IDIQ for Multi-Disciplinary Architect-Engineer (A-E) Design Services for Pr9jects within the National Park Service-Northeast and National Capital Regions (primary geographic area) and Nationwide (secondary geographic area)

Response to Questions March 28, 2014

NOTICE: ALL QUESTIONS MUST BE RECEIVED NO LATER THAN FRIDAY, APRIL 4,

2014, AT 12:00 PM MDT.

1. Technical Evaluation Criteria No. 7 instructs to “Provide a matrix clearly communicating which individuals and disciplines are included in the primary firm or partnership and the states in which the individuals hold a professional license or certification. Provide an organization chart which shall including the names of the key personnel, firms, disciplines, roles and responsibilities and/or technical expertise, and office location where work will be performed.”

Question: To which disciplines and professions does this refer?

Answer: The team of required disciplines include, but are not limited to, professionals registered as architects, engineers, and landscape architects, and professionals meeting the Secretary of the Interior’s Professional Qualification Standards for Mechanical Engineering, Electrical Engineering, Civil Engineering, Cost Control/Estimating/Life Cycle Costing/Engineering, Marine Design/Engineering, Fire Protection Engineering, Construction Engineering, Geotechnical and Structural Engineering, Architecture, Landscape Architecture, Historic Architecture, Architectural Conservation, Certified Value Specialists, LEED Accredited Personnel, Security, Lighting, Land Surveying, Industrial Hygiene, and Sustainable Technologies.

Question: Are active professional licenses, certification, etc. required for ALL states in the primary area of coverage?

Answer: Yes

Question: If a firm is missing one state in a discipline, are we expected to add another firm to our team to provide coverage of licensure in that one state?

Answer: It is up to the contractor to decide how to meet this requirement.

Question: Are SF330 Section E resumes required [from] all individuals who provide licensure in each state per discipline?

Answer: No

2. Question: The RFQ also stated that all firms need to be registered with SAM and ORCA. We have the DUNS number that is necessary to also register with ORCA but I was wondering if all the listed firms that we would be using for the RFQ also have to have ORCA registration or just the lead firm?

Answer: Subconsultants do not have to be registered in SAM/ORCA for this IDIQ contract.

3. Question: Does the “completed SF 330 for each team” mean the SF 330 Part II?

Answer: Each firm within the proposed team shall complete an SF330 Part II.

4. Question: For the Team Standard Form 330 we assume that includes Part I with resumes, sample projects and Section H. Is that correct?

Answer: Yes

5. Question: While it is indicated that additional materials are limited to 20 double sided pages, are there any size restrictions for Section H for the SF 330?

Answer: The additional supporting material shall include Section H pages and is limited to 20 double-sided pages in total.

6. Question: Is it acceptable to use the NCARB/NCEES and reciprocity to confirm that our team meets the requirement to possess all professional qualifications for those states listed in the primary area of coverage?

Answer: For initial submissions in response to the request for Statement of Qualifications, yes NCARB/NCEES would be acceptable; however, firms selected as the most highly qualified will be required to show proof of licensing within 30 days of being notified of most highly qualified status.

7. Question: Under the section “Submission Requirements”, can you confirm that a complete SF330 is required for each team member?

Answer: No, a complete SF330 is required for each “team”, not “team member”.

8. Question: Under the section “Submission Requirements”, both an SF330 and a “Team Standard Form 330” are requested. The SF330 is available on-line. Is the “Team Standard Form 330” a different document and is this available on-line?

Answer: No, it is the same form. The “SF” in “SF330” means Standard Form.

9. Question: Is the “additional supporting material” (20 sheets, 2 sided, max.) in addition to the material in Section H of the SF330 “Additional Information”? Should those 20 sheets be listed as an Addendum to the SF330?

Answer: The additional supporting material shall include Section H pages and is limited to 20 double-sided pages in total.

10. Question: Where should the submission address the 7 items listed “Technical Evaluation Criteria” – Section H or in the 20 additional sheets.

Answer: It is up to the respondent to determine where this information is addressed in their submission, however, you may use Section H Additional Information for this purpose.

11. Question: Under the section “Submission Requirements”, please clarify requirements stated below.

In particular, to what does the “chronological” list refer – e.g. the date of project completion for each project listed in Section F of the SF330?

Answer: The “chronological” listing refers to the numerical listing of the Technical Evaluation Factors.

12. Question: Please clarify the requirement in the subject solicitation for “one person to be licensed in every state for each discipline”. Does the NPS consider the discipline to be “Engineering” with a PE in every state or are you looking for an engineer with a PE in each distinct discipline of engineering, i.e.

civil, geotechnical, electrical, mechanical, structural, and fire protection? Most firms and teams can likely produce a PE in every state, but the requirement for each distinct engineering discipline each state is very challenging.

Answer: The team must have at least one person licensed in each state for each discipline.

13. Question: Could you clarify on what is meant by “Professional Registration”. Are you referring to registering as a Foreign Corporation for the Primary Coverage Areas?

Answer: No, it is in reference to professional licenses.

14. Question: If I am understanding this correctly, in order to be considered for this project, a designer must be licensed in ALL of the states listed as “primary geographic area” (CT, DE, ME, MD, MA, NH, NJ, NY, PA, RI, VT, VA, WV). Also, they must be willing to obtain licensure in any other state within the “secondary geographic area” (nationwide) if a project is assigned there. Please confirm that I am interpreting this correctly.

Answer: Yes, in order to be considered for award, the above is correct.

15. Question: We have a question regarding the subject IDIQ. In the “Original Set Aside” portion, it says “N/A,” but further down in the description, it says “The NAICS code for this requirement is 541310, size standard $7,000,000.00 annual receipts averaged over the three preceding years. The size of the small business firm includes all parents, subsidiaries, affiliates, etc.” Could you please confirm if this solicitation is unrestricted or just for small businesses?

Answer: There are two notices being advertised concurrently for A-E IDIQ Design Services in the NER/NCR. Both of these notices include language regarding the NAICS size standard for NAICS Code 541310 (Architectural Services) of $7,000,000 annual receipts averaged over the three preceding years. This size standard is applicable to both procurement's, however in different ways:

1. P14PS00515 - This notice has been advertised as a full & open competition. All firms who are unable to qualify under this size standard are required to provide a small business subcontracting plan as indicated in the announcement.

2. P14PS00516 - This notice has been set aside for small businesses. All firms who are able to qualify under this size standard are encouraged to respond, but are not required to submit a subcontracting plan.
