FY16 Adaptive renovation of Herrmann House Minidoka NHS Attachment 7: Site Visit notes provided in Amendment 1

Site Visit 4/13/2016, 11:00 to 11:30 a.m.

Overview:

The site visit started in the fire station bay next to the Herrmann House. Richard Cox introduced himself as the Minidoka NHS Facility Manager and proposed COR, and mentioned other NPS participants (not present): John Teichert as Project Manager, Sarah Welch as Contracting Officer, Ray Vader as other potential COR, and Judy Geniac as Superintendent of the Park.

Attendees were told:

1. To refer to the solicitation for all official documentation related to this project;

2. That the current response date is 5/3/2016;

3. To remember to check www.FBO.gov for any changes to the RFP;

4. To review Section L for the proposal instructions and Section M for the evaluation factors prior to submitting a proposal;

5. We would be entertaining questions during the site visit, and the answers would be posted as an amendment to the RFP.

Attendees were allowed to tour the Herrmann house and project area outside.

Questions/discussion:

1. How did NPS select the location for the septic system (tank and drain field)? ANSWER:

The architect-engineering firm selected the site based on information in the Geotechnical Report (available with the RFP).

2. Will windows other than the Milgard Ultra Series Fiberglass be allowed? ANSWER:

The specifications include the requirements and process for requesting product substitutions in Section 01 67 00, Product Requirements. Substitutions may be initiated after award by the prime contractor through the submittal review process.

3. Are any of the existing smoke detectors to be reused? ANSWER: None of the smoke detectors are to be reused; in the electrical section of the specifications and drawings it states "....Fire Alarm System Design and Installation are to be Performed by Contractor, and Approved by the Contracting Officer."

4. Which light fixtures should be salvaged and refurbished? ANSWER: The drawings show which fixtures are to be salvaged and refurbished.

5. Where is the luminaire schedule? ANSWER: Section 265000, Luminaires; 265100, Interior Lighting; and 265600, Exterior Lighting state "Lamps shall be as follows unless otherwise noted on the luminaire schedule on the Drawings". The schedule is missing, has been requested from the architect, and will be provided in a later amendment.

However, new lamp types on Sheets A1.1 and E1.1 are indicated by specific symbols shown on Sheet E0.0:

a) Ceiling or Pendant Mounted Fluorescent Fixtures (rooms 01, 03, 07, and 05)

b) Track light (room 06)

c) Wall Mounted Light Fixture (rooms 01A, 03, 04A, and 06A)

6. It was pointed out in the living room/temporary exhibit area that the wall finish in this space needs to be removed, replaced, then replicated to match the existing pattern as per the plans and specifications.

7. It was pointed out that the changes in the bathroom (removal of the tub etc.) are to allow for the room to meet accessibility standards.

8. The location of the well pit was noted; this iswhere the plans call for the new domestic water line connection to be made to the existing connection in the existing well pit.

9. It was noted that the existing building has electrical service. The power is on to the site but not inside the house (it is turned off at the main breaker).

Clarification to Specifications:

Attachment 1b includes references to Section 016000, Product Requirements. The correct section number is 01 67 00, and it is already included in Attachment 1a.

Attendees:

Prime contractor representatives from REE-Construction and Rafter H.

Subcontractor representatives from Andersen Windows and Doors, Nu-Vu Glass, and Campbell Electric.
