Statement of Work Installation of flatbeds, probes and toolboxes

USDA NRCS South Central Regional Office, Texas

1. Mission: The Natural Resources Conservation Service (NRCS) is committed to “helping people help the land” – our mission is to provide America’s farmers and ranchers with financial and technical assistance to voluntarily put conservation on the ground, not only helping the environment but agricultural operations, too. 2. Background: The United States Department of Agriculture (USDA) South Central Regional Office, 101 S. Main Street, Temple, TX 76501 utilizes Government Owned Vehicles (GOV) with soil probes and toolboxes attached in order to perform soil sampling and exploration in support of part of our mission to keep the soil survey relevant and up to date. South Central Region has received three

(3) new replacement GOV trucks that require flat beds, probes and toolboxes installed for field work.

3. Scope: Contractor shall furnish all supervision, labor, materials, tools, equipment, transportation, supplies and travel necessary to provide the required supplies or services in accordance with the statement of work and/or specifications, and terms and conditions of the contract, and any other attachments provided.

4. General Requirements: The following descriptions provide details for the work to be completed.

The contractor shall:

4.1 Purchase and install three (3) flat beds on Ford F350 2021 trucks. Flat beds are long bed CM brand model RD beds (or equal) (refer to figure 5 below for specifications and features).

Beds shall have a gooseneck hitch (GN) and wiring for a gooseneck in the hitch box on GOVs A390144, A309146, A390453.

4.2 Purchase and install two (2) Westin 80-TBS200-72 series (or equal) toolboxes on GOVs A390144 and A390453 (refer to figure 6 for specifications).

4.3 Install one (1) USDA provided toolbox on GOV A390146.

4.4 Install two (2) USDA provided refurbished probes, two (2) USDA provided hydraulic power pack and install wiring and shut off switch on GOVs A390144 and A390453.

4.5 Fabricate and install three (3) core tube cradles adjacent to the probe to set a core tube in while taking soil samples on GOVs A390144, A390453, A309146.

5. Project Duration: The Contractor shall complete this project in approximately 3 – 5 months after the issuance of the contract award has been submitted to the Contractor.

6. Site Visit: Due to COVID-19 restrictions, there will be no organized site visits.

6.1 Non-Personal Services. The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It is the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it is the Contractor’s responsibility to

2 | P a g e notify the Contracting Officer (CO) immediately.

6.2 Contractor Personnel, Disciplines and Specialties: The Contractor will accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The Contractor will match personnel skills to the work or task with a minimum of under/over employment of resources.

The Contractor has ultimate responsibility for managing the order, achieving the expected performance results, and determining the appropriate staffing in support of its technical approach.

(a) The Contractor will provide experienced and certified personnel to perform the required services. The Government and the offeror understand and agree that the services to be delivered are non-personal.

(b) The Contractor personnel will conform to standards of conduct and code of ethics, which are consistent with those applicable to Government employees.

(c) All personnel will be United States Citizens OR be authorized to work in the United States.

(d) The CO may require the Contractor to remove, from the job site, any Contractor employee that is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. In cases other than one of immediate need, a written request stating the reasons for the removal shall be provided no later than 24 hours in advance to the offeror by the proper authorities.

(e) In order to ensure a smooth and orderly startup of work, it is essential that the key personnel specified in the Contractor’s proposal be available on the effective date of the order. If these personnel are not made available at that time agreed upon, the Contractor must notify the contracting officer 5 days in advance to show cause. If the Contractor does not show cause, the Contractor may be subject to default action.

(f) The Contractor-supplied personnel are employees of the Contractor and under the administrative control and supervision of the Contractor. The Contractor, through its personnel, will perform the tasks prescribed herein. The Contractor must select, supervise, and exercise control and direction over its employees (including subcontractors) under this order. The Government will not exercise any supervision or control over the Contractor in its performance of contractual services under this order. The Contractor is accountable to the Government for the action of its personnel.

(g) Changes or modifications to the SOW can only be made by the Government CO.

6.2 Business Relations: The Contractor will successfully integrate and coordinate all activity needed to execute the requirement. The Contractor will manage the timeliness, completeness, and quality of problem identification. The Contractor will provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The Contractor will seek to ensure customer satisfaction and professional and ethical behavior of all Contractor personnel.

6.3 Location and Hours of Work: Accomplishment of the results contained in this SOW requires work at the contractor’s location. The Contractor will be responsible for establishing their work hours under this contract.

7. Invoicing: Invoices shall be submitted electronically through the Invoice Processing Platform (IPP) system. In addition to the information required by FAR 32.905(b), each invoice must contain a breakdown of the total amount. Travel costs, if it is a separate line item of the contract, must be broken down by the individual traveler and documentation supporting the costs being invoices must be attached and clearly indicate the traveler it is associated with. The remaining non-travel amount must be broken down into the individual labor category and rate identified in this contract and the quantity of hours expended. No other amounts shall be listed on an invoice. Invoices shall be submitted every two weeks, or as appropriate, as work proceeds and in accordance with paragraph (i) of clause 52.212-4. The

Contractor will submit with each invoice the information required by paragraph (g) of clause 52.212-4.

Invoices and supporting documentation shall be submitted to the Administering COR, the Contract Specialist (CS) or the CO.

8. Government Quality Assurance: The COR (or representative) reserves the right to review all work products required under the contract for acceptability as needed. The Government shall notify the Contractor whenever revisions to reports/deliverables are required for the deliverables to be deemed acceptable.

9. Security and Safety: FAR Subpart 4.13, Personal Identification Verification of Contractor Personnel, establishes the policy and use requirements for FAR Clause 52.204.9, Personal Identification Verification of Contractor Personnel, which is hereby incorporated into this order by reference. It requires Contractor compliance with Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.

USDA policy implementing referred to in paragraph (a) of the clause is at USDA Department Manual 4620-002, USDA Departmental Regulation 4620-002. This policy applies to Contractor employees who require routine access to federally controlled facilities and information systems. All such Contractor employees must have been successfully identity proofed (FBI fingerprint check) and have a successfully adjudicated National Agency Check with (Written) Inquiries (NACI) or Office of Personnel Management (OPM)/National Security (NS) community background investigation to serve on the contract. USDA agencies may grant access to USDA information systems after successful adjudication of the FBI fingerprint check. Completion and successful adjudication of the final NACI results or OPM/NS BI are still required to continue work under this contract. If the fingerprint or background investigation result is unsatisfactory, the Contractor employee will be removed from the contract immediately and replaced immediately. Unless a Contractor employee already has successfully completed these requirements and the investigation is current, the employee will be required to complete an online version of the SF-85, Questionnaire for Non-sensitive Position, two FD-258, Fingerprint Charts (can be provided by the NRCS if the law enforcement agency does not have them), and other required forms. Contractor employees’ fingerprints shall be taken to a Federal, State, municipal, or local law enforcement agency. The Contractor is responsible for any cost of obtaining the fingerprints. The Government is responsible for the cost of the FBI fingerprint check and background investigation. The NRCS does not have any control over the timeliness of the background check or that it will be completed within the performance period of this contract, but it is estimated to be completed approximately 30 calendar days once the Contractor provides all of the required documentation and the NRCS submits it to the Office of Personnel Management (OPM). Fingerprint check results are estimated to be received within 10 calendar days once the Contractor provides all the required documentation and the NRCS submits it to the OPM.

Upon award of the contract, and once the NRCS has provided the Contractor with the required documentation and instructions, the Contractor must complete and submit the required documentation promptly.

USDA NRCS Specifications for mounting Hydraulic Probe and toolbox with associated hardware and parts on the Government Pickup trucks.

1. Fabricate and install mounting plate for the hydraulic probe. Plates shall be made of a material strong enough to withstand the weight of the probe without causing damage to the plate nor the vehicle when the probe is completely installed.

2. Modify/remove areas on the pickup bed by cutting the inside bottom of the bed and the side of the truck bed for hydraulic probe access. Upon completion of this modification, the contractor will ‘box in’ and seal the cut section of the truck bed on both the inside and outside of the truck bed. (refer to figure 2)

3. Apply a spray-on type truck bed lining (similar or equal to the brand Rhino Lining ®) around the outside of the modified area. (refer to figures 1, 2, & 4)

4. Fabricate and install mounting brackets/braces for the hydraulic power pack. Brackets/braces shall be sturdy and strong enough to ensure the power pack does not come loose during vehicle operation nor when the probe is in operation.

5. Install a battery disconnect switch for the hydraulic power pack and include all associated wiring.

6. Install the probe and probe braces provided by NRCS. The probe shall be installed in accordance with manufacturer’s specifications and guidelines to maximize the vehicle’s ground clearance. (refer to figures 1 & 3)

7. Change all existing hydraulic hoses on the probes and replace with new hydraulic hose. Fill the hydraulic power pack with appropriate hydraulic fluid and conduct a successful test of the probe operation, ensuring to check for oil leaks or cracks.

8. Fabricate and install a Core Tube Sample holder on the same side of the truck bed rail as the hydraulic probe. Material shall be no less than 2” angle iron or a similar sturdy metal material capable of holding the sample without bending. (refer to figure 7)

9. Fabricate and install a guard using a steel mesh type material at the base of the probe, inside the truck bed to keep loose equipment/items from falling through the hole. (refer to figures 1-4)

10. Lubricate the hydraulic probe by greasing all zerks to manufacturer specifications.

11. Install all toolboxes in accordance with manufacturer specifications. (refer to figures 1 & 3).
