Reference Section

RFP Page QUESTION GOVERNMENT RESPONSE

1 Standard Form

Page 3 QUESTION: Will non-SBE firms be considered for this project? The Standard Form 33, Page 3 states: This project is being solicited pursuant to a 100% Small

Business set-aside--and our company is not a small business.

RESPONSE: A joint determination was made with the Small Business Administration procurement center to have this solicitation set-aside for small business. Therefore, I’m sorry to inform you that for this particular solicitation, only small businesses will be considered.

2 QUESTION: My firm is interested in bidding on project

# 308070 (IDIQ Environmental Services for Golden

Gate National Recreational Area).

I wanted to know if you require bidding firms to have an office in the Bay area? Do you prefer firms to have a local office?

RESPONSE: We do not require bidding firms to have an office or local office in the Bay area. The

Offeror will have to assess their own response times per the solicitation and of course assess attendance of all meetings held as well as site visits and field visits. Thus, if your company is not local, there may have to be arrangements made for travel and so forth for completing those requirements.

3 QUESTION: We really don’t have much that we can provide in response to Volume II, Tab 3 – Audit

Information. As such, will it be okay if we cover this section by providing detailed cost information (i.e., overhead rates, G&A markups, labor burden) with our proposed rates and SEED Cost proposal?

RESPONSE: The answer to your question is yes. If you make a quick review of Section M, page 106, Volume II, Factor 1, Sub-Factor 1, it states: If the offeror does not have a recent audit, the offeror shall provide detailed information showing cost accounts included in each of their cost pools in order to explain all overhead rates, G&A markups, labor burden (fringes), and any other pools.

4 Table 1 Page 5 QUESTION: Table 1 (Page 5 of the Body RFP document) requests a Total Labor percentage: is this asking for labor burden fringes (as listed under Section

6. Pricing, on page 4)?

RESPONSE: Yes, your labor burden fringes should be a part of the total labor percentage. The Total

Labor in the table refers to your cost categories, such as material, subcontracts, direct labor, indirect labor and other direct charges, to include G & A costs.

5 QUESTION: Do resumes count as part of the 50 page limit in Volume I?

RESPONSE: Please refer to page 87, Section 2.7.2

Pages Counted: It states Each page shall be counted except the following: cover pages, table of contents, title page, list of tables/figures/acronyms, glossaries, separator tabs, dividers, blank pages, mailto:Nathanial_Wills@nps.gov

QUESTION AND GOVERNMENT RESPONSE

POC: Nathanial Wills, 415-561-4707, Nathanial_Wills@nps.gov 2nd Set-2 Apr 2015

Past Performance Questionnaires, and Volume II in its entirety. So, the answer is yes, resumes will be counted as part of the 50 page limit in Volume 1.

6 QUESTION: Can last minute request for Past

Performance Questionnaire references be sent via email?

RESPONSE: Yes, it will be fine to send the signed

Past Performance Questionnaire via email.

7 QUESTION: Does the National Park Service have a procedure to confirm that submitters are in fact SBEs?

RESPONSE: Yes, the NPS has mechanisms in place to identify Small and Large businesses. If a package is received from a large business and it is set aside for Small business, the package will be returned "unopened".

8 QUESTION: If we include a sub in our submittal, beyond audits and identification of them in the organizational profile, what else is needed?

RESPONSE: This is a question that I can only refer you back to the solicitation for a more thorough review, and that you must provide the necessary background documentation for your anticipated subcontractor(s) as you would for yourself as a

Prime contractor. Most of the areas should state

"and its' team members" or "includes subcontractors".

9 QUESTION: Is it possible to get an extension (we are having some difficulty reaching our clients for them to provide PPQs)?

RESPONSE: In order to extend the solicitation, the

NPS needs a justification that will affect the NPS in areas such as funding, missing drawings, incorrect specifications etc. At this point, there is no extension possible.
