Mariposa Grove Restoration Phase 5 Site Visit Meeting Minutes

INTRUDUCTION:
Project Description
This project is to rehabilitate and restore the health of the Mariposa Grove of Giant Sequoias (MG) while enhancing the visitor experience. The Grove is a major visitor destination for the park’s annual 4+ million visitors. The project is divided up into five phases that address long-standing issues associated with parking and roads within the Grove. In 2014, the NPS developed the Mariposa Grove Final Environmental Impact Statement (FEIS) in response to conditions in the Grove (including the park’s South Entrance) that adversely affect the ecological health of the Grove and diminish the quality of the visitor experience.
This current project is for Phase 5 of the Mariposa Grove Restoration Project. The specific Phase 5 work items include installation of the Stormwater Pollution Prevention Plan and associated BMP’s, construction of Lower Grove Area restroom/utility building and shuttle stop shelter, installation of SCADA system for utility systems, paving of the Lower Grove concrete plaza and walkway area, placement of pavement markings & signs in the Lower Grove and Grizzly Giant parking areas, installation of Lower Grove Area shuttle furnishings, repair of Upper Grove Area water line, replacement of South Entrance water line, construction of a new water tank, construction of South Entrance parking complex, restroom and visitor contact building, construction of South Entrance septic system and leach fields, and surfacing the Four Mile Road which provides access to the new leach field.
REMINDERS:
• Submit all your questions online to the Contracting Officer and Contract Specialist as identified in the solicitation.
• Remember to refer to the solicitation for the most accurate information for this project.
The drawings and specifications are attached as part of the solicitation.
• This site visit is to help you become familiar with this project site and any existing field conditions.
NEW South Entrance Parking Lot:
• Slash: All logs will be removed from the site prior to the start of construction. The rest of the slash and the stumps are going to be left on the site.
• Cultural Sensitivity: The whole site is sensitive, but some areas are more than others.
There will be archeological monitoring during stump removal and culvert excavation in the vicinity of the most sensitive areas.
4-Mile Leach Field Site:
• Shooting range: Will be used as a turn around and possibly as a staging area (please refer to plans). You will need to coordinate with the NPS staff, this area will continue to be used during construction. If it does not specify in the plans please submit the question on-line.
• Trees that have not been removed are in an archeological site that is under investigation.
Once the area has been properly analyzed and documented the trees will be removed prior to the start of construction (Notice to Proceed for this solicitation).
• There is an existing Service road on the south and west side of leach field which provides access for PG&E to service their utility poles.
• The road leading to the site is where the sewer line and other associated utilities will be installed. This existing road will also be resurfaced when finished.
• This new leach field area will be the disposal field for all the sewage from the existing and new bathrooms as well as from the existing residents.
Y-Intersection Utilities:
• Night work: The amount of delays will determine whether the activities through the intersection will happen during the day or at night. There is a lot of traffic and movement through this area during the day; therefore nights are typically the most efficient time to work.
• Existing Utility Interruptions: Utility service (water, power, and sewer) to the Park office, residence, and entrance kiosks cannot be interrupted prior to arranging temporary services, as specified in contract documents.
NEW Plaza Area for Lower Grove:
• Concrete plaza, sidewalk and bus stop shelter is part of the contract.
• A Sequoia cookie (footprint of a sequoia) has to be constructed in the middle of the plaza as specified in the construction drawings and specifications.
Lower Grove Restrooms:
• Utilities: Martin Brothers is currently performing the work included in Phase 4 of the project. The Phase 4 work includes stubbing out conduits for this new restroom, such as water, sewer, telecom and power conduits, will be installed prior to construction of this Phase 5 project.
• The Restroom Structure is part of this Phase 5 contract.
• Tesco Control Panel is part of Phase 4 contract and will be already in installed. Most of the septic and leach field system instrumentation is part of the prior phase and is not included in this contract.
• Striping: The paving will be completed by Martin Brothers. This contract only includes striping and signage installation from lower Grove Area to Grizzly Giant parking lot.
Wrap-up:
• Overlapping of Contracts: The existing Phase 4 Contract work is scheduled to be complete prior to the Notice to Proceed for the Phase 5 project. However there will still be some coordination between NPS Crews who will continue working on the accessible trails and roads between the Lower and Upper Groves of Giant Sequoia’s. Coordination will also be required between the future FHWA road project Contractor, who will be working on the Mariposa Grove and Wawona Road starting October 1, 2016.
• Submittals: You must be on top of submittals for this project. When you prepare your proposal, highlight how you plan to complete the submittal process. Refer to the submittal specifications to better understand what is required.
• Michael Pieper and Romina Pasten will be part of the daily field staff for this project.
