Solicitation P16PS02387– Attachment 1, READ ME FIRST Construct ONPVC Entrance Sign Structure – OLYM

1. This document reiterates and emphasizes information in the Request for Quotes (RFQ) package and is provided solely for the convenience of prospective offerors. Refer to the complete solicitation package for detailed requirements, which consists of the following documents:

· This document “READ ME FIRST” as Attachment11

· SF-1442, Solicitation, Offer, and Award form as Attachment 2

· Sections B and B2 Additional Information as Attachment 3

· Technical Specifications / Statement of Work as Attachment 4

· Terms and Conditions (Sections C through M) as Attachment 5

· Drawings as attachment 6

· Dept. of Labor wage rates as Attachment 7

· NPS Transmittal Form as Attachment 8 (use to submit safety plan, traffic control plan, material submittals, etc., post-award)

· Payment Bond Form SF-25A as Attachment 9 (not required with quote – only required after award)

2. Who can participate in this procurement?

This procurement is a 100% small business set-aside in accordance with FAR 19.502-2. The NAICS code is 237990, Park and recreational open space improvement construction, with a size standard of $36.50 million average annual gross receipts for the past three years.

3. What is the estimated value?

In accordance with FAR 36.204, the estimated magnitude of this construction project is between $25,000 and $100,000.

4. What type of contract will be issued?

All work will be performed under a single firm-fixed-price construction contract subject to the Construction Wage Rate Requirements in FAR Part 22.4.

5. Will there be a pre-proposal site visit?

NO: There WILL NOT be an organized site visit scheduled for this project, however; it is strongly encouraged for contractors to visit the site before submitting a quote.

6. What types of bonds and insurance will be required?

· NOBid bond (FAR clause 52.228-1): 20% of offered price.
· NOPerformance bond (FAR clause 52.228-15)
· YESPayment bond (FAR clause 52.228-15)
· YESInsurance (FAR clause 52.228-5)

· Contractors unfamiliar with Government contracts and bonds may find it useful to read Part 28 of the Federal Acquisition Regulations (https://www.acquisition.gov/?q=/browse/far/52). Contractors should also be familiar with the U.S. Treasury listing of approved sureties, information can be located at https://www.fiscal.treasury.gov/fsreports/ref/suretyBnd/c570.htm

7. System for Award Management (SAM) Registration Requirements The System for Award Management (SAM) is an official U.S. Government database of entities wishing to do business with the federal government. There is NO fee to register at this site. Prior to the solicitation closing date, all offerors must establish and/or maintain registration in SAM.gov with registration status of “active” and complete the online representations and certifications at https://SAM.gov.

8. Where and how do I submit my quote?

You have two choices to submit your quote: (1) mail, (2) email, or (3) hand-deliver.

· (1) If you choose to mail your quote (via USPS, or common courier such as UPS or FedEx), the mailing address is 600 East Park Avenue, Attention: Mickey Hopkins, Port Angeles, WA 98362. Please write the solicitation number on the outside of the envelope.

· (2) email, Mickey_Hopkins@nps.gov. All email must reference the solicitation number on the subject line of the email. “P16PS02387,Construct ONPVC Entrance Sign Structure – OLYM“

· (3) Quotes dropped off in person may be left either with Phaedra Fuller or Mickey Hopkins or Clair Kirkman or Rod Roberson, all with offices on the first floor of the Administration Building at Olympic National Park, 600 East Park Avenue, Port Angeles, WA. Hand-delivered quotes shall also reference the solicitation number on the outside envelope.

· Quotes sent by fax, e-mail, or electronically through FedConnect will not be considered.

9. When is my quote due?

5:00 pm Pacific Standard Time, Tuesday, September 6, 2016 Unless changed by amendment, your quote is due by the date and time specified in Item 13 of the Standard Form 1442, Solicitation, Offer, and Award. Refer to FAR clause 52.215-1. If the quote due date is extended, the new due date and time will be stated in the associated amendment.

10. How will I know if the solicitation has changed?

The official electronic Request for Quotes (RFQ) is posted at www.FBO.gov. Prospective offerors will be required to visit these websites periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation.

11. Where can I find the specifications and drawings? Where can I find the SF-1442 (Solicitation/Offer/Award form for construction, alteration, or repair) and SF30 (amendment) documents?

All documents are attached to the solicitation at the FedBizOpps Website.

· Click the link provided in the synopsis page in FedBizOpps

· Next screen, select “Reference Number” from drop-down menu and type in solicitation number as P16PS02387, and click “search.”

· Next screen will show the solicitation title as “Construct ONPVC Entrance Sign Structure – OLYM.” Click the title to open the overview page where the attachments can be accessed.

· It is the responsibility of the offerors to monitor the FBO website to download all amendments and attachments which may also be issued against the solicitation prior to the solicitation’s closing date.

12. How can I get more information?

· Read the full Request for Quotes package first. If you have questions, send an e-mail message to the Contracting Officer at Mickey_Hopkins@nps.gov. The Contracting Officer's mailing address is Olympic National Park, 600 East Park Avenue, Port Angeles, WA 98362.

· To ensure Offerors' questions are adequately addressed and appropriate action taken prior to submission of offer, questions must be received no later than 2pm (PT), Monday, August 22, 2016. Questions and/or comments received after this time may or may not be addressed prior to the solicitation closing date. Note: Amendment(s) to the solicitation answering any questions relative to these documents will be timely posted at the Federal Business Opportunities (FBO) website (https:// www.fbo.gov), where attached documents may be accessed.
