About this file
This is a Scope of Work document for a federal construction project at Lebanon VA Medical Center in Lebanon, PA. The project (595-26-104) involves regrouting and replacing bathroom floors on the 1st through 3rd floors of Building 1, affecting thirty bathrooms total. The contractor must provide all labor, materials, tools, equipment, and construction services to remove existing bathroom floors to bare slab, seal and build up floors to achieve zero percent threshold with maximum 1/8-inch slope to drain, and install epoxy finish flooring with three-inch epoxy cove base. The project period of performance is 270 days after Notice to Proceed (NTP), with the contracting officer being Elijah McIntosh, contract specialist Amanda Murphy, and Contracting Officer's Representative Nathaniel Alexander.
The contractor will have access to only two bathrooms at a time and must complete full restoration before moving to the next set, with no guarantee of subsequent bathroom availability. Work on the locked Behavioral Health area (1-3B) requires contractor escorts and secured storage of all tools and equipment. The scope includes mobilization, demolition, excavation, enclosure, interior construction, and equipment procurement and installation. Specific requirements include researching latest epoxy flooring technology for wet rooms, ensuring slip-resistant and healthcare-cleanable surfaces, repairing deteriorated concrete slabs, removing and disposing of existing flooring safely, and complying with NFPA codes (70, 70B, 70E, 72, 99, 101, 13), OSHA regulations, VA criteria, EPA requirements, and VA Master Construction Specifications. The contractor must provide certified industrial hygiene services for asbestos surveys and bulk sampling and must coordinate phasing to maintain building heating and cooling while minimizing operational disruption.
