01 Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) for Environmental Consulting Services for Projects within the National Park Service (NPS) San Francisco Bay Network of Parks within the state of California.
The Government reserves the right to assess pricing for the base and all option periods for evaluation purposes at the time of award. Pricing will be evaluated based on what is determined to be the best value to the Government.
Evaluation of option periods will not obligate the Government to exercise the option(s).
1. Contract Definition
This Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation is a part of the National Park Service (NPS) San Francisco Bay Network of Parks strategy for procuring technical environmental support services on a Task Order basis.
The purpose of this procurement is to obtain technical environmental support services for the NPS San Francisco Bay Network of Parks territories within the State of California. This will be an Indefinite Delivery/Indefinite Quantity contract, for Environmental Consulting and Remediation Services under NAICS Code 541620. Firm fixed price task orders may be written against the IDIQ contract.
The intent is to award one (1) contract under this solicitation, through the source selection process, based upon the selection criteria within the Request for Proposal (RFP), the Contracting Officer has the discretion of awarding none at all, if needed.
Please ensure this NAICS code 541620 is incorporated in your current SAM registration at www.sam.gov. Failure to have this NAICS code current in SAM may result in not being considered for the award.

3. Total Amount of Contract
The cumulative total of all task orders issued under the IDIQ under this solicitation shall not exceed $1,500,000.00 over a period of five (5) years, one base period and four option periods. There is no limit of the number of task orders that may be executed against this contract.
4. Guaranteed Contract Amount
The IDIQ will have a guaranteed minimum amount of $50,000.00. The guaranteed minimum will be met with the obligation of a task order meeting or exceeding the guaranteed amount.
5. Performance Period
The IDIQ will have a basic performance period of one (1) base period plus four (4) annual option periods or until the $1,500,000.00 contract limit is reached, whichever comes first. Total length of the contract, including the option periods, will not exceed five (5) years from date of contract award.
6. Pricing
Firm-fixed price task orders will be for services performed at prices expressly provided for therein and based on Section B. The amount to be paid to the contractor for each firm-fixed price task order shall be based on the hourly rate for labor disciplines listed in Table 2 and markups for the other direct costs in paragraph 6.1. All hourly rates shall include Overhead, General/Administrative, Labor Burden Fringes, and profit. The labor rates provided by the offeror, and determined fair and reasonable by the government, will be binding on the basic contract and will be the maximum rates at the task order level. These rates will be the maximum rates that can be proposed at the task order level;
however, rates lower than the maximum contract rates may be offered at the task order level.
Prices will be based on Section B of the solicitation, which will be provided and is to be completed by all offerors.
Offerors are cautioned against submitting an unbalanced offer. The government will analyze offers to determine whether they are unbalanced with respect to prices. Offers that are determined to be materially unbalanced may be rejected. An offer is mathematically unbalanced if it is based on prices which are significantly less than the cost for some contract line items and significantly overstated in relation to cost for others. In addition, an offer is materially unbalanced if it is mathematically unbalanced and there is a reasonable doubt that the offer would result in the lowest overall cost to the government, even though it is the lowest evaluated offer.
Applicable Department of Labor Wage Rates (FAR 52.222-41) will be included at the individual task orders level when the specific site and location for the work is known. The geographical locations for the contract have been provided in Exhibit A; however, due to the size of each park, specific locations within these geographical areas will be cited at the task order placement. The applicable Department of Labor Wage Rates is attached for the “SEED” project in the solicitation package.
The offeror shall complete only one (1) Table 2. It shall show one rate per labor discipline, including those provided by subcontractors. The offeror may not have all personnel on staff. Therefore, if those personnel are subcontracted, their rates shall be provided in the table as well. All contracted personnel shall be identified on the tables following “(SUB)” after the title of this discipline title. For example: “Cultural Resources Specialist (SUB)”. The rates shown per labor discipline shall be fully burdened rates, to include profit.

NOTE: If during the Contract Period of Performance, the Contractor’s original subcontracted personnel are no longer available to the Prime, the Prime shall find a subcontractor that has at a minimum, the same qualifications as the previous subcontracted personnel. The Prime shall be responsible for negotiating the labor rates for those personnel that have been provided in this RFP. Those rates provided are the maximum that will be paid by the Government for any replacement personnel.
Escalation of Labor Rates. Due to current economic uncertainties, it is recognized that labor rates may need to be adjusted on a 12-month basis; therefore, offerors will be afforded an opportunity to propose annual escalation percentages which will be used for evaluation of basic contract price and may be changed by modification prior to the start of each 12-month cycle (option period). The escalation rates will not be renegotiated and will apply to all subsequent periods throughout the life of the contract. The Contracting Officer will compare the contractor’s proposed rates to the most recent “core” Consumer Price Index and other accepted price indices, with the goal of determining a fair escalation percentage.

The NPS may require assistance with waste determination, management, and oversight of recycling of universal waste streams (e.g., electronic equipment, batteries, cell phones, cathode ray tubes, and compact fluorescent light bulbs). This could include reuse assessments, waste diversion, inventory destruction, and inventory transfer and/or disposal and compliance assistance with waste reporting regulations.
3.7. Remediation Services
Remediation Services include, but are not limited to:
1. Excavation, removal and disposal of hazardous waste;
a) The NPS will require minor environmental demolition of utilities and small structures impeding soil remediation, hazardous material removal, minor contouring and re-vegetation of contaminated sites.
b) These sites may range from small to large oil spills, lead paint in soil, asbestos or other toxics releases or threat of releases to the environment, dumps and related sites. The Contractor will not conduct asbestos or lead paint abatement but may conduct minor stabilization to prevent release of toxics to the environment and will conduct remediation of lead based paint in soil.
c) Expected remedial project include the sampling, testing, assessment, design and remediation of Lead Based Paint in Soil. The NPS requires an iterative approach where discrete sampling is performed on soil.
Soil (or fill) discovered as contaminated is remediated and the soil is sampled again to ensure cleanup was completed, and if not, soil removal is repeated until clean exit results are achieved.
2. Site Field Characterization/Investigation
The Contractor shall likely assist government collection of multi-media environmental samples in an effort to conduct phased and progressive characterization of suspected environmentally contaminated structures and sites. The Contractor will also independently form phased characterizations under NPS oversight and remove contaminated medial as directed by the CO.
3. Contaminant Fate and Transport Modeling
a) The Contractor may perform or assist NPS to conduct various physical, chemical, and other analytical testing services such as acoustics, seismic refraction, geomagnetics, bioassay testing, calibration testing
