About this file

This document is a Justification for Single Source Awards for the Department of Veterans Affairs, specifically for the C.W. Bill Young VA Medical Center's Surgery Service. The procurement involves replacing two laser indirect ophthalmoscope (LIO) headsets for the Constellation PurePoint Laser system purchased in 2017, which are not charging properly in their docking station. The acquisition is limited to a single source due to the brand-specific compatibility requirements, with the justification that purchasing alternative equipment would duplicate government costs.

Market research was conducted using SBA Dynamic Small Business Search, Veteran Small Business Certification, Federal Procurement Data System, GSA Advantage, and System for Award Management. The research identified 1 Service-Disabled Veteran Owned Small Business (SDVOSB) and 321 Veteran Owned Small Business (VOSB) vendors potentially capable of fulfilling the requirement. A sources sought notice was issued from 08/08/2025 – 08/13/2025, which received no responses. The procurement is being processed under Federal Acquisition Regulation (FAR) 13.106-1, with an effective date of 11/15/2024 and acquisition ID of 36C248-25-AP-1853.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: C.W. Bill Young VA Medical Center’s Surgery Service requires replacement equipment that includes two laser indirect ophthalmoscope (LIO) headsets as they are not charging properly in the docking station. These headsets are an accessory that is used with the Constellation PurePoint Laser purchased in 2017. Total estimated procurement value is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name only justification. These headsets are the only headsets compatible with the Constellation PurePoint Laser system. Purchasing any other equipment would duplicate the cost to the government. These headsets allow independent control of the illumination and laser beams allowing a health professional to see inside the funds of the eye and conduct corrective procedures.

4. Description of market research conducted and results or statement why it was not conducted:

An SBA Dynamic Small Business Search (DSBS) search utilizing NAICS code 334510 yielded 1 Service-Disabled Veteran Owned Small Business (SDVOSB)/ Veteran Owned Small Business (VOSB) vendors that can possibly fulfill this requirement. A Veteran Small Business Certification (VetCert) search utilizing NAICS code 334510 yielded 321 Service-Disabled Veteran Owned Small Business (SDVOSB)/ Veteran Owned Small Business (VOSB) vendors that can possibly fulfill this requirement.

Market research efforts include queries on Federal Procurement Data System (FPDS), General Services Administration (GSA) Advantage and System for Award Management (SAM).

A query on GSA Advantage using keyword “Laser Indirect Ophthalmoscope” produced one related result, but this requirement is a brand name only requirement due to compatibility with Constellation PurePoint Laser. Individual item numbers needed were queried with no results.

A query on FPDS using keywords “Keeler” shows that the most recent similar purchase by the Department of Veterans Affairs was a delivery order 36C25625F0285 against 36F79722D018 for a location within Network Contracting Office (NCO) 16. It was awarded on 07/11/2025 to MELLING LLC (SDVOSB) in the total procurement value of $32,294.16 for Keeler Vantage Plus Led Wireless Indirect Ophthalmoscopes.

A sources sought notice 36C24825Q1086 was issued on Contract Opportunities from 08/08/2025 – 08/13/2025 at 1300 EST. No responses were received.
