About this file
This is a Department of Veterans Affairs Decision for Single Source Awards document justifying a sole-source contract for reverse osmosis water treatment system upgrade services.
The Rocky Mountain Regional VAMC's Sterile Processing Service requires parts and professional installation services to upgrade its existing Reverse Osmosis (RO) unit from a 3-membrane to a 5-membrane system to comply with ANSI/AAMI ST108 standards for healthcare water treatment. The acquisition includes four line items: labor for removal and installation of the new RO unit with UV and final filter housings (part number W3TSP4146); Schedule 80 PVC components to connect the new RO system to storage tank (part number W3TSP4101 NCP); five site trips travel expense (part number W3TSP5302); and freight. All items are requested in a quantity of one each. Evoqua Water Technologies, LLC is identified as the sole source supplier and original manufacturer of the current system. The justification for single-source award is based on the requirement that upgrades must be performed by Evoqua to maintain the system's extended warranty; using any other vendor would void warranty coverage and interrupt optimal performance and reliability. Market research through the Small Business Administration's databases and GSA resulted in zero alternative vendors. Prior market research for the same service at the facility confirmed that Evoqua performs all upgrades and warranty on the system. The Contracting Activity is the Department of Veterans Affairs Network Contracting Office 19 located in Greenwood Village, Colorado, with the Ordering Activity being the Rocky Mountain Regional VAMC in Aurora, Colorado. The acquisition is for an amount exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold. The document is Revision 02, effective December 30, 2025, with Acquisition Plan Action ID 36C259-26-AP-3403 and Tracking Number FY26-NCO 19-1846.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Evoqua Water Technologies, LLC., is the sole source of the upgrade service and parts, as they are the original manufacturers of the current system. Failure to do so will void the system’s extended warranty, which would interrupt continued optimal performance and reliability. Robert English, Senior Executive Account manager at Evoqua, the manufacturer of the system, has confirmed that they are the sole source of the parts and labor involved with this unit’s upgrade.
