About this file

This is a Justification and Approval (J&A) document for a sole source acquisition by the Department of Veterans Affairs, Veterans Health Administration, VISN 22, for preventive and corrective maintenance services on Belimed sterilizers and washers. The contracting activity is the Network Contracting Office 22 located in Tucson, Arizona, with the requiring activity being VA San Diego Healthcare System's Research Service. The VA intends to award a firm-fixed-price contract to Belimed, Inc., the original manufacturer and sole authorized provider of maintenance services for these devices, with a period of performance from June 1, 2026, through March 31, 2031, at an estimated total cost of $877,751.33.

The required services include quarterly on-site preventive maintenance inspections annually, with all hardware parts and labor included, plus unlimited corrective maintenance service calls with a 48-hour response time. The Belimed sterilizers and washers are critical equipment used by Sterile Processing Services to clean and disinfect surgical instruments; any significant downtime could result in cancelled medical procedures. The justification for sole source procurement under 41 USC 3304(a)(1) is based on Belimed's exclusive ownership of proprietary software systems and parts, combined with the requirement for authorized and trained personnel to maintain these specialized devices. Market research via VIP search and a posted notice of intent to sole source yielded no alternative qualified vendors or small business concerns capable of providing the required services. The anticipated cost was determined to be fair and reasonable based on an IGCE and comparison to similar past contracts. Responses to the notice of intent must be submitted by May 8, 2026, at 12:00 PM Pacific Time to Charity.Cazee@va.gov.
