Amendment Three

In order to clarify brand name items and answer questions received, the above numbered solicitation is hereby amended as follows:

1. Throughout the specifications and drawings for this project, there are references to specific brand name standard products and/or services. This amendment clarifies that an equal product or service can be submitted as a substitution for any stated brand name. However, the substitute products or services need to be requested with the offeror’s proposal (see the form included in the proposal submission package) with the supporting data in accordance with specification section 01 33 23, 1.3E “Submittal Procedures--Approved Equals" and FAR 52.211-6. Any questions regarding the salient characteristics of any listed brand name product or service must be submitted by 5 May 2016.

2. The following questions have been received and answers provided.

Q6: SECTION 01 55 26 - TRAFFIC CONTROL, Under 2.2 Other Traffic Control Devices calls to use a paint that is no longer used in California. Please advise.

A6. Revise Specification Section 01 55 26 - Traffic Control, Road Striping Paint 2.2D-1 to say:

"1. Paint shall meet Federal Specifications TT-P-1952E, Type 2, white, yellow or blue traffic rated paint."

Q7: The minimum binder content for asphalt concrete at 5.8% seems extremely high and will cause flushing. Can you reduce the requirement to at least at 5.3% for 1/2 mix, and 5.0% for a 3/4? This is compatible to local DOT specifications.

Also, will a liquid Antistrip be allowed instead of lime marination to mitigate for any stripping?

A7: No. A good mix design with the 5.85 oil content will not flush and the higher oil content and lime treatment have performed better in Yosemite.

Q8: Per Section 31 10 00, Paragraph 3.6 C, Duff and Topsoil Stripping, topsoil is to be stripped 6-12 inches which conflicts with Sheets C5.01 to C5.04 which call out a minimum of 12 inches. What is the correct stripping depth and can the Contractor reduce the depth of stripping shown on the plan sheets to the lesser dimension? Also the designated top soil stockpiles have space limitations and will not accommodate the 10,000 CY of stripping at 12” or even 6” in depth if limited to a height to 72 inches, will the Government provide additional stockpile locations within the Contractors work area since by Paragraph 1.6A , Material Ownership, the stripped topsoil remains the property of the Government.

A8: The depth varies from 6" to 12", so you can reduce the minimum amount of top soil stripping to 6", but the maximum amount will still remain at 12". The Government will provide additional stockpile locations within 6 miles of the Contractor's work area.

3. The due date for questions has been extended until 5 May 2016.

4. The due date for proposals has been extended until 1400 MT on 12 May 2016.

5. All other terms and conditions remain unchanged.
