About this file

This document is a Single Source Justification for a Simplified Acquisition Procedures (SAP) contract under the Simplified Acquisition Threshold (SAT) for the rental of a mobile MRI trailer for the Roseburg VA Medical Center.

The Roseburg VAMC is currently renting a mobile MRI trailer from A&B Technical LLC to facilitate patient exams while the on-site MRI is replaced. Due to construction delays, the VAMC requires an additional 4 months of rental. This trailer is a full-functioning mobile MRI trailer that can accommodate 7-12 patients per day. The trailer is situated on a docking pad and supported by facility utilities, with contractor-provided technical support. The Government conducted market research and determined that A&B Technical is the sole source capable of providing this rental requirement for the limited 4-month duration. The anticipated award date is October 1, 2024 for a performance period of October 1, 2024 - January 31, 2025. The NAICS code is 532490, and the procurement is set-aside for small businesses.

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C260-24-AP-4223

1. Contracting Activity: Department of Veterans Affairs, Regional Procurement Office West, Network

Contracting Office 20 on behalf of the Roseburg VA Medical Center. 653-25-1-103-0011

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This is a short term contract for the continued rental of a mobile MRI Trailer to include an 1.5T MRI system. The Roseburg VA Medical Center currently contracts with A&B Technical for the rental of this mobile system. The system provides:

o Mobile 1.5T CXK4 MRI with HDxt scan tool o Hardware and software to interpret images where obtained o Store and export Digital Imaging and Communications in Medicine (DICOM), o Joint Photographic Experts Group (JPEG), and o Moving Picture Experts Group (MPEG) o Image Analysis Station o Intravenous contrast injector and warmer o Uses DICOM to connect with facilities PACS system

POP: 10/01/2024-01/31/2025

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

In accordance with FAR 13.106-1(b) this will be single sourced to the small business , A&B Technical LLC. The Roseburg VAMC is currently renting this mobile MRI trailer to facilitate patient exams while the on-site MRI is replaced, and due to construction delays is in need of renting for an additional 4 months. This trailer is a full-functioning mobile MRI trailer accommodating 7 to 12 patients per day.

Without this trailer patients would need to be diverted to other facilities, which could result in adverse consequences to patient health and welfare. Replacing the mobile trailer currently being rented for this brief anticipated duration is not efficient nor cost effective, and would cause patient appointments to be delayed while a transition occurred. The trailer is situated on a docking pad and supported by facility electricy, telephone lines, data ports, and restroom facilities, with contractor provided technical support staff with knowledge of all Transmission Control Protocols/Internet Protocols (TCP/IP) in order to interfacr with the VA network.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted to satisfy the requirements of FAR 10.002(b) and is included in the briefcase. As part of the market research the SBA VetCert database was searced looking for SDVOSBs/VOSBs capable of providing the requested rental. Due to the limited duration of the rental required in comparison to the effort that would be required to replace the trailer, there is no

Last Updated: 02/01/22 Page 2 of 2 reasonable expectation that any SDVOSB/VOSB would be capable of satisfying this requirement at a fair and reasonable price. The results of the VetCert search is recorded in the briefcase. Through the market research it was determined that this requirement can only be supplied by A&B Technical, as they are the current provider of the rented trailer. As such, A&B Techhical is the Sole Source provider for this requirement.

The Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed. Price was compared to the current contract and is the same.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
