About this file

This document is a Justification and Approval (J&A) for a sole source contract from the Department of Veterans Affairs (VA) Pittsburgh Healthcare System. The VA is seeking to purchase two brand name GE CASE V7 systems with treadmills for the Cardiology Department, valued as a one-time, firm-fixed-price contract. The specific equipment is uniquely compatible with existing GE instrumentation and offers proprietary algorithms for cardiac diagnostic workflows, which are critical for maintaining patient care quality and preventing potential referrals to community care providers.

The procurement will be made from Trillamed, LLC, a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), under their Federal Supply Schedule contract 36F79720D0041. The sole source award is authorized under 38 U.S.C 8127(c) and VAAR 819.7008, with justification based on the vendor's verified status, technical capability, and the lack of alternative responsible SDVOSB sources. Limited market research was conducted using GSA Advantage and SAM.gov, confirming no other authorized small businesses could provide the required items meeting the agency's specific needs.

Justification and Approval (J&A) For

Other Than Full and Open Competition

Acquisition Plan Action ID: 36C244-26-AP-0577

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Pittsburgh, VA Pittsburgh Healthcare System (VAPHS), Veterans Affairs Medical Center, University Drive C, Pittsburgh, PA 15240 2237: 646-26-1-233-0023

2. Nature and/or Description of the Action Being Approved: The Cardiology Department at the VA Pittsburgh Healthcare System (VAPHS) is requesting the brand name only purchase of a new CASE V7 with treadmill. The new CASE V7 is necessary for monitoring patient stress testing. The purchase of the new CASE V7 + Treadmill system will allow the lab to update their current equipment which is nearing end of life. This is a one time, firm-fixed-price contract.

3. Description of Supplies/Services Required to Meet the Agencys Needs: Vendor must provide two

(2) Brand Name Only GE CASE V7 systems with treadmills manufactured by GE Healthcare. The Case V7 is uniquely compatible with the departments existing GE instrumentation and workflow. The system integrates seamlessly with other GE equipment and software used in the facility such as the nuclear and echo imaging systems, which allows synchronized diagnostic workflows without the need for additional middleware or integration tools. CASE V7 system offers proprietary algorithms for ST-segment analysis and arrhythmia detection that are not available in competing systems.

These features are essential for the departments complex cardiac cases and are critical to maintaining quality and safety of patient care. Without this capability, Veterans may need to be referred to community care providers resulting in increased costs and care delays.

4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S.

Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR

They have been determined to be a responsible source capable of meeting all technical requirements. In accordance with 38 U.S.C 8127 (c) and VAAR 819.7008, the use of a sole source award is justified due to the vendors verified status, technical capability, and the lack of other responsible SDVOSB sources.
