Request for Proposals #P17PS00321 John Day Fossil Beds NM Attachment 4: Site Visit notes

The site visit occurred on January 31, 2017, and was attended by representatives of the following firms: Crestline Construction, Hire Electric, Jamieson & Marshall, Mobley Fencing, Montgomery Painting, Pacific Crest Roofing, Pacific Tech Construction, Pacificmark Construction, PEC Contracting, PowerChoice Construction, Real Centric Solutions, Rocky Ridge Excavation, Saybr Contractors, Verdis, Weekly Bros, WI Construction, and ZT Rahcs.

These notes are transmitted with Amendment #1 to the solicitation.

The National Park Service COR convened the group at 11:00 am and stated:

1. Nothing said today changes the terms, conditions, requirements, or specifications of the solicitation and eventual contract. All changes will be formalized and incorporated by formal written amendment(s) to the RFP and posted at FBO.

2. We will be taking notes of today’s discussion and will provide them by amendment. We will endeavor to find answers to today’s questions within the solicitation documents, but if we are unable to, the official answers will be provided in the amendment.

3. If you have questions after you leave, e-mail them to Sarah Welch as soon as possible, but no later than 1:00 pm on February 3, or 10 days prior to the due date if the RFP is extended.

4. Please try to refrain from side conversations during the tour. We’d like everyone to hear the same information.

5. Remember to review the information in Sections L (Instructions to Offerors) and M (Evaluation) before submitting the proposal.

6. Due date is Tuesday February 14 at 3:00 pm unless extended by amendment.

These questions were posed at the site visit:

1. Does the incoming power need to be in conduit? Does the service need to be overhead or underground?

Electrical service is overhead across the road and underground to the building, as described in the Statement of Work (SOW) and drawings.

2. Do the spoils from excavation need to be hauled off?

Yes; refer to Section 31 23 00, Excavation and Fill, in the SOW.

3. Can the staging area be in the parking lot?

It appears the SOW and drawings do not describe a staging area. It may be possible to use the lot, although we need to reserve its functionality for visitors. We will agree on a staging location after award.

4. Will fencing be required during construction to keep visitors out?

Yes; refer to Section 01 50 00, Temporary Facilities and Controls, and other sections in the SOW.

5. Who supplies building permits, NPS or the contractor? Does the town or the county issue the permits?

Refer to Part 1.6 of Section 01 11 00, Summary of Work, in the SOW.

6. What is the expected start date for construction?

We anticipate awarding a contract by March 1 and issuing the Notice to Proceed by March 20.

7. Who is dealing with the septic system permit?

The Contractor is responsible for obtaining any and all necessary permits from the appropriate governing body; refer to Part 1.6 of Section 01 11 00, Summary of Work, in the SOW.

8. Who is the electric utility provider for this area?

Wasco Electric Cooperative.

9. What is the water source?

A well is located ½ mile down the road, there is a spigot at the water fountain.

10. Where is the closest source of rock/dirt?

It is the Contractor’s responsibility to determine sources.

11. Are there any restrictions on the hours of work?

Both the SOW and drawings state that work may occur only between 7:00 am and 5:00 pm, Monday through Friday, and no work may occur on federal holidays.

12. Will the park unit remain open during construction?

Yes.

13. Can we camp on site?

No, per Section 01 11 00, Summary of Work, in the SOW. There is camping available on BLM land nearby.

14. Will the NPS coordinate with the utility company before the contract is awarded to schedule the work the utility company will need to do for the electric service? Will NPS issue the local electric utility authorization to begin their portion of work before the project is awarded to a general contractor? This will have a large impact on the project if permanent power is not available shortly after notice to proceed.

No. The Contractor is responsible for all coordination with Wasco Electric Cooperative.

15. This project was advertised last year, but cancelled before award. Why?

The FY16 solicitation was set-aside for certified HUBZone small business concerns. We did not receive any awardable proposals.

These questions were received by e-mail:

16. Drawing E-1.0 shows Wall Mounted Fixtures WP1 and WP2 at locations inside the building. Please clarify.

Drawing E1.0 – wall mounted fixture layer was shut off in the drawings; the squares that were seen are fixture tags. Please see the attached drawing with the fixtures turned on.

17. Drawing E-4.0. Detail 3 has the electrical contractor coordinating with utility company.

Since the utility company will have its own design drawings for us to base our proposal on, we need that information to price our offer. Items such as size of transformer pad and panel requirements are needed for accuracy.

Drawing E4.0 – it is assumed that contractors working in the area are aware of local utility company requirements. Account for these items in your price proposal.

18. Drawing E-4.0. Detail 1 asks for “Compacted Bedding and Earth Backfill”. Please clarify this material.

In SOW Section 31 23 00 – Excavation & Backfill, the material type requirements reference State of Oregon, Department of Transportation, Standard Specifications for Construction. The latest version of the ODOT Standard Specifications can be found via a web search for these specifications. The material requirements are called out in the above-mentioned specification.

19. Drawing E-6.0. The cut sheets shown are blurry and illegible, please issue separately.

Also two fixture types appear to have no cut sheets, the R1 and the SF1. There are two sheets that may be the SF1 but not marked and if the other is the R1 it appears to be the wrong fixture for application.

Drawing E6.0 – If the cut sheets aren’t legible then the drawing was created from the incorrect size. Print the 22x34 version (we verified it prints correctly in our office). The R1 fixture is labeled on the sheet (lower right side of drawing). SF1 fixture is on the second row – left side of sheet – match part numbers to the Luminaire Schedule.

20. Is the Government going to require all the submittals listed in Appendix A or is there a more specific list that you would like to use? The list doesn’t seem to match the requirements listed in individual sections of the SOW.

Yes; the submittals listed in Appendix A have been composed from the requirements of the SOW. As noted on the Appendix A list, this is not necessarily a comprehensive total list; there may be additional submittal requirements in the SOW sections.

21. Option A for asphalt— is there a quantity calculated from the engineer?

We estimate there is about 305.5 SY of 2” thick asphalt pavement in this option. Note that the offered price is to be lump sum, not per square yard of asphalt.

22. Is there a specification for the yard fencing?

Section 32 31 13 – Chain Link Fences and Gates was inadvertently omitted from the SOW, but is provided with Amendment 1.

Note that additional questions have been received by e-mail and we are preparing answers to be transmitted in Amendment #2.
