About this file
This document is a Single Source Justification form for a Department of Veterans Affairs (VA) simplified acquisition procedure. The Hampton VA Medical Center requires the replacement of 380 fire extinguishers at an estimated cost of $47,919.84. Optimum Low Voltage LLC, the current fire suppression system maintenance contractor, is the sole source vendor due to their existing licensing agreement with BuildingReports software and their ability to scan, record, and report fire extinguisher inspections using a specialized database. The Contracting Officer conducted market research on GSA Advantage but determined that no other vendors could effectively integrate with the existing reporting system, thus justifying a sole source procurement under FAR 13.106-1(b). The acquisition is for VISN 06, Network Contracting Office 6, with an effective date of 11/15/2024 and Acquisition Plan Action ID 36C246-26-AP-0770.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID#
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-26-AP-0770
1. Contracting Activity: Department of Veterans Affairs, VISN 06, Network
Contracting Office (NCO) 6, Hampton VA Medical Center.
PR# 590-26-1-506-0075
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Hampton VA Medical Center, Faclity Management Service Department has a requirements for the replacement of 380 fire extinguishers that have failed inspection or have reached their end of service life expiration date at the Hampton VA Medical Center. The replacement of the extinguishers will involve the purchase of new extinguishers, ensuring that each extinguisher has been properly labeled with a new identification bar code that can be scanned and recorded using the BuildingReports Software/Scanner and uploaded into the Building Reports Database, for which the Hampton VAMC Safety Offices can pull their safety reports from. The estimated amouht or this purchase to include fire extingishers as well as the installation process is $47,919.84.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Optimum Low Voltage LLC (Optimun), has the current fire supersion system maintenance service contract (Option Year 3 of 4) which includes the annual fire extinguisher testing and inspections of 440 ABC Fire Extinguishers and 4 KClass – Halotren Extinguishers. Optimum is licensed to use the BuildingReports Platfom (Software / Scanners) to record annual testing and inspections results, as part of the Hampton VAMC Fire Surpersion System files which are maintained on Optimum’s online database enabling the Hampton VAMC Safety Officer access to historical system data and reports when needed. Along with an online database of the safety equipment and national and local safety regulations, BuildingReports makes safety compliance reporting more efficient and accurate.
With Optimum already having the current fire suppression service maintenance contract and ownership of BuildingReports licensing agreement for the Hampton VAMC fire suppression date base it would not be economically or financially feasible to have another vendor provide the new extinguishers for this requirement for Optimum will be responsible for the reporting of the testing and annual inspections of these fires extinguishers.

4. Description of market research conducted and results or statement why it was not conducted: A search on GSA Advantage proved capable vendors to provide the products, however, the CO was not confident that the vendors would be able obtain access to BuilderReports database owned by the current maintenance contract holder (Optimum Low Voltage). BuildingReports employ ScanSeries which ensures accurate comprehensive inspections that are fully documented and in compliance with regulatory standards. Along with an online database of safety equipment and national and local safety regulations, Building Reports makes safety compliance reporting more efficient and accurate.

Based on the market research conducted, the CO was unable to meet the VA Rule of two. The Contracting Officer has determined that it is in the Government’s best interest to procure this requirement as a sole source through Optimum Low Voltage IAW with FAR Part 13.106-1(b).
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
