About this file
This document is a construction specification from the Natural Resources Conservation Service (NRCS) that details the requirements for drainfill and filter materials to be used in the construction of structure drainage systems. The specification outlines the material composition and gradation requirements for three types of drainfill materials: Masonry Sand, Fine Drainfill, and Coarse Drainfill. It also provides guidance on subgrade preparation and the placement and compaction of the drainfill materials.
The related federal contract opportunity is an IDIQ solicitation from the USDA NRCS located in South Dakota for Easement Restoration and Emergency Watershed Protection services. Quotes are due by 5/20/2024 at 1700, with questions due by 5/10/2024 at 1400. The contract will be awarded by the Department of Agriculture Under Secretary for Farm Production and Conservation.

Construction Specification SD-09 Drainfill and Filter
Scope The work shall consist of furnishing, placing, and compacting drainfill and filter sands and/or gravels required in the construction of structure drainage systems.
Materials Drainfill material shall be sand, gravel, crushed stone, or mixtures thereof. The material shall be composed of clean, hard, durable mineral particles free of organic matter, clay balls, soft particles or other substances that would interfere with free draining properties of the aggregates.
Not more than 5 percent of the material may be limestone, and not more than 15 percent may be flat elongated particles.
The drainfill material shall meet the following gradations or as otherwise specified on the plans:
Gradation 1: Masonry Sand (SD DOT, Masonry Mortar Sand) Filter Aggregate Size (Sieve Size, mm) Percent Passing by Weight
#4 (4.75 mm)
100
#8 (2.36 mm)
95 to 100
#16 (1.18 mm)
70 to 100
#30 (0.6 mm)
40 to 75
#50 (0.3 mm)
10 to 40
#100 (0.15 mm)
2 to 25
#200 (0.075 mm)
0 to 10
Gradation 2: Fine Drainfill (ASTM C-33, Fine Aggregate) Filter Aggregate Size (Sieve Size, mm) Percent Passing by Weight
3/8” (9.5 mm)
100
#4 (4.75 mm)
95 to 100
#8 (2.36 mm)
80 to 100
#16 (1.18 mm)
50 to 85
#30 (0.6 mm)
25 to 60
#50 (0.3 mm)
5 to 30
#100 (0.15 mm)
0 to 10
Gradation 3: Coarse Drainfill (SD DOT, Select Granular Backfill) Filter Aggregate Size (Sieve Size, mm) Percent Passing by Weight
1 ½” (37.5 mm)
100
1” (25 mm)
95 to 100
½” (12.5 mm)
25 to 80
#4 (4.75 mm)
0 to 20
#8 (2.36 mm)
0 to 5
Subgrade Preparation Foundation surface and trenches shall be clean and free of organic matter, loose soil, foreign substance, and standing water when the drainfill is placed. Earth surfaces upon or against which drainfill will be placed shall not be scarified. Care shall be taken to prevent collapse of drain walls.
Placement Drainfill shall not be placed until the subgrade has been made available for inspection by the Natural Resources Conservation Service (NRCS) inspector. Drainfill shall not be placed around pipes until the pipe installation has been made available for inspection by the NRCS inspector.
Drainfill shall be placed uniformly in layers not to exceed 12 inches thick before compaction. When compaction is accomplished by manually controlled equipment, the layers shall not exceed 8 inches thick. The material shall be placed to avoid segregation of particle sizes and to ensure the continuity and integrity of all zones. No foreign material shall be allowed to become intermixed with or otherwise contaminate the drainfill.
Any damage to the foundation surface or the trench sides or bottom occurring during placement of drainfill shall be repaired before drainfill placement is continued.
The upper surface of drainfill constructed concurrently with adjacent zones of earthfill shall be maintained at a minimum elevation of 1 foot above the upper surface of adjacent earthfill.
Drainfill over and/or around pipe or drain tile shall be placed to avoid any displacement in line or grade of the pipe or tile.
Compaction Drainfill shall be compacted using the following requirements where compaction of the drainfill material is specified:
Each lift will be saturated with approximately 1.2 gallons of water per cubic foot of loose drainfill material prior to compaction. Each lift will then be compacted by a minimum of two passes of a hand-directed vibratory compactor over the entire lift surface.
