About this file
This document is a Single Source Justification for a simplified acquisition award by the Department of Veterans Affairs.
The Hampton VA Medical Center, under VISN 06 Network Contract Office 6, is procuring an FY27 Omnicell Annual Service Agreement for existing equipment at an estimated value of $163,518.00. The contracting activity is located at 100 Emancipation Drive, Hampton, VA 23667, with PR number 590-27-1-101-0019. The required services include on-site repair support, component replacements (bulbs, filters, batteries), software upgrades, monthly reporting, scheduled and unscheduled maintenance, and auditing. The justification for single-source award to Omnicell INC is based on the requirement that only OEM-trained and credentialed service technicians can perform maintenance on the existing Omnicell equipment to maintain warranty coverage and ensure proper access to proprietary software and manuals. Market research via SAM identified six recent orders for similar services from various NCOs in FY25 and FY26, confirming Omnicell as the sole authorized provider. The Contracting Officer, Kenneca Crump, certified the justification as accurate and complete on September 9, 2026, in accordance with FAR 13.106-1(b).

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Hampton VA Medical Center has a requirement for a new contract for the FY27 Omnicell Annual Service Agreement for existing equipment.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The estimated value of the proposed action is $163,518.00.
The Hampton VAMC has a requirement for an annual service and preventative maintenance contract with Omnicell INC for existing Omnicell equipment located at the Hampton VAMC as well as other clinics in the area. The requested services include on-site repair support, replacements of components (bulbs, filters, batteries ETC), software upgrades, monthly reporting, scheduled and unscheduled maintenance (emergency), and auditing. The maintenance has to be performed by service technicians that are trained by the OEM and they possess the credentials to access Omnicell software and manuals.
4. Description of market research conducted and results or statement why it was not conducted:
A search of SAM resulted in finding six recent orders for the services from various NCO’s in FY25 and FY26. Omnicell is the sole authorized provider for these services and to continue the warranty on the existing units they must be the ones to continue maintaining them.
