About this file

This is a Single Source Justification document for a federal contract award under the Department of Veterans Affairs' simplified acquisition procedures for purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Department of Veterans Affairs, VISN 23, Iowa City VA Medical Center seeks to procure a SoloRider Golf Cart for the National Disabled Veterans Golf Clinic to enable larger disabled veterans to fully participate in golf activities. The unique characteristics of the SoloRider Golf Cart—including its 4-wheel system capable of carrying increased weight loads, swing arm suspension allowing wheels to move side to side over terrain, and an adjustable seat accommodating semi-standing and fully seated swing motions with configurable seat and chest belt options—justify single source procurement. Market research identified One Stone Arms, LLC as the only authorized distributor of the SoloRider Golf Cart. An Intent to Sole Source posting on contract opportunities for seven days received zero responses from competing vendors. The Contracting Officer, Steve Ashby, approved the purchase on June 16, 2026, under Federal Acquisition Regulation 13.106-1(b), certifying the justification as accurate and complete. The Acquisition Plan Action ID is 36C263-26-AP-3329, with the VA accounting code 2237#: 636-26-4-4099-0089.
