SCOPE OF WORK
Project Name – Building 509 Window Replacement Project # 652-24-200
Project Introduction:
The window replacement project in building 509 is designed to meet the needs of Veteran Patients receiving care and providers in the 3D print Lab. The construction requirements of this project include but may not be limited to the following- sealing of window frames, clean/prep window frames, with the removal and replacement of 25 existing window panels to meet the services specific needs. The contractor shall provide all personnel, equipment, tools, material, transportation, supervision, and related services necessary to complete the tasks and functions as defined within this scope and all included drawings/specifications for the windows in Building 509 in the 3D Print Lab Building Area at the Richmond VA Medical Center.
The Contractor shall complete the window replacement within the Richmond VA facility in accordance with the SOW, drawings, VA Specifications, and any other documents that have been provided. The Contractor shall manage and perform construction services with a recorded quality assurance surveillance plan as further defined in this contract to include, but not limited to, permitting, demolition, construction, construction management, submittals, fixtures, equipment, scheduling, inspection, testing, environmental protection, record (As-Built) drawings, and project closeout. The efficient management of the Contract, the submission of accurate, on time, and quality contract deliverables, as well as timely identification and solution of impediments to successful project execution. Technical requirements include, but are not limited to, early involvement in the process to allow for the development of the most cost-effective and technically sound approach or solution that conforms to the requirements of the specifications. Construction boundaries during windowpane replacement including installation required for building 509 The 3D Print Lab precautions must be made for personnel/equipment safety and care IAW ICRA requirements in designated spaces. The Richmond Engineering Projects Section will rely on the contractor’s expertise in recognizing and addressing problematic issues and successful execution of this Contract.
Inspections, set up, and construction services to be scheduled IAW service availability (weekend/off peak/after-hours work may be required and must be anticipated by the Contractor during RFI process/proposals). Due to the nature of the spaces located adjacent or near to the construction area- the phasing of the project must be accomplished following ICRA guidelines. Construction to follow all guidelines and applicable regulations for local, state, federal, and Veterans Administration, as well as IAW the phasing listed below (from the SOW).
Description of Procedure/Phasing:
· Secure each work area- Construction area to be contained as tightly and clean as possible during entirety of construction (this is a sensitive hospital location and must remain clean and dust free) IAW provided ICRA.
· Complete windowpanes/panels with seals- removal and replacement as spaces are available and approved through contractor schedule, inspect clean and prep existing frames, seal windows inside and out as directed, and restore entire construction area to full working condition.
· Contractor to conduct final inspections IAW approved (Quality Assurance Surveillance Plan) QASP- stating criteria and all safety requirements that is to be followed and verified for Quality assurance prior to Hospital acceptance/inspection.

Overview of General Requirements Items: The Building 509 window replacement project design materials to be provided by the contractor must include but are not limited to the following items:

SOW provided materials list is only the minimum amount of material to be used (estimated by VA to help ensure that Contractors have an expected starting point for estimation), Contractor must provide them as well as any additional materials required to complete project. The amount of material used from the list must be tracked by the Contractor (verified by COR) to ensure that they have been exhausted and upon contract completion all unused material made available to the VA as part of the contract.
Overview of Completion Time:
All rooms cannot be taken out of service during the work week (Monday – Friday 0700-1700) at the same time, installation can happen after hours or weekends with all areas inside restored to service by 5am for each workday. If Construction must be performed after hours or weekends, COR needs a minimum of (2) weeks’ notice, Contractor must have request included in schedule, and service must approve prior to official scheduling. All work is to be scheduled through COR- contractor to schedule over no more than 45 days from issuance of notice to proceed to include all lead times.
Overview of Additional notes:
Contract Notes:
· During construction services the Contractor must respond with onsite personnel within (4) hours for any incomplete project process, or maintenance that can affect patient care services, safety, or other VA required guidelines (as identified by the COR) from issuance of Notice to Proceed until contract completion. After project acceptance the Contractor must respond with onsite personnel within (24) hours for any issues arising during warranty period.
· All contractors are required to be safety trained by VA Safety department prior to commencement of work. In addition to Supervisory requirements of OSHA 30 Hour Certificates, all other Contractors are also required to minimally have an OSHA 10 Hour certificate within the last two years.
· The Contractor shall comply with all applicable VA Master Construction Specifications, Technical Information Library (TIL), and all other applicable standards/regulations. In the event of conflicting criteria, the Contractor shall notify the CO and COR to seek guidance.
· Contractors shall not use conflicts between guidance, interpretation of the guidance and order of precedence as a basis for a later request for equitable adjustment.
· Contractor Parking is allowed in hospital general parking lots only for all POV vehicles, only company vehicles are allowed in fenced area behind the hospital and must be clearly marked on the outside of the vehicle as to what company it is assigned. Any POV vehicles in the rear of the hospital may be ticketed or towed at the owner’s expense.
· Contractor shall field verify all measurements, material quantities, and site conditions prior to submitting a bid.
· Provide submittals and (1) sample for all finish materials depicting actual texture for approval.
· Contractor shall provide a hard copy of each submittal with a separate transmittal sheet to each requirement. If applicable, submittals shall indicate the manufacturer’s full range of available colors, and from these, the COR will request a full-size sample for final color selection. Once submittals are approved the contractor is responsible for promptly purchasing all materials particularly finishes that do not expire (IE paint, or other time sensitive consumables that would be purchased closer to the date of use).
· If during the project performance or after completion it is found that any item does not meet the VA specifications and there was no variance approval from the VA- the Contractor shall correct at no additional cost or time to the Government even if a submittal was “approved”.
Safety Notes:
· Contractor is responsible for maintaining building life safety standards prescribed through an Interim Life Safety Measure, risk assessment permit for requirements issued prior to any work beginning.
· Contractor is responsible for dust control during construction and while transporting within the medical center.
· Contractor shall coordinate with COR for waste removal. All waste including lead shall be removed at the end of each day. Contractor shall remove and dispose of waste in accordance with all legal and VA Specification 01 74 19 Construction Waste Management.
· Contractor shall ensure all construction barriers are maintained in a clean and safe manner in all areas of the Hospital.
· All barriers at the Richmond VA shall be rigid and sealed with a neutral color- manufactured panel or primer/sealer paint, that can be cleaned (no VOC applied after hours only IAW space availability), joints or openings to be sealed with approved fire rated tape on all walls as well as covered with anti-microbial tape in patient care areas to maintain life safety and Infection control throughout entirety of construction. If not specified in Contract or through RFI process all walls will be considered in a Patient Care area.
· Contractor shall comply with Infection Control Risk Assessment permit requirements issued prior to any work beginning, always including any precautions for current worldwide infection controls such as negative air in construction areas.
· All contractors shall complete safety training with Richmond VAMC Safety team prior to work beginning. Contractor must comply with all requirements of VA Specification 01 35 26 Safety Requirements.
Construction/start up Notes:
· Contractor shall store all materials offsite and only bring materials to be installed the same day to the project site. Contractor shall coordinate delivery, storage, and handling of all materials with the COR to designated prepared areas to minimize site storage time, impact to the hospital, and potential damage to stored materials, unless project has a specified lay down area.
· Contractor shall protect all existing equipment, utilities, structures, etc. to remain. If any damage is noticed prior to starting work that may be misconstrued as damage caused by the contractor, the COR shall be notified immediately, and the damage documented (pictures taken with date as evidence and emailed to the COR/CO immediately) as existing prior to beginning demolition. After the space is turned over for construction, the contractor will be responsible for repairing all damage within the construction site.
· Contractor is responsible for removing, storing, and reinstalling any wall mounted items.
· When verifying all field measurements pertaining to the construction sites the contractor is to ensure strength/viability of all construction materials used per material function, quantities required, existing as well as provided material specifications, and existing site conditions prior to submitting a bid. Verifying from COR with In-House shops for access/use to any and all required services present currently in the VA.
· Existing conditions that cannot be readily verified during site visit should be addressed in the RFI process and are the sole responsibility of the contractor making the bid to seek further information for any conditions that would need to be included in estimate. Assumptions of existing conditions should not be made (no guarantees are made by the VA on unforeseen existing conditions)- if Contractor does not submit an RFI to validate any specific existing condition within area of work that may affect cost or duration then Contractor’s assumption will need to be corrected at the Contractor’s expense.
· Contractor shall identify to COR any utility, equipment or other previously existing material not listed herein that needs to be moved to accomplish job scope, and Contractor shall remove then reinstall in new VA approved location (within 20’ of original location).
· Contractor is responsible to leave no boundaries exposed after receiving permits for and making penetrations (i.e. interstitial must be fire blocked, open wall installed boxes to be covered, core drilling should be adequately concreted for seal etc).
· Contractor is responsible to coordinate with the COR (VA Safety) and complete all operations for testing/abatement of any hazardous materials that can be identified within the construction boundaries to include providing their own 3rd party (IH) Industrial Hygienist.
· Contractor shall set up meetings with Contracting Officer, Contracting Specialist, Contracting Officer Representative, and applicable Contractor personnel monthly until construction begins then will be weekly after that. Contractor is to record minutes of each meeting and send out along with their weekly updates to Contracting Officer and COR no later than each and every Tuesday morning at 8:00am until contract completion.
Contract close out Notes:
· Contractor shall perform a pre-final inspection before requesting the final inspection with the COR and include time in their work plan for inspections and to repair any defective work after the final inspection has been made.
· Contractor shall turnover all unused materials listed in table to the VA Engineering Department.
· SOW provided materials list is only the minimum amount of material to be used (estimated by VA to help ensure that Contractors have an expected starting point for estimation), Contractor must provide them as well as any additional materials required to complete project. The amount of material used from the list must be tracked by the Contractor (verified by COR) to ensure that they have been exhausted and all unused material made available to the VA as part of the contract.
Regulations and standards that may be applicable to the work in this Contract include but are not limited to federal, state, local statutes/regulations; Department of Veteran Affairs instructions, manuals, handbooks, regulations, guidance, and policy letters National Association of Corrosions Engineers (NACE); National Fire Protection Association (NFPA); Steel Structures and Painting Counsel (SSPC); National Electrical Code (NEC); and International Building Code (IBC), including all changes and amendments in effect on the date of issuance of this Contract.
General Requirements/Specifications This section sets forth the general requirements for the Contractor. Contractor and any subcontractor shall possess applicable licensures prior to award of the Contract in order to meet the requirements to perform construction works identified in this Contract, Annexes and its subsequent attachments.
The Contractor shall comply with all applicable VA Master Construction Specifications, Technical Information Library (TIL), and all other applicable standards/regulations.
· In the event of conflicting criteria, the Contractor shall notify the CO and seek guidance.
The contractor shall be required to perform the requirements contained in any of the Contract attachments, drawings, specifications, exhibits and other documents.
The contractor shall follow order of precedence as established in the basic contract clauses 52.215-8, Order of Precedence, and 52.236-21, Specifications and Drawings for Construction, and its Alternate I.
Regulations and standards that may be applicable to the work in this Contract include but are not limited to federal, state, local statutes/regulations; Department of Veteran Affairs instructions, manuals, handbooks, regulations, guidance, and policy letters; National Fire Protection Association (NFPA); National Electrical Code (NEC); and International Building Code (IBC), including all changes and amendments in effect on the date of issuance of this Contract.
