About this file
This is a Justification and Approval (J&A) document for other than full and open competition issued by the Department of Veterans Affairs (VA) Strategic Acquisition Center (SAC) for a sole source award to Blue Phoenix Solutions LLC. The document justifies a firm-fixed-price contract award valued at $5M for a 12-month period starting November 30, 2024, to provide business advisory support services to the Medical Disability Examination Office (MDEO).
The contractor will provide program management office (PMO) support services including support for Program Goals, Objectives, and Key Results, Business Analysis and Product Management, Stakeholder and Organizational Change Management, Strategic Program Communications, Policy and Procedural Development Support, and Governance Structure Development Support. The sole source award is justified under the Veterans First Contracting Program authority, as Blue Phoenix Solutions LLC is a verified Service-Disabled Veteran-Owned Small Business (SDVOSB). The VA previously attempted a competitive solicitation in FY24 but none of the vendors were determined awardable, leading to this short-term sole source approach while developing a refined long-term requirement. Fifteen companies had expressed interest in the earlier competitive solicitation, including Intelligence Systems LLC, Andrew Morgan Consulting LLC, and RB Consulting Inc.
