Q = QUESTION FROM CONTRACTOR

R = GOVERNMENT'S RESPONSE TO CONTRACTOR'S

QUESTION

AI-1. For clarification:

a. Sitting and Dining Room Draperies. The green moire taffeta, embossed watered pattern fabric that is specified in Attachment 1

(Specifications and Scope of Work) is that which was used in the fabrication of the drapes currently hanging in the Lincoln Home Sitting

Room and Dining Room. It was purchased in 1988 from the source identified in Attachment 10

(Drapery Sources - 1988). The green moire taffeta may or may not be historically accurate as there are no photos or information on record which indicate such. The only information known by the Lincoln Home Curator that exists, is the black and white drawing, Attachment 3

(Illustration of Lincoln Home Sitting Room -

1860). The Park is seeking a fabric and color, in appearance, to those drapes pictured in the

Sitting and Dining Rooms' photos in Attachment 7.

If this can be accomplished with an alternative fabric which is less expensive than the moire taffeta fabric, but same in color; that will be acceptable. Note: Park will make final selection based on samples provided by the contractor to

whom the contract is awarded. The Additional

Requirements found in Attachment 1, Section III, still apply.

b. 2nd Floor Bedrooms, Front and Back Hall.

The sheer dimity fabric in white that is specified in Attachment 1 (Specifications and

Scope of Work) is that which was used in the fabrication of the window coverings currently hanging in those areas of the Lincoln Home. It was purchased from the source identified in

Attachment 10 (Drapery Sources - 1988). This dimity fabric may or may not be historically accurate as there are no photos or information on record which indicate such. The only information known by the Lincoln Home Curator that exists, are the black and white drawings, Attachments 4 and 5 (Illustration of 2nd floor bedroom curtain style, and Illustration of simple 19th century curtain style). The Park is seeking a sheer dimity fabric in white to that which is pictured in Attachment 7 for the 2nd Floor Bedrooms and

Front and Back Hall. For this fabric, Attachment

1 states, a subtle white on white pattern is acceptable, preferably with a thin stripe. Note:

Park will make final selection based on samples provided by the contractor to whom the contract is awarded. The Additional Requirements found in Attachment 1, Section III, still apply.

c. Kitchen: The sheer batiste fabric that is identifed in Attachment 10 (Drapery Sources -

1988) is that which was used in the fabrication of the window coverings currently hanging in the kitchen. The sheer batiste fabric is not specified for this kitchen curtain requirement.

Rather, as specified in Attachment 1

(Specification and Scope of Work), the curtains for the kitchen will be of the same fabric as that used in the fabrication of the curtains for the 2nd floor bedrooms, and front and back hall.

The Additional Requirements found in Attachment

1, Section III, still apply.

d. Front and Rear Parlors: The wool and silk damask that is specified in Attachment 1

(Specifications and Scope of Work) is that which was used in the fabrication of the window coverings currently hanging in the Front and Rear

Parlors of the Lincoln Home. It was purchased from the source identified in Attachment 10

(Drapery Sources - 1988). It is known that this damask is historically accurate. The Park is seeking a reproduction of that fabric in the fabrication of the draperies. However, because of the expense of that fabric, at one time

(several years ago) Scalamandre, who was the source of that fabric, suggested a fabric that would replicate the look, but it would substitute the silk with an alternative material as a cost-cutting measure. It is not known if that is still a possibility; therefore, it is encouraged that contractors submit two quotes; that is, one quote that includes the utilization of the exact wool and silk damask fabric as specified, and one quote that includes the alternative material, if possible. The Additional Requirements found in

Attachment 1, Section III, still apply.

AI-2. Although the measurements' information provided by the Government in the solicitation and in the below Government's Responses, the

Contractor is responsible for securing correct measurements needed to fabricate the window coverings. The Contractor awarded the contract should anticipate at least two site visits to

Lincoln Home; one for verification of measurements and site visit, and one for installation of completed window treatments.

Travel costs and arrangements are the responsibility of the Contractor and should be calculated into the Contractor's quote.

AI-3. Attachment 11 (Contractor's Proposed

Milestone Dates) has been revised, and is an attachment to this Amendment. Contractor is to complete the Revised Attachment 11 and submit with their quote.

AI-4. Attachment 12 (Quotation Submittal and

Instructions) has been revised, and Addendum A to

Attachment 12 has been added. Both are attached to this Amendment. Contractor is to complete the revised Attachment 12 and Addendum A and submit with their quote.

central time on Thursday, January 29, 2015.

Q-1. What is the floor to ceiling height where curtains are going?

R-1. Floor to ceiling heights are as follows:

Front & Rear Parlors: 9'

Dining Room: 9'

Sitting Room: 9'

Upstairs Front Hall: 11' 1 1/2"

Lincoln's Bedroom: 11' 1 1/2"

Mary's Bedroom: 8' 9 1/4"

Boys' Bedroom: 8' 9 1/4"

Upstairs Back Hall: 8' 9 1/4"

Kitchen not included in these measurements

Q-2. What are the distances between the top of the window frames and the ceilings?

R-2. The distances are as follows:

Front Parlor: 3" for both windows

Rear Parlor: 9 1/2" (western-most), 10¿ (eastern)

Dining Room: 19 3/4"

Sitting Room: 2 3/4"

Q-3. As per Page 4, Part C from the specifications: For the Front and Rear Parlor window coverings, Contractor is encouraged to submit two quotes; one that copies the original silk and wool material, and one that would substitute alternative materials for the silk as a cost-cutting measure. Is this fabric alternative supposed to be selected by the

Government or is the contractor to find one from

Scalamandre?

R-3. The contractor is asked to determine the possibility or availability of an alternative fabric and submit a second quote, if possible, which includes the utilization of the alternative fabric. See AI-1.d. above.

Q-4. What is the sheer batiste for kitchen and pantry from the Vermont Country Store on

Attachment 10 (Drapery Sources - 1988). I thought the kitchen had the Brunshwig white fabric. Is the pantry window the only window then getting sheer batiste from the Vermont

Store? Can this window have the same fabric as the kitchen window?

R-4. Disregard the sheer batiste for kitchen and pantry. The fabric for the kitchen window is to be the same as that used for the 2nd floor bedrooms, and front and back hall. See AI-1.c.

above. Also, the pantry window covering is not being replaced and is not included in this requirement. Only the kitchen window covering will be replaced in this room.

Q-5. Some sources may require a minimum order of 100 to 120 yards for the damask in the

Parlors, and the same for the moire taffeta for the Sitting and Dining Rooms.

R-5. If that is the minimum order required, the contractor will then provide the excess yardage of material to the Park. If you find from your source the minimum order exceeds more than 120 yards, please notify me so that I may consult with the Lincoln Home Curator for further instructions.

Q-6. Do we need to provide rods for Mr. and

Mrs. Lincoln's Bedrooms, Upstairs Hall, Boys' room and flat rod for the kitchen as well, or just the S. hooks and rings?

R-6. Contractor will not need to provide any rods; the existing rods on all windows in all rooms will be reused. For the S hooks and rings, the specifications state the hooks and rings are to be provided by contractor; however, I have since discussed this with the Curator, and this requirement is amended to inform contractors that the existing S hooks and rings can be utilized;

however, they would have to be sewn on the window coverings by the contractor at the time of installation since the only S hooks and rings available are those that are on the existing window coverings. Existing window coverings cannot be taken down until the day prior to, or the day of, the new window coverings being installed.

Q-7. Does contractor take down the existing drapes and will the contractor need to dispose of them?

R-7. The Park Curator will be responsible for taking down the existing drapes. The existing drapes will remain the property of Lincoln Home and the National Park Service.

Q-8. Is the fabric amount for the required tiebacks included in the total yardage of the fabrics?

R-8. Yes

Q-9. Is there a preference for hand-made versus machine-made? Handmade will be more in the tradition of the building but will increase costs.

R-9. Window coverings shall be machine-made.

Q-10. Would there be a ladder available that the contractor can use?

R-10. A ladder can be made available by the

Park. If utilized by the contractor, the government property clauses will be added to the contract; that is FAR 52.245-1, 52.245-2, and

52-245-9. Full text of the referenced clauses may be accessed electronically at https:/www.acquisition.gov/far.

Q-11. For the lining, is this to be plain off white cotton lining fabric, or is it be interlining?

R-11. It is to be off white cotton lining fabric.

Q-12. Do the metal valances on the Sitting

Room, Dining Room, and Front and Rear Parlor windows need removed?

R-12. The valances will not be removed for installation. The rods are accessible and new window coverings can be installed without removal of the valances.

Q-13. It was stated by an interested Contractor that it would not be possible to get the fabrication and installation of the drapes for the Front and Rear Parlors completed within six

(6) months or even nine (9) months from the date of award. Will their quote still be considered if their completed milestones goes beyond nine months?

R-13. The Government refers to the evaluation criteria found on Page 4 of 8 in the Revised

Combined Synopsis/Solicitation document whereby it states:

Delivery / Completion Time - Quoter is to complete the Revised Attachment 11 (Contractor¿s

Proposed Milestone Dates). It is the

Government's preference that all window coverings be provided, installed, and all deliverables received within six (6) months from the date of award, but not later than nine (9) months from the date of award. A delivery/completion date of

1 to 4 months will be rated Excellent, 5 to 6 months will be rated Above Average, 7 to 9 months will be rated Satisfactory, 10 months will be rated Below Average, and a delivery date of over

10 months will be rated Unsatisfactory. (Note:

The Contracting Officer may find it necessary to adjust the range of the above ratings for the delivery dates. This will be contingent upon the average delivery / completion time of all quotes received. For example: If the average delivery/completion time of all quotes received is 11 to 12 months, all ranges could be adjusted accordingly and a 12-month delivery/completion time could be rated as Satisfactory.)

Q-14. What if all curtains, with the EXCEPTION of the Front and Rear Parlor drapes can be completed in six to nine months, but the Front and Rear Parlor drapes cannot be completed for a year or longer; and to save on installation costs, can the window coverings for the Bedrooms, Front and Back Hall, Kitchen, and Sitting and

Dining Rooms be sent to the Park as soon as they are completed for the Park to install themselves, and then when the Front and Rear Parlor drapes are completed at a later time, the Contractor travel to Lincoln Home to install those?

R-14. If all curtains, with the EXCEPTION of the Front and Rear Parlor drapes, can be completed in six to nine months, but the Front and Rear Parlor drapes cannot be completed for a year or longer, the Contractor would then be expected to make two trips for installation. One trip to install the window coverings for the

Bedrooms, Front and Back Hall, Kitchen, and

Sitting and Dining Rooms as soon as their fabrication is completed, and another trip later to install the Front and Rear Parlor window coverings when their fabrication is completed.

Q-15. What is the total dollar amount the

Government is making available for this award?

R-15. This information cannot be conveyed;

however, after discussing with the Park's

Curator, should the funds allocated for this project not be adequate to cover the entire price

to have the window coverings fabricated and installed for ALL the rooms within the Lincoln

Home, then award may only be made for the amount of funds available. With that being the case;

the Government has prioritized their requirement for window coverings based on the condition and wear and tear of the existing window coverings.

Those priorities are as follows:

Priority #1: 2nd Floor Bedrooms, Front and Back

Hall, and Kitchen (highest priority for replacement)

Priority #2: Sitting and Dining Room (middle priority for replacement)

Priority #3: Front and Rear Parlors (lowest priority for replacement)

- If funds are only available to fund all of Priority #1 and part of Priority #2, then only

Priority #1 will be procured.

- If funds are only available for all of Priority #1, all of Priority #2, and part of Priority #3, then only Priorities #1 and #2 will be procured.

- If funds are available for all of Priority #1, Priority #2 and Priority #3, then all three priorities will be procured.

See Clause 52.212 Evaluation Factors for Award, paragraph (c) which states, "Before the quoter's specified expiration time of quote, the

Government may accept a quote (OR PART OF A

QUOTE), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award."

Addendum A to Attachment 12 is added for contractors to complete for submission of their pricing.

Q-16. Is the payment schedule of 25% / 75% as described in Attachment 1, Section V, firm?

R-16. Yes, unless an award is made under the conditions described in Q-14 and R-14 above. In that case, it would still remain at 25% / 75% as indicated in Attachment 1, Section V; but the 25%

/ 75% would be calculated on the price of the first window coverings fabricated and delivered

(installed), and then 25% / 75% would be
