Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, NCO 21 on behalf of VISN 21, VA Northern California Healthcare System located at 10535 Hosptial Way, Mather, CA 95655.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a brand name sole source requirement for phlebotomy workstations.Generically identified as a modular phlebotomy workstation system , the workstations include an adjustable-height draw stations table for the patients to put their arms on for the venipuncture, grab bars for easy up and down into and out of the chairs and keeps all the supplies needed close at hand without having to open draws, power pole accessories, and storage units (no drawers) designed for clinical blood collection.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VANCHCS is standardizing its phlebotomy workstations at all sites as renovations occur and has been using the chaparral brand at the Redding CBOC, Chico CBOC and the Stockton CBOC. Many other products found in market research were carts and not fixed workstations.
Construction has already taken place on site to fit these specific workstations, there are additional compatibility issues in addition to the merits of the specific workstation. Custom modular sizing is required to fit the designated lab space. The configurations must be adjustable to optimize ergonomic access and workflow efficiency. All equipment and the four workstations must fit within an area of 20.5 ft by 12 ft, with adequate space in the front and rear for safe access and exit.
4. Description of market research conducted and results or statement why it was not conducted: SBA.gov was reviewed. A search on SBA.gov was conducted utilizing NAICS code 339113, returning 1108 SDVOSBs and 194 VOSBs. Despite these findings, the CO found no evidence that any SDVOSB or VOSB firm was

This is a brand name requirement, due to compatibility issues with existing equipment, standardization of these workstations throughout VANCHCS, and the construction of the space intended for these specific workstations.
GSA Advantage and GSA eLibrary were reviewed. The CO found possible alternatives to the Chapa ral workstations, including a workstation manufactured by the (SB) ( . The Subject Matter Expert provided a technical evaluation of these findings and determined them to be unequal
The NAC was reviewed, where the unequal item/contract was found
The SCMC was reviewed where the unequal item/contract was found
The NITAAC was reviewed with no relevant results found.
FPDS was reviewed where 36C26123P1378 was found, awarded to on 06/30/2023 in the amount of for Phlebotomy Workstations; the action was not competed and only received 1 quote.
Sam.Gov was reviewed, with no relevant data found.
Previous market research was reviewed, pertaining to award 36C26123P1378. The CO made a similar determination in that requirement, that VISN 21 was standardizing their Phlebotomy stations throughout VANCHCS and VAPAHCS, and that pre-existing equipment held compatibility issues with other brands along with space restrictions. That MRR concluded that there were no alternatives or authorized distributors, and that a sole source to OEM Chaparral 1 inc was appropriate.
Given these facts, the CO has determined that a sole source to SB OEM Chaparral 1 Inc on the OM is appropriate.
