SECTION M – EVALUATION FACTORS FOR AWARD

SIGNIFICANT FACTORS AND SUBFACTORS

A. GENERAL:

1. A Technical Evaluation Panel (TEP) comprised of Government personnel, with assistance from non-Government advisors when required, will evaluate the proposals. The technical evaluation and rating of proposals will be conducted in strict confidence. The number and identities of offerors will not be revealed to anyone not involved in the evaluation and award process or to other offerors. Proposals will be evaluated based only on the factors described herein.

2. The Government will use a tradeoff process for this source selection. Award will be made to the responsible offeror whose offer conforms to the solicitation requirements and provides the best value to the Government considering the stated technical factors and price.

B. EVALUATION PROCESS:

1. Proposals will be evaluated against the factors set forth in this Section M. The TEP will evaluate price proposals independent of the technical evaluation. The TEP will not have access to price information until completion of the technical evaluation.

2. Proposals will receive a preliminary review to determine whether the proposal contains sufficient information, as required by Section L, DSC - 36 Instructions for the Submission of Offers and Other Information (April 2005), to allow the Government to perform a meaningful evaluation. If the results of this preliminary review indicate that the proposal lacks sufficient information to allow a meaningful evaluation to be conducted, the Source Selection Authority (SSA) may eliminate the proposal from further evaluation and consideration for an award. Any offeror's proposal eliminated at this stage from further evaluation or consideration for an award will be notified with the reasons why its proposal was eliminated from further evaluation or consideration for award in accordance with FAR 15.503.

3. After completion of the technical and price evaluations, the TEP will report the results to the SSA. The SSA will then consider all technical and price factors, including assessing the degree of risk associated with the proposal, to determine the offer that provides the overall best value to the Government. The SSA's decision will be based on a comparative assessment of proposals against all source selection factors specified in the solicitation.

4. The Government may elect to accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the additional cost.

C. EVALUATION FACTORS: The factors to be evaluated are as follows:

1. Technical Sub-Factors: The technical capability of the offeror will be evaluated using the following factors:

(a) Sub-Factor 1 – Experience in Historic Preservation: Demonstrated understanding and construction experience in applying the Secretary of Interior's Standards and Guidelines for Archeology and Historic Preservation, particularly the Secretary of Interior's Standards for the treatment of Historic Properties, specifically, the restoration of highly significant historical buildings/properties as demonstrated by their listing on the National Register of Historic Places.

This criterion includes demonstration of prior experience working with renovation of historic stone masonry structures, brick masonry, specialized building demolition (including work around historic fabric), general construction and renovation, and sustainable construction practices. The Offeror's proposed approach and methods for demolition, stone, and brick masonry restoration, reuse of materials; installation of new materials and equipment, as well as the overall approach to protect the historic fabric of the structure will be evaluated to ensure feasibility and understanding of requirements to protect and preserve historic fabric.

(b) Sub-Factor 2 – Experience with Stone and Brick Masonry Restoration: Demonstrated experience with stone and brick masonry restoration, including removal and replacement of individual units in existing masonry, masonry cleaning using multiple methodologies, and conservation of stone elements in climates similar to Hyde Park, NY.

(c) Sub-Factor 3 – Key Personnel: Demonstrated that Key Personnel possess the qualifications and experience relating to demonstrated excellence and expertise in all aspects of architectural historic preservation work while exercising quality control procedures/measures that ensured the delivery of a high level of architectural finish, specifically, the restoration of highly significant historical buildings/properties as demonstrated by their listing on the National Register of Historic Places, as well as their prior experience working as a team on previous similar projects.

(d) Sub-Factor 4 – Critical Path Method Scheduling and Subcontract Management: Demonstrated experience in scheduling and coordination of multi-trade work and maintaining public and Government access requirements.

Demonstrated ability to effectively prepare, execute and maintain a critical path method (CPM) schedule for projects of this type and size. Firms must show the ability to coordinate the work of various trades and subcontractors within contract time restrictions. Identify how work tasks, schedules, and activities were coordinated between various construction activities. In addition, the Offeror must submit a preliminary CPM schedule for evaluating project feasibility and understanding of the Contract scope in conjunction with the Offeror's approach to perform the project.

(e) Sub-Factor 5 – Management of Complex Construction: Demonstrated experience in successfully managing complex construction projects in locations with pedestrian and vehicle traffic adjacent to the construction site. Offeror shall demonstrate having conducted safe construction operations while allowing safe unobstructed use of the structure.

Provide detail descriptions and references to successfully completed, like construction projects under similar conditions.

2. (f) Safety: The Government shall evaluate the offeror’s overview of their company’s Construction Safety Program, the narrative regarding its assessment of the safety risks associated with this construction project, its proposed changes to the company construction safety program based on its risk assessment for this project, its prior experience for the past three (3) calendar years including its current Experience Modification Rate (EMR) as documented by its insurance company, and the qualifications and experience of proposed safety personnel to determine the offeror’s prior experience, qualifications, and management of its proposed safety program and its understanding and assessment of the risks associated with this construction project. Offerors with fewer OSHA 300A incidents will be rated more favorably. Offerors with a lower EMR will be rated more favorably.

32. Past Performance: The past performance of the offeror and/or its proposed subcontractors on projects similar in scope and complexity will be evaluated in the areas of quality, timeliness, and business relations. Offerors demonstrating a higher level of successful past performance in the evaluated areas will be more favorably rated. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably.

4. Safety: The Government shall evaluate the offeror’s overview of their company’s Construction Safety Program, the narrative regarding its assessment of the safety risks associated with this construction project, its proposed changes to the company construction safety program based on its risk assessment for this project, its prior experience for the past three (3) calendar years including its current Experience Modification Rate (EMR) as documented by its insurance company, and the qualifications and experience of proposed safety personnel to determine the offeror’s prior experience, qualifications, and management of its proposed safety program and its understanding and assessment of the risks associated with this construction project. Offerors with fewer OSHA 300A incidents will be rated more favorably. Offerors with a lower EMR will be rated more favorably.

53. Price: A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.

D. RELATIVE IMPORTANCE OF EVALUATION FACTORS:

1. Technical factors are listed in descending order of importance.

2. Technical factors are significantly more important than the other evaluation factors.

3. All evaluation factors other than price, when combined, are approximately equal to price.
