1. Question: Who were the incumbents for the contracts?

Answer: The incumbants are:

Bargmann Hendrie+Archetype Quinn Evans Architects DHM Design Group Mills Schnoering Architects, LLC (formerly Farewell Mills Gatsch) Bauer Latoza Studio John G. Waite

2. Question: Clarify the statement “In order to be considered for award of this IDIQ contract, firm(s) must demonstrate they possess all professional qualifications, including individual licenses, certifications, etc., for those states listed in the primary area of coverage “ ?

Answer: These contracts will be awarded under the Brooks Act. The first phase is the submission of the Standard Form 330 Statement of Qualifications. Evaluation of the qualifications statements will be made by an evaluation board. Firms selected as the most highly qualified will be required to show proof of licensing within 30 days of being notified of most highly qualified status.

3. Question: We have a question regarding the subject IDIQ [P14PS00515]. In the Original Set Aside portion, it says N/A, but further down in the description, it says “The NAICS code for this requirement is 541310, size standard $7,000,000.00 annual receipts averaged over the three preceding years. The size of the small business firm includes all parents, subsidiaries, affiliates, etc.” Could you please confirm if this solicitation is unrestricted or just for small businesses?

Answer: P14PS00515 is being solicited as a full & open competitive procurement. The reference to the small business size standard is hereby removed from this notice.

4. Question: Must each firm be licensed in every state (if required by a state) for the specific discipline?

Answer: No, the team as a whole must have at least one person licensed in each state for each discipline.

5. Question: [P14PS00516] Are you allowing small business MEP firms (NAIC code 541330) with a qualified architect on the team (as a sub) to prime this contract?

Answer: Contracts will be awarded to firms who qualify as small businesses under NAICS 541310 (Architectural Services)

6. Question: Concerning the IDIQ solicitations P13PC00515 and P14PS00516 for unrestricted competition and small business set-aside, will the submissions be evaluated by independent review panels, or will the review be coordinated?

Answer: The announcements are separate and submissions will be evaluated separately.

7. Question: Would it be considered a conflict to submit as a team leader for one solicitation and to be a consultant on another firm’s team for the other solicitation?

Answer: No.

8. Question: If a firm does not have experience with the National Park Service, will that preclude us from being awarded a contract?

Answer: No.

9. Question: How many contracts are being awarded from this solicitation?

Answer: No more than four contracts will be awarded under Solicitation P14PS00515. No more than four contracts will be awarded under Solicitation P14PS00516.

10. Question: [P14PS00516] Since the IDIQ is for a “small business firm,” is it allowable or even preferable to assemble a team that is New England centered, or is it a criteria of selection to have a team that is active in both New England and mid-Atlantic States/jurisdictions mentioned in the IDIQ?

Answer: We do not have a requirement for physical location, but proposed teams will be expected to provide architectural-led A-E services within the entirety of the primary area of coverage.

11. Question: Are we allowed to include 11x17 size pages with our Statement of Qualification? Specifically, we would like to show our organizational chart on an 11x17 fold out if possible.

Answer: It is acceptable to show your organizational chart on an 11x17 fold out.

12. Question: The solicitation states that “required disciplines include, but are not limited to, professional registered architects, engineers and landscape architects…Additional disciplines which may be required for some projects include…” Please clarify whether SF 330 forms are being requested for both “required” and “additional” disciplines, or just “required“ disciplines.

Answer: SF 330 should be provided for required disciplines.

13. Question: In the “required disciplines” paragraph, one of the disciplines listed is “Construction Engineering.” Please clarify the definition of this role.

Answer: A professional Construction Manager whose expertise is with the designing, planning, construction and management of construction projects.

14. Question: [P14PS00516] To have registrations in all states in the primary area seems daunting for a small business. Would subconsultant registrations count toward the requirement?

Answer: Yes, the team as a whole must have at least one person licensed in every state for each discipline.

15. Question: [P14PS00516] Our architectural firm is a small business that is located in Hawaii. Does the above ad which states Nationwide (secondary geographic area) pertain to NPS Hawaii areas, as well?

Answer: Yes.

16. Question: I was reviewing the IDIQ solicitations recently posted for NPS and wanted to clarify the difference between P14PS00516 (no set-aside) and P14PS00515 (total small business). Does P14PS00516 replace P14P00515 or are there two projects available to submit an SF330?

Answer: These are two separate Requests for Statement of Qualifications which will result in two separate pools of multi-award contracts.

17. Question: Will the response date be extended?

Answer: Yes, the response date is hereby extended to 4:00 pm, MDT, April 11, 2014.
