About this file

This is a Sole Source Justification for a Federal Supply Schedule (FSS) order issued by the Department of Veterans Affairs, Network Contracting Office 08, in support of the James A. Haley Veterans' Hospital in Tampa, Florida. The acquisition seeks mobile radiation shielding equipment manufactured by Rampart IC for use in the Cardiac Catheterization Labs within the Cardiology Section. The proposed contractor is Lovell Government Services, a certified service-disabled veteran-owned small business (SDVOSB), operating under FSS Contract Number 36F79725D0128. The specific equipment includes one Rampart Guardian Lead-Free mobile radiation shielding system with rover mobile accessory and boom arm (M1130-FMS), two table-mounted radiation protection curtains (L148-TMS), one Rampart Sentry mobile radiation shield (P1442-SMS), and one multi-purpose radiation protection soft shield (L148-MPS). The minimum specifications require acrylic panels with 1.0mm lead-equivalent protection for the Guardian system, a three-panel configuration on lockable casters weighing under 330 pounds with rechargeable battery operation, and pliable sterile radiation curtains with IPX6 washable protection. The Sentry and soft shielding feature 0.5mm lead-equivalent protection, height adjustability up to 72 inches, lockable caster wheels, and a maximum weight of 115 pounds.

The justification is issued under the authority of 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c), implemented through RFO 6.103-5 (Authorized or Required by Statute), and employs VAAR 819.7008 for sole source awards to certified service-disabled veteran-owned small businesses with a procurement threshold of up to $5 million. Market research conducted on the GSA schedule revealed only one source currently offering the requested supplies. The VA determined that existing FSS Schedules 65 and 66 contracts represent the best solution for expeditious and reasonable fulfillment of this new requirement, which is not a follow-on to a previous order. The justification requires approval from the Contracting Officer and, depending on the order value, may require additional approvals from one level above the Contracting Officer (for amounts exceeding the Simplified Acquisition Threshold but not $900,000), the VHA Head of Contracting Activity (for orders $900,000 to $90 million), or the Senior Procurement Executive (for orders exceeding $90 million).
