SCOPE OF WORK

Introduction (Purpose):

The National Historic Preservation Act of 1966 (NHPA), Section 110, mandates that federal agencies survey their cultural resources for the purpose of management and protection. Klondike Gold Rush

National Historical Park (KLGO), located in the Alaska Region of the National Park Service (ARO NPS) requires a complete archeological survey of---and preparation of a complete final report on---the White

Pass Trail Unit of the park, including historic research, archeological field survey, determinations of eligibility for the National Register of Historic Places, initial site condition assessments, cataloging and curation of artifacts, and a preparation of accurate Geographic Information System (GIS) geodata for all identified archeological sites and other cultural resources discovered during the archeological survey of the

White Pass Trail.

This survey and report will complete baseline archeological documentation on the White Pass Unit of

KLGO. This baseline information will be used to develop a management plan to preserve the cultural resources within the unit, to assess eligibility of the resources for inclusion to the National Register of

Historic Places, and to generate assessments of effect for making future determinations on recreational uses of the area.

Objectives:

The objective of this project is to completely survey the White Pass Unit of KLGO for archeological resources, and to document the survey with a full archeological survey report including geospatial data compatible with existing Alaska Regional geospatial data for the White Pass Trail. This report and data will include the trail route; archeological sites and their spatial extents; archeological features; artifacts; the

White Pass and Yukon Route railway; Inspiration Point and other mines; any known alterations or modifications to the landscape; present known conditions; and other pertinent information compiled throughout the historic research and archeological survey.

Phasing and Location:

The project will be completed in three phases. Phase I will be comprised of the complete historic and archival research of the trail, to include coordination with Parks Canada. It will result in a report of the historic and prehistoric use of the White Pass Trail, oral histories from interviews of Parks Canada staff and other individuals with first-hand knowledge of the trail, a working bibliography, and a Geographic

Information System (GIS) geodatabase with spatial data of known sites compiled through the research process. The project area for the phase I historic research includes the entirety of the White Pass Unit from the trailhead located at the landing point of Moore’s Wharf in Skagway Alaska to two divergent culminations at Lake Bennett and Tutshi Lake in British Columbia, Canada.

Phase II (Option 1) will be comprised of the archeological survey based on the historic research and compiled spatial data of known resources. An archeological crew will complete an intensive pedestrian survey of the the 20 miles of the White Pass Trail from Skagway Alaska to the US Canadian border along with associated archeological sites. Results from phase II of the project will include data collected through the survey process which will include original copies of site forms, transcribed site forms, digital photographs, maps, spatial data collected through GPS units, and a summary report of field work completed. The project area for the phase II archeological survey (Option 1) encompasses the first 20 miles of the trail from Moore’s Wharf in Skagway Alaska to the US Canadian border located at the White

Pass of the coastal mountain range. The area is geographically documented through the Skagway (B-1)

NW, (C1) SW, and (C1) SE USGS 7.5" quadrangle maps.

Phase III (Option 2) will entail the compilation of the historic research and archeological survey from the previous phases to complete the full archeological report of previously known and unknown cultural resources of the White Pass Trail. The end result will be a full archeological report including history, geology, ecology, site descriptions, site conditions, site delineations, determination of eligibility reports for

National Register of Historic Places eligible sites, proposed management plans, a working bibliography, and a GIS geodatabase compiling spatial data resulting from the phase I historic research and the phase II archeological survey of the project.

The White Pass Trail is only accessible via the trailhead in Skagway, Alaska and via a strenuous hike from the Klondike Highway over the coastal mountains to the White Pass. The hike from the Klondike Highway does not follow a formal trail and will require backcountry navigation. The 20 mile section of trail to be archeologically surveyed in Phase II of this project is extremely remote backcountry with limited communications, no amenities, and complicated travel logistics.

Scope of Work:

The contractor will develop and complete a full archeological survey report of the White Pass Trail, based on intensive historical work and complete archeological field survey of the designated project area. The archeological report will include the trail route; archeological sites; archeological features; the White Pass and Yukon Route railway; Inspiration Point and other mines; any known alterations or modifications to the landscape; present known conditions; and other pertinent information compiled throughout the historic research and archeological survey.

The Contractor Shall:

Furnish all personnel, equipment, supervision, transportation, international work permits and transportation of documents, supplies, and incidentals, except those indicated as government furnished, to perform all work necessary for the completion of the final archeological report. The archeological report must meet the requirements of the National Historic Preservation Act of 1966 (PL 89-665) as amended and the Archeological and Historic Preservation Act of 1979 (PL 93-291) as amended, and shall be performed by professional archeologists meeting the qualifications established in the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation

(http://www.nps.gov/history/local-law/arch_stnds_7.htm) and according to procedures found in 36

CFR Part 800 (Protection of Historic Properties).

The contractor will have a phone conference (pre-work conference) with the KLGO staff within 15 calendar days after contract award to coordinate tasks and assign work, initiate internal and external scoping for issues, and collect and review all reference information available and pertinent to the

Proposed project.

The Contractor is responsible for coordinating with the appropriate KLGO staff prior to and during research. The Contractor will also be responsible for the successful shipping of all materials and documents between the contractor and any other personal or professional facilities in an undamaged condition. Shippable items anticipated include, but are not limited to, photographs and documents, compact disks, or other data storage devices. This is not anticipated to be a substantial shippable amount.

Protocols for the material shipping should be discussed with the appropriate KLGO staff prior to shipping.

The Contractor will have one primary Point of Contact (POC) between the NPS Contracting Officer's

Technical Representative (COR), the Contractor, and all subcontractors, for all work performed under this contract. The POC responsibilities will include:

a) Maintaining quality control for all in-house or subcontracted work. Developing and monitoring the schedule and quality of work to ensure that assignments are completed in compliance with this contract.

b) Having full authority to act for the Contractor on all matters relating to contracted operations.

Being available to take or respond to telephone calls or electronic mail messages during the normal hours of contractor operations, and establishing appropriate procedures for relaying messages, both emergency and non-emergency.

c) Reviewing all submittals prior to submission to the NPS COR for legibility, accuracy, completeness, and compliance with contract requirements. Receiving and reviewing comments and instructions for all submittals that have been reviewed by the COR, and insuring that the information is provided to the appropriate unit and/or person for use in the project.

d) Maintaining and tracking project schedules and budget to provide COR with monthly progress updates and to ensure that the separate phases, and project as a whole, are completed according to schedule and within budget.

e) Receiving all Government-furnished materials and ensuring that they are tracked and provided to the appropriate unit and/or person within the Contractor's organization for use in the project. Informing the

COR when Government-Furnished materials are unsatisfactory for use in the project within seven (7) days after receipt. They shall also coordinate the return of government-furnished materials at the end of the contract.

f) Preparing and submitting an electronic status report on the fifth (5th) day of each month identifying the results achieved in the prior month, the type of work being performed, and the schedule of planned work for the next month, as well as any indications of problems that may impede performance, a proposed corrective action to remedy the problem, and any revisions to the contract completion date.

g) Preparing and submitting information to the COR for review and approval no later than the specified dates provided in the task schedule.

The Project Manager shall be required to visit the site following the award of this contract at least once during execution of the project. The purpose of the meeting is for the Contractor to acquire material, discuss progress, and any solve any problems that may arise. The COR will coordinate the scheduling of the meeting with the Contractor at least seven (7) days in advance. Progress meetings shall be included in the contract cost.

Specifically, the Contractor will manage the following tasks associated with completion of the report:

Administrative Record: Establish and maintain the contractor portion of the project file (electronic and hard copy, communications, documentation of work, etc.) for the NPS throughout the project. Upon project completion the contractor will provide all electronic and hardcopy documentation constituting the research, survey, and report to the NPS.

Interdisciplinary (ID) Team Meeting Facilitation/Participation: Facilitate/Participate in all ID Team meetings and document proceedings for inclusion into the Administrative record.

Canadian Work Permits: Coordinate for and obtain all necessary work permits for non-Canadian citizens to perform services under the terms of this Statement of Work in Canada in accordance with all applicable

Canadian Regulations, as needed.

Data Synthesis: Collect and review all available data and information pertinent to the White Pass Trail.

Contract Deliverables by Phase

Phase I:

1) A historical report of the historic and prehistoric use of the White Pass Trail: The report will include ethnographic information, historic photographs, and complete bibliography.

2) Oral histories from interviews of people with specific knowledge of the White Pass Trail, using NPS-standard oral history best practices for recording and transcribing interviews. The KLGO historian can be consulted by the contractor for more guidance on this deliverable.

3) A working bibliography which summarizes in one or two pages each reference used or consulted for the historical report.

4) A Geographic Information System (GIS) geodatabase with spatial data of known sites compiled through the historical research process. Geodata shall be fully compatible with ESRI ArcGIS 10.3, the NPS/Alaska

Region-standard GIS.

Phase II (Option 1):

1) An archeological field team will complete an intensive pedestrian survey of the 20 miles of the White

Pass Trail from Skagway, Alaska, to the US-Canadian border. This survey will identify, record, and map all archaeological sites, features, and cultural resources located within the White Pass Unit according the

Secretary of the Interior's Standards for Archeological Documentation (http://www.nps.gov/history/local-law/arch_stnds_7.htm ).

2) Transfer of data collected through the field survey process to a complete, written, and illustrated summary report, which will include original copies of field notes, site forms, transcribed site forms, digital photographs, maps, and geospatial data collected through GPS units. All contractor data related to this contract must be included.

3) a summary report of field work completed.

Phase III (Option 2):

1) A full archeological report of previously known and unknown cultural sites and features of the White

Pass Trail, including:

● Geology,

● Ecology,

● History and prehistory of the area,

● Methodology,

● Descriptions of all resources located during the survey,

● Site conditions assessments,

● Site delineations,

● Recommendations of eligibility for inclusion into the National Register of Historic Places,

● Proposed management plans,

● Working bibliography, and a

● Fully ArcGIS-compatible geodatabase compiling spatial data resulting from the phase I historic research and the phase II archeological survey portions of the project.

Contractor Key Personnel:

The Contractor shall provide:

Phase I

A) A Principal Investigator (PI) who will be the primary contact with the NPS COR or project lead and who will be responsible for the performance of the work. The PI is a senior management professional responsible for strategic direction and substantive oversight of projects. Duties include quality assurance

(QA) of deliverables and client relations. Prepares research designs, proposals and budgets, and provides senior management control to ensure efficient and cost-effective execution of contracts.

B) A Secretary of the Interior qualified archeologist who would be a senior scientist with demonstrated expertise in prehistoric and/or historic sites archeology. Responsibilities include specialized analyses of cultural material and report preparation. Other managerial duties would include oversight of project, personnel management and scheduling, oversight of field investigations, laboratory analysis, and report preparation; or a Historian who is a senior professional with expertise in American History and demonstrated skills in archival research, interpretation, and writing. Duties include preparation of archival research designs, personnel management, and primary and secondary source research, analysis, and report preparation.

C) Technical Writer/Editor who would be a professional responsible for the technical review and revision of reports and deliverables. Duties include detailed quality control of deliverables for adherence to contract requirements related to organization, content, format, style, and grammar.

D) Cartographic Technician who is a cartographic specialist responsible for processing and managing geospatial data and imagery. Duties include terrain analysis and processing remote sensing and field data in graphic form. Creates, updates, and maintains GIS geodatabases from an array of data sources.

Phase II (Option 1)

A) A Principal Investigator (PI) who will be the primary contact with the NPS COR or project lead and responsible for strategic direction and substantive oversight of projects. Duties include quality assurance

(QA) of deliverables and client relations. Prepares research designs, proposals and budgets, and provides senior management control to ensure efficient and cost-effective execution of contracts.

B) A Secretary of the Interior qualified archeologist who would be a senior scientist with demonstrated expertise in prehistoric and/or historic sites archeology. Responsibilities include specialized analyses of cultural material and report preparation. Other managerial duties would include oversight of project, personnel management and scheduling, oversight of field investigations, laboratory analysis, and report preparation.

C) Archeological Field Crew Lead who would be responsible for the day-to-day conduct of archeological fieldwork, and the collection and documentation of field data, under supervision of an Archeologist I or

Assistant Project Manager.

D) Archeological Field Crew which are professionals responsible for the day-to-day conduct of archeological fieldwork, and the collection and documentation of field data, under supervision of an

Archeologist I or Assistant Project Manager.

Phase III (Option 2)

A) A Principal Investigator (PI) who will be the primary contact with the NPS COR or project lead and responsible for strategic direction and substantive oversight of projects. Duties include quality assurance

(QA) of deliverables and client relations. Prepares research designs, proposals and budgets, and provides senior management control to ensure efficient and cost-effective execution of contracts.

B) A Secretary of the Interior qualified archeologist who would be a senior scientist with demonstrated expertise in prehistoric and/or historic sites archeology. Responsibilities include specialized analyses of cultural material and report preparation. Government Furnished Materials:

1) References:

Access to the KLGO library and museum collections of historical photographs and documents, archeological site records, archeological site forms required information, Determination of Eligibility required information, condition assessment forms, oral histories, administrative records, and published reports.

2) GIS:

Access to Alaska Regional Office GIS Data Specifications, NPS Cultural Resource Spatial

Data Standards: Guidelines for Use and Implementation, File Geodatabase Template for the NPS

Cultural Resource Spatial Data Standards, and pertinent GIS data files and satellite imagery related to the White Pass Unit.

3) White Pass Trail Data:

Access to all published materials on the White Pass Unit along with the KLGO

Resource Division Staff, including the Historian, Archeologist, Museum Curator and

Archives Technician.

4) Government Personnel:

A Contracting Officer’s Representative (COR) will be appointed by the Contracting Officer upon award of the contract. The COR will be responsible for providing the contractor with any special instructions, technical direction and guidance necessary to complete the task order.

5) Task Timeline:

The Contractor shall manage time appropriately to complete the Phase I historic research, report, and GIS map by April 30, 2016. One month prior to the completion date of Phase I of the project the Contractor shall provide the NPS COR with a revised draft of the narrative literature for final review and comments. The following timeline illustrates the tasks to be accomplished and completion of tasks for partial payment as illustrated in the payment potion. The performance period for Phase I of this contract is ten days after the contract is awarded through April 30, 2016.

Performance:

At the pre-work conference, the Contractor shall provide the COR with a written work progress plan

(timeline) detailing the proposed work force (personnel), schedule to provide for orderly completion of the work within the contract performance time, and plan of action of proposed methods to complete project objectives. This work schedule must be approved by the NPS. At a minimum, the schedule should reflect a work progress rate equal to the available amount of contract performance time.

Quality of work: The Contractor shall provide the COR with complete, accurate, high quality documents/products free of grammatical and typographical errors. The Contractor shall follow formats provided by the NPS; coordinate with the KLGO project lead on protocols for working with ID team members and other staff. The COR or designated PIs shall meet with the contract manager (and staff), as deemed necessary. One month before the due date of the Deliverables from each Phase the contractor will provide a draft of the Deliverables to the assigned COR for review.

Inspection and acceptance: The COR will determine if the Deliverables meets NPS and other requirements prior to acceptance of the Deliverables. Monthly coordination meetings between the

Contractor and COR will facilitate the project efforts and allow coordination to take place. During these meetings, work that was done the month prior will be evaluated and future work plans or other issues will be addressed. Comments, questions or concerns can also be brought up at this time to ensure there is a continual feedback and evaluation process.

Written Work: The Contractor’s work and work products shall be returned to the Contractor prior to the task due date, with the appropriate NPS specialist review, comments and suggestions to meet NPS standards.

Unsatisfactory Work: If an NPS specialist is not satisfied with the Contractor’s work, the issue will be addressed and the work product returned to the Contractor with a return completion date of no longer than one week from the date the work is returned to the contractor. The contractor shall then return the work product to the COR for NPS specialist review and approval.

Payment:

As the basis for payment, completion of the assigned tasks in the phase I timeline will be used as a basis for partial payment. Each task will be eligible for a partial payment. Completion of all three (3) tasks satisfactorily with the terms of this contract results in final payment.

● 45% for Presentation of an approved final historical report and GIS spatial data map as specified in task deliverable

Payment for option 1 and 2 will be determined at the time the option may be awarded and shall be defined in the modification exercising the option items.

(a) Definitions. As used in this provision-

"Administrative proceeding" means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission

Administrative Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed

Services Board of Contract Appeals Proceedings). This includes administrative proceedings at the

Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.

(1) The Comptroller General of the United States, or an authorized representative of the
