About this file

This is a Single Source Justification document for a federal acquisition under simplified acquisition procedures for amounts exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Department of Veterans Affairs, through Network/Program Contracting Office 04 Commodities 1 supporting VISN 04 Erie VA Medical Center, is procuring a SentrySuite software Windows 11 compatibility upgrade for one large medical device (Vyntus ONE respiratory analyzer). The acquisition includes four line items: SES WIN 11 Upgrade LMD MPC (Part 35826-611), Field Install/UPG-Vyntus Win 11 1ST Device (Part 35806-001), Service – SES-SW Upgrade FUNDMTLS TRG-2 HRS-LIVE WEB (Part 34564-142), and SentrySuite Workflow Upgrade (Part 33284-002), with one unit of each required. The justification establishes that only Vyaire/Jaeger Medical can provide the necessary hardware and pre-approved configuration to ensure FDA compliance and compatibility with the existing Vyaire pulmonary function analyzer medical equipment, which is not being replaced. The equipment must be configured to integrate seamlessly with the VA electronic health records system. Market research was conducted but confirmed no other vendors could meet the stringent FDA-compliance and configuration requirements. Contracting Officer Andrea Aultman-Smith certified approval on May 18, 2026, in accordance with FAR 13.106-1(b). The acquisition plan action ID is VA-26-00066683, and the PR number is 562-26-3-700-0102.
