Services shall be performed Monday through Friday from 7:00 AM to 5:00 PM PST at LBVAHCS (5901 E. 7th Street, Long Beach, CA 90822) and associated clinics, excluding 11 federal holidays. The contract period is one base year with four one-year options. Contractor personnel must possess at least one year of relevant clinical engineering experience or hold certifications such as CBET, CRES, or DoD equivalents (AFSC 4A2X1, MOS 68A, NEC HM-8478/HM-8479/HM-8410), or have equipment-specific service training certifications. All contractors must comply with VA Handbook 0735 (HSPD-12) badging requirements, which may require up to 30 calendar days for processing and two onsite visits for fingerprinting and badge pickup. Mandatory VA training in privacy, cybersecurity, HIPAA, compliance, and workplace harassment must be completed before badge issuance. Contractors must provide detailed documentation of all services including date, problem summary, parts replaced, labor hours, travel time, and equipment details; reports must be approved by Biomedical Engineering personnel and provided in both electronic and physical copies.

STATEMENT OF WORK

I. Contract Title: Onsite Technician Services

II. Scope or Detail of Work: The Contractor shall perform on-demand/on-site technical support services including preventative maintenance inspections (PMI) and corrective maintenance (CM) for repair work orders at the Long Beach Veterans Affairs Healthcare System

(LBVAHCS).

a. Technical Support: The Contractor shall perform the major tasks listed below and tasks that are directly related to technical support. The Contractor’s technician shall provide technical support services as needed to ensure continued functionality of existing system(s). Tasks included, but are not limited to:

• On-site Preventative Maintenance Inspections (PMI) and Corrective Maintenance (CM) in accordance with the statement of work including;

inspection (disassembly/assembly), adjustments, cleaning, calibrations and replacement of defective components of government-owned medical equipment including but not limited to those listed in Tables 1 and 2. PMI will be completed per manufacturer’s instructions at a frequency defined by LBVAHCS’s Biomedical Engineering Supervisor BESS or Chief Biomedical Engineer. In addition to the equipment listed in Table 1, general medical equipment (e.g., beds, patient lifts, environmental control units, fluid evacuation system, and bladder scanners. PMI and CM services will be assigned as needed and determined by the Supervisory BESS or Chief Biomedical Engineer. The Contractor is also expected to provide assistance on an “on-demand” basis.

• The Contractor must be able to install hardware, software, diagnose and resolve reported issues reported problems in accordance with the equipment’s’ hardware and software technical manuals.

b. Labor: The Contractor will provide all labor associated with the repair of the equipment covered under the contract agreement. Inadequate or improper repairs performed by the contractor will be correctly repaired at a time convenient to the Veterans Affairs (VA) at no additional expense. There will be no limitations to the number of labor hours provided within the stipulated timeframes of contract coverage. The Contractor must clock in at the beginning of a shift and clock out at the end of the shift as well as clock out for lunch and clock in after lunch break.

c. Parts: The Contractor is expected to identify any parts needed for repair (e.g., corrective maintenance -CM) and consumables and Preventive Maintenance part kits and present a quote to the VA Long Beach Biomed Department for authorization to purchase

d. Equipment Coverage: The Contractor will provide all labor associated with the repair of following equipment covered under the contract agreement. Equipment coverage list includes, but is not limited to, the following listed in Tables 1 and 2 below.

e. Preventive Maintenance: The PM will be provided during the contract period. The scheduling of PMI will be coordinated with the Contracting Officer Representative (COR). The PMs will be performed in a manner which clearly demonstrates that the equipment meets or exceeds all manufacturers’ technical performance specifications.

• It is the sole responsibility of the contractor to perform all PMs. The VA will not assume the responsibility of reminding the contractor that a PM is due to be performed. If a PM is not performed within the month which is previously coordinated with the COR, the amount corresponding will be deducted from the contractor’s payments. The PM will be performed on a weekday at a time set once the contract is awarded. The equipment user and COR must all agree to the recurring time set for PMs.

f. Documentation:

• For Preventive Maintenance, Contractor will provide a PM checklist to LBVAHCS Biomedical Engineering, listing each action taken to complete the maintenance.

• The Contractor will provide individual results which describe services performed (in sufficient detail to be acceptable to the field inspectors of The Joint Commission) Please reach out to the COR for reporting details. The following information must be provided in each report:

1. Date of service

2. Summary of problem and action taken

3. Parts replaced

4. Labor hours

5. Travel time

6. Equipment serviced (description, Equipment ID #, serial number, etc.)

7. Purchase order number

• Note: This report must be approved and signed by Biomedical Engineering personnel or their representative. An electronic and physical copy of each report will be left with the Supervisory or Lead Biomedical Equipment Support Specialists (BESS). If the Supervisory or Lead BESS is not available to receive the service report (outside normal working hours), the service report will be left with the supervising official of the equipment that was serviced; the supervising official will forward the service report to Biomedical Engineering (138M) the next working day.

III. Period of Agreement: Unless otherwise specified, this contract shall be for one base year and four one-year options.

IV. Place of Performance: Long Beach Veterans Affairs Healthcare System (LBVAHCS): 5901 E.

7th Street, Long Beach , CA 90822 and associated clinics located within LBVAHCS.

V. Hours of Coverage:

a. The Contractor shall perform all services and repairs during the following hours:

Monday through Friday from 7am to 5pm PST unless approved by the Contracting Officer Representative.

b. Federal Holidays observed by LBVAHCS are:

• New Year’s Day

• Martin Luther King Junior Day

• President's Day

• Memorial Day

• Juneteenth

• Independence Day

• Labor Day

• Columbus Day

• Veterans Day

• Thanksgiving Day

• Christmas Day

VI. Certifications and Credentials:

a. Certifications:

• Have at least 1 year of experience in relevant Clinical Engineering Program performing tasks such troubleshooting hardware and software problems (e.g., configuring settings, installing peripherals) on listed medical devices.

• Professional Certification such as CBET, CRES, or DoD equivalent training may be substituted for experience.

8479/HM-8410.

• Equipment specific service training certifications may be substituted for experience.

• The Contractor is expected to have qualified employees that meet the certification requirements identified in the Statement of Work. All certifications or training requirements are the sole responsibility of the Contractor.

b. Contractor Badging:

• Compliance with VA Handbook 0735 – HSPD-12 Program – To comply with Department of Veterans Affairs (VA) Handbook 0735, Homeland Security Presidential Directive 12 (HSPD-12) requirements, the Contractor shall coordinate with the Contracting Officer Representative (COR) regarding all site visits to the LBVAHCS. Badges are mandatory for all contractors and subcontractors entering the facility. The Contractor is responsible for ensuring that all required information and documentation are submitted to the COR with sufficient lead time to allow for proper processing of badge requests. No contractor or subcontractor may begin work onsite without an approved badge, except under emergency conditions as outlined below.

1. Processing Time: Badge issuance may take up to 30 calendar days due to required background checks. The Prime Contractor must begin coordination with the COR immediately upon contract award to avoid repair, service, or project delays.

2. Onsite Visits for Badging – Contractors should anticipate at least two separate onsite visits. These visits will be to LBVAHCS PIV Processing Center Bldg. 165 Rm. C214, unless otherwise specified by the COR.

a. One visit for fingerprinting.

b. One visit to pick up the issued badge.

• Mandatory Training: All contractors must complete mandatory training assigned through the VA’s electronic Training Management System (TMS) before badges are issued. This training typically requires approximately two (2) hours to complete. Badge issuance and retention are contingent upon successful completion of this training.

1. The Contractor should receive all applicable information during the PIV sponsorship and badging process. Should they not receive an automatic email with access to TMS, they shall work with the COR to establish access to TMS.

2. The Contractor will follow internal VA Biomedical Engineering SOPs and VHA national policies regarding credentialing to access VA Information Systems and VA Medical Systems. Please coordinate with the COR for training details.

• Emergency Repairs Exception: In cases where an emergency repair or service is required and the Contractor has not yet been issued a permanent VA badge; a temporary day badge may be issued by VA Police (Building 5C) for that emergency only.

The Contractor must still ensure that permanent badging is pursued without delay following the emergency event.
