1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 09, located at 1639 Medical Center Parkway, Suite 204, Murfreesboro, TN 37129 in support of Lexington VA Health Care System, Franklin R. Sousley Veterans Affairs Medical Center (VAMC) , 2250 Leestown Road, Lexington, KY 40511.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Lexington VAMC has a requirement for the LiteGait 400D walker harness exerciser which provides postural control and weight-bearing assistance for fall-free therapeutic activities. Wireless Tablet computer with adjustable tablet holder.
Clinician Stool, Adult iHarness and Girth Extender Set, Small iHarness, Q-Straps, One Battery pack & charger and 4 Hour Training. It permits the clinician to be hands-free when working with clients of all functional levels and diagnoses, to focus on better quality and increased quantity of practice.
The design of the walker harness exerciser allows body weight support to be placed only where needed while facilitating normal weight-bearing where appropriate. The overhead straps provide postural control and support for symmetric upright positioning even for those who cannot support themselves.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The unique design of the LiteGait 400D,31” base, 32” lift. Flex Yolk, Integrated FreeDome, wireless tablet BiSym with adjustable tablet holder and the versatility of the LG 400D benefit clients of all functioning levels and can be used for supported gait training, pre-gait balance/dynamic standing/strengthening activities, assisted daily living activities, all while being mobile enough to also use in most hallways and bedsides. The meticulously crafted 400 series have precision-made, robust actuators that provide 32"-36" of powered lift stroke in assisting patients from sit to stand. With their quiet & dependable double motor lift mechanisms, built into the post of the LiteGait, the LG 400s routinely lift and support patients weighing up to 400lbs.

4. Description of market research conducted and results or statement why it was not conducted:
Market research efforts include queries on Federal Procurement Data System (FPDS), General Services Administration (GSA) eLibrary, and System for Award Management (SAM) and no comparable products were identified. Previous contract awards were only to Mobility research LLC.
The small business vendor, Mobility Research, LLC; is the only vendor that manufactures the LiteGait System that meets the needs of the Lexington VAMC in support of patient care. This requirement will be awarded in accordance with (IAW) FAR (Federal Acquisition Regulation (FAR) 13.106‐1(b)(1)(ii).
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
