About this file
This is a Justification for Limiting Sources (LSJ) document submitted by the Department of Veterans Affairs, VISN 22, Tibor Rubin VA Medical Center in Long Beach, California, supporting a sole-source procurement action.
The VA Long Beach Healthcare System is procuring additional Rees Scientific environmental monitoring system components and installation services valued at $48,056.22 to expand the existing Rees Scientific monitoring system currently installed at the VA Long Beach CLC Building 200. The procurement includes Four Z3-NET-POE network devices, Twenty Z3-U2-00-ST-U wireless transmitters, Fourteen TPT2 temperature probes, Twenty TPT3 temperature probes, Twenty Z3-TRANS power transformers, Thirty-four TEMP-BLOCK assemblies, and installation, configuration, testing, and validation services. The order will be placed against GSA Federal Supply Schedule contract GS-07F-248AA with Rees Scientific (1007 Whitehead Road Ext, Trenton, NJ 08638). The contracting activity cited the exception that only one source is capable of providing the supplies and services required at the level of quality required because the supplies are unique and highly specialized. The justification emphasizes that the Rees Scientific Z3 Zigbee universal wireless transmitter is proprietary to the Centron Environmental Monitoring System and cannot be substituted with alternative equipment without compromising regulatory compliance with The Joint Commission, CDC, and USP 797 guidelines, jeopardizing the Authority to Operate, and requiring expensive recertification. Market research confirmed no Service-Disabled Veteran-Owned Small Businesses or verified Veteran-Owned Small Businesses were available. The document was signed by Contract Specialist and Contracting Officer Dr. Vinicky Ann Ervin on June 3, 2026.

FAR 8 – Justification for Limiting Sources (LSJ) For
Limiting Sources (<SAT)
Acquisition Plan Action ID: 36C262-26-AP-5451 FY26-RPOW Activations-1409
1. Contracting Activity: Department of Veterans Affairs, VISN 22,Tibor Rubin VA Medical
Center 5901 East 7th Street Long Beach, CA 90822. 600-26-3-388-0540
2. Description of Action: The VA Long Beach Healthcare System is seeking to procure additional Rees Scientific environmental monitoring system components and associated installation services to expand the existing Rees Scientific monitoring system currently installed and operational at the VA Long Beach CLC Building 200 and will be awarded as a new requirement to an original Federal Supply Schedule (FSS) order
Order against: FSS Contract Number: GS-07F-248AA
Name of Proposed Contractor: Rees Scientific Street Address: 1007 Whitehead Road Ext City, State, Zip: Trenton, NJ 08638 Phone: 609-530-1055
3. Description of Supplies or Services: The estimated value is $ 48,056.22.
The VA Long Beach Healthcare System is seeking to procure additional Rees Scientific environmental monitoring system components and associated installation services to expand the existing Rees Scientific monitoring system currently installed and operational at the VA Long Beach CLC Building 200. The Rees Scientific Z3 Zigbee Universal Wireless Transmitter is an advanced, encrypted environmental monitoring device designed for regulated environments like laboratories and pharmaceutical facilities. It continuously tracks critical assets by supporting a wide range of inputs, including temperature, humidity, and differential pressure, to maintain strict regulatory compliance. The procurement includes: Four (4) Z3-NET-POE network devices, Twenty (20) Z3-U2-00-ST-U wireless transmitters, Fourteen (14) TPT2 temperature probes, Twenty (20) TPT3 temperature probes, Twenty (20) Z3-TRANS power transformers, Thirty-four (34) TEMP-BLOCK assemblies, Installation, configuration, testing, and validation services. Market research considered preferences for SDVOSBs first, then preferences for verified VOSBs and found none.
4. Authority:
Order Against FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, VHAPG Part 808.405-6 Limiting Sources Page 2 of 3

Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:
An urgent and compelling need exists, and following the procedures would result in unacceptable delays(FAR 8.405-6(a)(1)(i)(A);
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;
(FAR 8.405-6(a)(1)(i)(B));
In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405- 6(a)(1)(i)(C)); or
Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (FAR 8.405-6(b)).
5. Rationale/explanation to support cited authority: The Rees Scientific Centron System is the only system capable of meeting the Government’s needs without causing unacceptable disruption. The Z3 Zigbee universal wireless transmitter is a proprietary component of the Centron Environmental Monitoring System. No other transmitter can securely interface, communicate, or route data through the established Rees network infrastructure and software. Substituting alternative equipment would compromise the chain of regulatory data required for critical healthcare and patient safety, and would result in substantial duplication of costs to replace the existing monitoring network. The Z3 wireless modules must integrate natively into the VA's pre-existing Rees Scientific Centron or V2/Z3-Net monitoring network. A different manufacturer's transmitter will not communicate with the proprietary Rees base stations, receivers, or software.
6. BRAND NAME ONLY : The Rees Scientific Z3 Zigbee universal wireless transmitter relies on compatibility, proprietary software lock-in, and strict medical compliance. The VA standardizes enterprise environmental monitoring using Rees Centron Presidio software, sole-source justifications often cite that no other transmitter can integrate with the existing infrastructure.
VA facilities rely on these wireless networks for strict, uncompromised compliance with The Joint Commission, CDC, and USP 797 guidelines. Replacing a critical transmitter with a non-certified or third-party brand can jeopardize the Authority to Operate (ATO). Complete rip-and-replace requires expensive recertification, whereas Rees Scientific offers direct migration pathways to their newer 5G/Wi-Fi systems. The cost of upgrading/replacing sensors isn't just hardware; it heavily involves system re-validation, ISO-17025 calibrations, and testing.
