Statement of Work Project Name: Replace Roof 43 Project No: 528A7-23-105 Project Address: 800 Irving Ave Syracuse, NY 13210 Building 1
Overview:
The Syracuse VA Medical Center located at 800 Irving Ave, Syracuse, NY 13210 has a need to replace Roof 43 (including the smaller adjacent built-up roofs 55 and 62). The entire area of the project is approximately 3247 SF, approximate Fascia and Flashing 296 LF and Reglet 116 LF, dimensions of Fascia, Flashing and Reglet are shown on the details sheet of the contract plans.
Existing Conditions:
Existing Roof 43 is a built-up bituminous roofing system, approximately 20 years old, and includes tapered insulation. Existing Roof 43 covers the area over the front entrance hallway to the hospital and Police Department. Roof 43 received an FCA Rating of D, FCA number 124678. This project also includes replacing the smaller adjacent built-up roofs 55 and 62.
General Requirements:
1. The Contractor is encouraged to and is responsible for field verifying all existing conditions and verify dimensions pre-bid and pre-construction. Every effort has been made to provide accurate drawings and dimensions to the greatest extent possible. All dimensions provided are for reference only and should be verified by the bidding contractor.
2. The General Contractor shall provide labor, supervision, materials, and equipment per the construction documents for project 528A7-23-105, Replace Roof 43. The new roof will have tapered insulation and an EPDM roofing system, sloping to the newly installed roof drains, flashing around existing equipment curbs, to include all required blocking, cants, associated metal work and specialties. The completed roof replacement will be in accordance with the most current codes and VA design guidelines.
3. All roof systems in this statement of work shall be designed and installed to withstand a minimum of a 100 MPH wind load.
4. All Fascia, Flashing, Reglet and Lightning Protection and products will be installed per manufacturers recommendations and contract drawings.
5. Unless otherwise stated, the contractor will provide a 2-year full repair/replace warranty and a 25-year manufacturer warranty. Warranty shall cover all material, parts, labor, freight, and equipment. Note – see "Warranty of Construction" under General Conditions in the solicitation/contract document.
6. The contractor will construct all structural members, sheeting, roof insulation, and EPDM rubberized roof membrane and sealants.
7. The contractor will supply and ship to the job site all construction materials. The contractor shall supply all construction equipment.
8. The contractor will provide and deliver adequate waste dumpsters. All construction waste, scrap, demolished and removed materials shall be removed and hauled from the VAMC water treatment plant property and properly disposed of by the contractor.
9. The Contractor is responsible for transporting both demolished and new material to and from the work area. VAMC elevators may not be used to transport material and equipment without prior written permission from VAMC Engineering and COR.
10. The contractor will provide and enforce the use of and all required safety equipment, personal protective equipment (PPE), all fall protection equipment, and all fire extinguishing equipment.
11. Contractor shall adhere to all building codes current at time of design and/or construction.
12. The contractor shall supply the VAMC Engineering department with all shop drawings in the latest AutoCAD version.
13. The Contractor shall secure the immediate work area to ensure the safety of the VAMC staff and to ensure the necessary work area is available. Barricade the parking lot as required for construction, material storage and deliveries.
14. The installation, equipment, materials, workmanship, examination, inspection, and testing shall be in strict accordance with the following:
a. The Project Specifications and The Department of Veterans Affairs VHA Master Construction Specifications# supersede all drawings. The contractor will, at minimum, meet all specifications and requirements of NEC, NEMA, and NFPA.
b. In addition to the preceding, all contractors will meet or exceed The Department of Veterans Affairs VHA Master Construction Specifications[A]. All work shall meet the following conditions:
i. All applicable federal, state, and local codes including:
ii. NEC National Electrical Code
iii. NFPA (National Fire Protection Association)
iv. NEMA (National Electrical Manufacturers Association)
v. ANSI - American National Standards Institute
vi. UL (Underwriters Laboratories)
vii. OSHA (Occupational Safety and Health Administration) standards.

ix. Section FS13: Installation Requirements: Proximity to Fire Suppression Systems#
x. [A] The Department of Veterans Affairs VHA Master Construction specifications:
The contractor shall design, construct, and perform all work in compliance with The Department of Veterans Affairs VHA Master Construction specifications:
1. Permits are required for all work that will penetrate or disturb existing smoke and fire barriers. Prior to performing work, the Contractor will obtain a Smoke and Fire Barrier Permit issued by The V.A.M.C. Fire Department. Fire and smoke barriers may be identified in several ways including decals on walls and surfaces or by other means including drawings, site surveys, scope of work, pictures, and/or diagrams.) All work performed under The Smoke and Fire Barrier Permit is subject to inspection and approval by The V.A.M.C. Fire Department. The V.A.M.C. Fire Department issues and closes The Smoke and Fire Barrier Permit.
2. The contractor will install all systems including piping, conduit, wiring and ductwork to maintain a minimum clearance from all existing and installed sprinkler heads. The contractor will ensure that all installations provide the correct clearance (distance from) per NFPA Code 13. Any obstructions at or below the sprinkler head must not impede the spray pattern of the head from developing.
CLIN 0001
Demolish the existing built-up bituminous roofing system, insulation, roof drains, existing flashing, and equipment curbs, approximately 3247 SF.
CLIN 0002
Install new EPDM roofing system, approximately 3247 SF, including tapered insulation sloping to the newly installed roof drains, flashing around existing equipment curbs, to include all required blocking, cants, associated metal work and specialties. The completed roof replacement will be in accordance with the most current codes and VA design guidelines.
Work Hours:
Normal business hours (Monday through Friday, 8am – 4pm) as well as after normal business hours and weekends will be required to minimize impact to patient care and facility operations. All domestic water, electrical, steam, chilled and heating hot water shutdowns, as required, shall be coordinated one week in advance with the COR and scheduled for completion after normal business hours.
Period of Performance:
The duration of this project is 30 days for submittals and 90 days for the roof replacement. The Contractor is to submit a detailed construction schedule to the CO and COR for review and approval two weeks upon receipt of Notice to Proceed. In addition, the contractor is to provide contact information for all individuals who will be working on-site 7 days before starting the work.
The intent is for construction in the Fall of 2023.
Construction Management Platform Requirements:
1. Construction contractors and A/E design firms, selected by award to perform work at VISN 2 VA facilities, are required to utilize VISN 2 Autodesk Build Construction management platform, also called Autodesk Construction Cloud (ACC). Access to the platform and training portal will be provided by VISN 2 through project Contracting Officer Representative (COR) at no cost for the duration of the project. Autodesk Build is the management and collaborative environment that VISN 2 uses for all its Non-Recurring Maintenance (NRM), Minor Program projects, Feasibility Studies, Commissioning and Retro-Commissioning contracts. There is no user, license, or subscription fee to the contractor for using this cloud-based platform.
1. Contractor shall accomplish and complete the following tasks upon award of contract:
1. Request access to ACC platform and ProductivityNOW eLearning Site to project VA COR NLT 14 days from contract award.
1. Only staff that shall utilize the platform to be granted access. Examples: Project manager, sub-contractors POC, Site manager, Safety officer, etc.
1. The access request shall be in writing and include a list of staff. The list shall include the following information:
· Full Name
· Company Name
· Email Address
· Role/Position on the project (i.e., Project manager, site super)
1. Upon granting access, staff shall complete required ACC training through ProductivityNOW platform within 12 Calendar days.
1. Upon successful completion of training, contractor shall submit certificates of completion to COR NLT 2 business days.
1. Access to ProductivityNOW eLearning will expire after 12 Calendar days after online access is granted. Contractor shall complete ACC training within that period.
1. Additional Staff and Subcontractors can be added at any time with a request submission to the project COR as described above.
1. The contractor shall only use the ACC platform for contract required submissions, official project correspondence to be acknowledged, reviewed, and actioned by the responsible party. No additional time shall be added to the contract, nor an increase in contract amount be provided for the contractor’s failure to utilize the ACC platform as the project’s official communication and collaboration system. Any correspondence out of platform shall not be the governing authority contradicting direction and will be at the contractor’s expense. Official project correspondence and collaboration includes but not limited to: RFIs, submittals, schedules, shutdown requests, actionable tasks, reports, testing, safety inspections, photos, and site surveys.
1. Contractor must inform the COR of any staff changes NLT 2 business days from the change. Staff changes pertains to staff who was granted access to the ACC platform. Contractor shall request termination of access, replacement of personnel and/or any other action that might impact the contractor ability to maintain required utilization of the platform.
1. Contractor submission requirements cannot be accepted for work to begin without meeting all ACC Platform requirements outlined herein, including completing required ACC platform training.
