About this file
This document is a single source justification for a simplified acquisition under the simplified acquisition threshold. The Department of Veterans Affairs Network Contracting Office 22 seeks to acquire new protective gear for police officers at the VA Long Beach Healthcare System, including Simunition groin, face, and throat protectors. The estimated total cost is $19,387.64. A limited competition is justified due to the need for uniform and compatible equipment to replace expiring gear. Market research identified two authorized small business distributors for the required Simunition brand products. The recommended vendor, Professional Police Supply, provided an open market quote of $19,387.64 and meets applicable domestic preference laws as the equipment is manufactured in Canada.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 3
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C262-23-AP-7453
1. Contracting Activity:
a. Department of Veterans Affairs, Network/Program Contracting Office 22, located at Long Beach, CA, in support of VISN 22, VA Long Beach Medical Center, Long Beach, CA 90822.
2237 is 600-23-4-4147-0686.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
a. Officers at the VA Long Beach Healthcare System police department must wear protective gear during daily service. This order/procurement is to provide new equipment to new hires as well as replacement for present officers as their current gear expires. Estimated total cost is $ 19,387.64
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
a. SIMUNITION groin, face, and throat/collar protectors have been provided to VA Long Beach officers. To ensure uniformity and a professional appearance as police officers interact with the public, the station requests that competition be restricted to just brand-name products.
b. It is both economical and efficient to get replacement components compatible with existing equipment at VALB Police Service. Additionally, there are numerous suppliers of the required items, therefore it is reasonable to assume that two or more of them will compete for this procurement and make offers at a fair and reasonable price.
4. Description of market research conducted and results or statement why it was not conducted:
a. Used VA’s VIP database to identify verified capable SDVOSBs and VOSBs. VIP query identified 301 SDVOSB and VOSB vendors Nationwide that could potentially compete for this procurement under same NAICS code 332999.
b. Querying the Government-wide database of contracts and other procurement instruments intended for use by multiple agencies available at www.contractdirectory.gov and other Government and commercial databases that provide information relevant to agency acquisitions. (Identify URL of database(s)/name of procurement instrument(s) identified):
i. GSA Advantage: One small business vendor is available as the authorized distributor of recommended item manufacturer item # 8971770, 8971771, 8971764 with GSA Contract (GS-07F-016DA) for recommended product (manufactured by GD-OTS Simunition). 8972264 is not available through GSA.
The lowest unit price available through GSA Advantage is slightly higher than open market price. These items are available under SIN 332999 and 339920.

1. TACTICAL & SURVIVAL SPECIALTIES LLC, sales@tssi-ops.com (SB)
ii. Under NAICS 332999 and the term "Protective Gear," SBA database research identified one SB vendor as potential:
1. SAFE PRO GROUP, INC.: sguzman@safeprogroup.com (SB)
iii. Ability One: Ability One doesn’t provide face mask, groin protector, and throat/collar product.
c. Obtaining source lists of similar items from other contracting activities or agencies, trade associations or other sources. (Identify POC name/title organization/e-mail/phone and the resultant source list):
i. Ruben L. Regalado, Sr. Manager Business Development of GD-OTS Simunition confirmed that there are two authorized SB distributors:
1. San Diego Police Equipment: 800-367-8989 or 858-974-8500 (SB)
2. Adamson Police Products: 800-824-0162 or 714-220-0906 (SB)
d. Reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line. (Identify catalog and/or product literature):
i. Recommended vendor/distributor, Professional Police Supply, Inc. (DBA:
Adamson Police Products), is a small business and is offering an open market quote at $19,387.64
e. Conducting market survey:
i. GSA MRAS RFI (08/10/23~08/17/23): Out of 7 total responses, there were 4 small business responded as a distributor of recommended product or similar.
However, all responses failed to include item specific details (manufacturer, model #, specification, and etc).
f. Other:
i. Manufacturer of Recommend Equipments is Other than small business (LB).
ii. Justification for Single Source (Limited Source): As the intent is to obtain replacements for standardized protective supplies that would function with existing equipment, VA Long Beach Police Service only accepts brand-name (Simunition) products. See P03 – Limiting Sources Justification for more details.
g. Nonmanufacturer Rule (NMR) Findings (if the acquisition is for manufactured products or other supplies) (See the Nonmanufacturer Rule Decision Tree to assist with this determination):
i. The recommended product's manufacturer is a large corporation. Market research found two or more small business distributors of the required equipment, no SDVOSB/VOSB distributors found.
h. Buy American Statute: Determine applicability of Buy American Act, Trade Agreement Act, or exception to Buy American Act. Detail whether there are domestic end products available for this acquisition. Reference FAR 25:
i. Currently, the recommended items are manufactured in Canada, a member nation of USMCA. ‘Body Armor’ is not part of the class waiver; however, if recommended items were obtained, an additional individual determination is not needed as items are already being offered through a GSA contracted small business vendor - conditions in 25.103(b)(3) are present and met.

i. SDVOSB and VOSB vendors from across the country were found by VIP query and could potentially compete for this procurement. Additionally, through GSA research and MRAS, two or more SB distributors with GSA contracts were interested to participate and provide same or equal. However, source list from the manufacturer identified two small businesses that are authorized distributors for the suggested items.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b) and
FAR 6.302-1. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
