About this file

This is a Statement of Work for septic pumping and inspection services at Tahoma National Cemetery in Kent, Washington. The National Cemetery Administration seeks a contractor to provide septic tank pumping and inspection services for a one-year period, with a possible one-year option. The contract comprises three contract line items: CLIN 0001 requires semi-annual pumping of two 1,750-gallon septic tanks (Sites A and B) scheduled 3–7 business days before Memorial Day and Veterans Day for a total of 2 job orders; CLIN 0002 requires pumping of one 1,000-gallon septic tank (Site C) every other month on the first Wednesday for a total of 6 job orders; CLIN 0003 requires annual inspection of all three septic systems during the Memorial Day pumping service, including testing of septic tank alarm systems, with findings reported to the Contracting Officer Representative (COR) within 3 business days. Services must be scheduled with the COR at least 10 working days in advance.

The contractor must use properly licensed personnel and equipment, is prohibited from subcontracting without prior written Contracting Officer approval, and must ensure pumping volumes do not exceed tank design capacity. Services shall be performed Monday through Friday, 8:00 a.m. to 4:00 p.m., and must not interfere with cemetery operations. The contractor is responsible for measuring and documenting volume removed using calibrated equipment, visually inspecting tanks for structural damage or improper operation, preventing environmental contamination, and repairing any Government property damage at no cost. All documentation—including date, time, tank location, volume pumped, disposal facility receipt, and personnel credentials—must be provided electronically to the COR within five business days of service. The Quality Assurance Surveillance Plan establishes 100 percent acceptable quality levels for licensing, authorized personnel, pumping capacity compliance, volume measurement, inspections, environmental protection, site restoration, disposal compliance, timely reporting, and invoice accuracy, with the contractor required to submit a quality control plan within 10 days of contract award.
