About this file
This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) for the Department of Veterans Affairs (VA), specifically for the VA Northwest Health Network (VISN 20). The procurement involves a one-year, full-service maintenance contract for Medical Graphics Corporation (MGC) respiratory and cardiac diagnostic equipment at nine VA medical facilities across the Northwest region, including locations in Boise, Spokane, Portland, Roseburg, and Puget Sound.
The contract, valued at approximately $250,000, covers comprehensive maintenance services including preventive maintenance, software and firmware updates, 48-hour repair service, toll-free technical support, and parts replacement. The justification for single-source procurement is based on MGC's proprietary equipment design, specialized HL7 interface software, and being the sole authorized service provider. The contract period is from 09/01/2025 to 08/31/2026, with equipment including various UCSA Platinum Elite DX RTD, Ultima CPX, CardiO2, and networking/interface support systems critical to patient care and electronic medical record integration.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
In accordance with FAR 13.106-1(b) this will be single sourced to the large business manufacturer, Medical Graphics Corporation (MGC). VISN 20 currently has nine (9) locations with a variety of MGC pulmonary and cardiac diagnostic equipment in need of regular maintenance, repair, software and firmware updates as they become available, technical phone support, and replacement parts. This cardiorespiratory software is designed for gas exchange and pulmonary function testing. The reliable and accurate operation of these systems considered critical to the health and safety of patients. This service is necessary to ensure that these systems are kept in proper functioning condition and have the latest compatible software updates, all parts and service are provided proper preventive maintenance and repair, and technical support is according to equipment is operational and ready for use on patients. Service of these systems proprietary to MGC and they do not authorize third party service. MGC is the sole source for providing proprietary parts, diagnostics, maintenance, and service to these systems, which includes software and firmware updates. MGC systems are
Revision: 01 Effective Date: 11/15/2024 Page 3 of 4 Acquisition ID# considered highly specialized and function in accordance with the internation HL7 standards for the exchange, integration, sharing, and retrieval of electronic health information. It would not be considered cost efficient to consider replacing this equipment. Using other than OEM parts for this equipment could compromise the effectiveness and accuracy of the equipment and therefore, its data. Software and firmware updates must coalesce with equipment, hardware, and prior software and firmware updates. This interface software facilitates data exchange with the electronic medical records system. A failure of this software system would compromise patient data and records. Only the manufacturer qualified service technicians are authorized to perform the maintenance and repair of these units, have the OEM required parts and training, and the software and firmware required.
MGC is therefore, the only vendor that can provide VISN 20 with the necessary preventative maintenance, emergency repair, technical support, and OEM substantial duplication of cost that could not be expected to be recoved through competition.
4. Description of market research conducted and results or statement why it was not conducted:
Market research resulted in only one vendor authorized to perform the full service and maintenance on these systems. The OEM provided documentation that supports they are the sole authorized service provider for these systems. They do not have authorized distributors for this service and retain full proprietary rights to this system. Review of the market for similar maintenance indicates that retaining rights to this type of system is common within the industry. Vetcert was checked, but no SDVOSB or VOSB may perform this service as it is proprietary to MGC and MGC has confirmed that they have no authorized providers. FPDS was searched to establish price reasonableness and revealed contract 36C25923P1083 and the prior contracts for this requirement, 36C26024P0366 and 36C26022P0946, supporting price reasonableness. In particular the prior contract, 36C26024P0366 was awarded for for a one year period. The within requirement is quoted at for a one year period, an increase of approximately .
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
