1.0 BACKGROUND

Golden Gate National Recreation Area requires consulting, design, field work and other services to develop a Site Investigation for three former fuel Underground Storage Tanks (USTs) sites. The Site Investigations will require environmental engineering plans, designs to support field work necessary to collect soil and groundwater samples via geoprope (or similar technology) and characterize sub surface environmental conditions.

This Task Order Scope of Work provides technical information, including portions from previous scopes of works, reports and government specifications that will allow the Contractor to develop workplans this calendar year and to conduct field work next calendar year.

The site is located within Golden Gate National Recreation Area. Golden Gate National Recreation area is both a congressionally designated boundary (GGNRA) and an administrative unit (GOGA) of the National Park Service and is referred in the SOW as GOGA. The primary work site is in the Marin Headlands at Fort Barry.

See EXHIBIT A for a park map.

1.1 Scope of Services

Conduct Subsurface Investigation of Three former fuel Underground Storage Tank Sites

The Contractor shall provide workplan (including Field Sampling Plan and Quality Assurance Plan), Health and Safety plan, submittals and services necessary to design and implement a Site Assessment (Soil and Groundwater Investigation) of a former underground storage tank site.

The objective of this task is to develop a Conceptual Site Model based on the Site Assessment (Soil and Groundwater Investigation) to determine if additional site characterization or remediation is necessary and gain expedient regulatory closure for the site if additional characterization or remediation is not required. If necessary, next phases may include removal of remaining soil contamination (if any), characterization and site remediation (if necessary) up to site closure.

The Contractor shall ensure that the site assessment includes both a soil investigation and groundwater investigation that meet all provisions of the 2012 California Leaking Underground Fuels Tank Manual (LUFT Manual) and regulatory implementation of that manual and any newer provisions required by the San Francisco Bay Regional Water Quality Control Board.

1.2 Project History

In 2009 a NPS Contractor, ERRG, removed underground storage tanks (one each) at six different sites.

Underground Storage Tank Removal Summary and Closure Report, National Park Service - Golden Gate National Recreation Area, Marin Headlands, California.

May 2010, ERRG

Results for soil at all sites indicated no analytes were detected at concentrations exceeding screening criteria in samples collected from any of the UST excavations. No analytes were detected at concentrations exceeding screening criteria in groundwater samples collected from the excavations for three UST Sites (572, 659, and 840).

However, concentrations of TPH-d and TPH-mo (Motor Oil) in groundwater samples collected from the excavations for USTs 841, 931, and 1043 exceeded screening criteria.

The San Francisco Bay Regional Water Quality Control Board (RWQCB) reviewed the report. The RWQCB recommendations, based on the findings of the confirmation samples, was that no further action is recommended for soil at the UST sites, and no further action is recommended for groundwater at USTs 572, 659, or 840, 931, and 1043.

However, because TPH-d and TPH-mo concentrations were elevated in groundwater at UST 841, the RWQCB requires the National Park Service (NPS) conduct further action to determine whether elevated concentrations of TPH are present at the site and in down gradient groundwater as a result of leaks from the former UST.

The NPS currently has no additional information regarding this site other than previously provided material and material supplied herein as APPENDIX B. Site information is subject to change based upon discovery of more recent information.

The Contractor shall follow the State of California Leaking Underground Fuel Tank guidance manual, other related state and federal Environmental Protection Agency guidance, IDIQ governing requirements and all other applicable state and federal regulation while developing and implementing investigation design and workplan.

The Contractor shall conduct all necessary reporting via the Ca GEOTRACKER system through Site Closure.

1.3 Compliance

The work described in this Scope of Service has received or will receive all necessary NPS environmental compliance documentation per the National Environmental Policy Act and National Historic Preservation Act. The NPS is responsible for conducting compliance review and implementing mitigation measures per the National Environmental Policy Act and National Historic Preservation Act.

The Contractor will need to ensure project workplan will support NPS compliance determination. To this end, Contractor must prepare a Power Point file that includes a subset of Workplan content which the NPS project manager may use to present to the compliance board(s).

The Contractor is responsible for ensuring its actions required per scope comport with all governing federal, state and local laws, regulations and decision rules. The Contactor shall consider in project design all requirements necessary to conduct work and acquire such permits.

2.0 TASK ITEMS
