IDIQ for Multi-Disciplinary Architect-Engineer (A-E) Design Services for Projects within the National Park Service – Northeast and National Capital Regions (primary geographic area) and Nationwide (secondary geographic area)
– Response to Questions – April 8, 2014
1. Question: Please define what is anticipated as Construction Engineering and Construction Management and Inspection. Typically, design firms are not insured for means and methods or “inspections.” Or, do you mean the normal Construction Contract Administration Services typically performed as a CA phase during construction. Do you anticipate that a contractor needs to be part of the team?
Answer: Typically the IDIQ’s do include Construction Contract Administration Services. It is your choice whether to include Construction Engineering and Construction Management and Inspection.
2. Question: Please define what is anticipated as Construction Safety. Again, design firms are not typically responsible for or insured for construction safety issues and means and methods. Should a contractor be included as part of the team?
Answer: We are using Construction Safety as it applies to design. It is your choice whether to include a subconsultant that specializes in this area.
3. Question: Are Construction QA Inspections the same services normally described as construction observation as part of the design team’s typical Construction Contract Administration or do you anticipate a need for specific testing and inspections, typically provided by a third party?
Answer: There may be a need for specific testing and inspections.
