension in the work day to allow 10 working hours (e.g. 6:30 am or 5:30 pm) and NPS will try to accommodate it. This will be discussed further at the pre-construction meeting.

33) Is there a current soils report available for this project site?

Oregon DEQ Site Evaluation Report (part of Application #418124) is provided as Attachment 6.

There is no additional soils report.

34) Will a soils test be required prior to excavation of the site?

No, you may rely on the DEQ Site Evaluation Report.

35) Sheet C3.0 Note 4 indicates the Oregon DEQ reviewed the test pits shown back in November 2015. Is there a current test applicable to this project available?

No. The subsurface sewer system has been approved as shown.

36) Is the Contractor required to paint the exterior lap siding and shingles?

Yes, per Section 09 90 00.3.12.E – Cementitious Composition Board (Fiber Cement Siding).

37) Clarify the contract requirements for the installation of a new fire alarm system. Sheet E0.0 General Note No. 4 includes verbiage, but the electrical layout does not indicate plans for a fire alarm and its devices.

The fire alarm system is to be designed and installed by the contractor as stated on Sheet E0.0:

“Fire alarm system is design-build by electrical contractor and shall be installed in accordance with NFPA 72 and all other state and local codes. Provide and install conduit and conductors for all fire alarm devices required by local authority having jurisdiction, including but not limited to HVAC shutdown, fire alarm control panel, initiating and annunciating circuits. Field inspection is required to verify this information prior to bid [offer].” The contractor is to design, furnish, and install a fire alarm system for this project. The design and products will be reviewed and approved by NPS through the usual submittal process.

38) Sheet A1.0 General Note No. 7 states “Main staff office desk and upper cabinetry provided by owner.” Is the contractor responsible for installing this noted furniture provided by the government? Is this different than the option for upper cabinets?

This note should read “Main staff office desk provided by owner”, as it will be provided and installed by NPS staff after contract completion. The upper cabinetry in the note is the same as Option B “Furnish and Install Office Cabinets” in the price schedule. If NPS exercises this option, the Contractor must furnish and install the cabinets.

39) Pertaining to the trusses, what dimension is the top cord? How high is the heel?

The heel height is to be 10” (the height of the 2X10 blocking shown on 1/A3.1.). The top cord dimension is to be provided by the contractor selected truss manufacturer.

40) On page A3.1 detail 2 it shows an “on edge” outrigger, per structural. On Structural page S5.0 detail D it shows using a “flat” outrigger. Please advise, as “Notching” on edge outrigger will cut through entire top cord of truss which is not recommended.

The outrigger is to be flat and notched as shown on D/S5.0.

41) Sheet A1.0: Is the opening located between Garage 103 and Main Staff Office 104 identified as S001?

The door type is 101A and door schedule A7.0. A steel door is required as shown.

42) Sheet A7.0: Is the steel door identified as 101A to be set in a wood frame per the schedule?

No. The steel door is to be set in a steel frame.

43) Sheet A7.2, Detail 2 seems to imply hollow metal frames filled with expansive foam insulation while the schedule indication is a wood frame. Please clarify.

Interior wood framed doors do not require expansive foam insulation. Hollow metal framed doors do require foam insulation, i.e. between office / garage and exterior doors.

44) Sheet A5.0, Bldg Section Details A and B show a soffit detail and refers the contractor to Sheet A3.1, Details 1 and 2. These details on Sheet A3.1 do not show a soffit to be installed. Which is correct?

Eave Detail 1/A3.1 is correct regarding the construction requirements for the soffits (the under rafter tail soffit was deleted from the project for cost savings).

45) Sheet A6.1 details show to install 1/2" plywood on the lower half and 1/2" drywall on the upper half of the walls in garage 103 and secure storage 104. The same info is shown on Sheet A7.1. Section 09 29 00 of the SOW, Page 3 Part 2.1 lists only 5/8" fire rated drywall and there is no mention of 1/2" drywall in the specs. Please clarify which product is to be installed.

The ½” drywall was inadvertently left out of the specification. Utilize the wall section details for construction requirements, use ½” drywall on the portion of the wall in the interior of the garage and secured storage rooms.

46) Sheet A6.1 details show a 1"x2" pine chair rail. Section 06 20 00 of the SOW calls for AWI lumber grade 1, birch, and in Part 2.1A it calls for staining it. Section 09 90 00 Page 8 Part 3.12C calls for painting all wood. These drawings and specifications are in conflict.

The intent of this wall system is to have ½” plywood and ½” drywall with a 1” x 2” pine chair rail on the interior of the garage and secure storage rooms. These walls and chair rail are to be unfinished (not painted), except the drywall is to be fire taped.

47) On Sheet A7.0 the door and frame schedule calls for the interior door frames to be field painted. There is no detail that shows any door frame trim. Do the door frames need to have frame molding installed and if so, what species of wood and should it be stained or painted?

All wood doors and frames are to receive casing (frame molding) finishes. The door casing should be painted to match the interior wall color in the office and restroom. The door casings in the garage and secure store room do not get painted. Use 2 ¼” pine or fir door casing material. The casing material style is to be determined by the Contacting Officer.

Contractor to furnish casing samples.

48) The wage determination provided in Amendment 1 contains no wage listing for Roofer.

This project has asphalt shingle roofing and associated items. There is a SUOR wage for a metal roof installer, but not for asphalt shingles. What wage rate and fringe should be used for your project?

After award, we will seek a conformance from the Department of Labor to add asphalt shingle roofer per the procedure at https://www.wdol.gov/usrguide/sectionc.aspx#conformances (scroll down to Paragraph 7). For the purpose of preparing your offer, use the metal roofer rate in the OR51 determination and prepare an estimate of the number of hours those workers will perform. Based on the magnitude of difference between the new asphalt roofer wage and the existing metal roofer wage, we may pursue an equitable adjustment to the contract price (up or down).

49) Is the porch slab on grade to be dowelled into the facility foundation (north and east)?

Dowels are not required.

50) Sheet S2.0 – section noted on A line foundation as A / S4.2 but B / S4.2 seems more appropriate.

Use detail B/S4.2 for the correct section for grid line A.

51) Note 4 / S3.0 indicates 15/32” plywood sheathing, but Detail F / A7.1 indicates 5/8” tongue and groove (T&G) plywood sheathing.

Roof sheathing is 5/8” T & G plywood. Note 4/S3.0 should be revised to read 5/8” T & G plywood.

52) Detail E / A7.1 indicates kraft faced insulation in attic at the gabled end trusses. Is this required?

Insulation at the gable end trusses is not required. See Detail 2/A3.1 for construction configuration to be used at gable end.

53) Elevation 8 / A6.0 locates the on-demand water heater on the wall above the sink and adjacent to the mirror, but Detail 3 / P3.0 locates the water heater below the sink.

The on-demand water heater should be installed per Detail 8/A6.0. This is because the restroom has to be ABA/ADA accessible.

54) Keyed note 6 / P2.0 references detail 3 / M3.0. This detail reflects an intake louver detail.

Please clarify.

The referenced detail 3/M3.0 is an incorrect reference number; the note should reference 3/P3.0.

Please note the on-demand water heater needs to be installed in the location as described in Detail 8/A6.0 due to ABA/ADA clearance requirements.

55) Questions related to subcontractors in the evaluation process:

a. Is it a requirement of the solicitation that we list all subcontractors for the project?

You are not required to list all subcontractors, but should list as many as possible.

Note the substitution limitations in Section H.2 of the RFP.

b. If we list a subcontractor, is it required that we provide a subcontractor reference form? It will be beneficial for our evaluation of your offer.

c. Are we only required to list such subcontractors and provide reference forms for those that we want to be included in the technical evaluation? It will be beneficial for our evaluation of your offer to include as much information as possible.

d. Will we be deemed unresponsive if we do not include list and references for the subcontractors? Your offer will not be found unresponsive but it may be rated lower since we will have less of a basis to evaluate performance risk.

As stated in Section L.4 of the RFP, the total proposal should include sufficient detail that your offer may be evaluated against the technical evaluation factors stated in Section M.
