Justification for Limiting Sources For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C262-24-AP-3349
1. Contracting Activity:
a. Department of Veterans Affairs, Phoenix VA Medical Center has a requirement for acquiring supplies and materials to refurbish the Community Living Center’s flooring, ceiling, lighting, and walls.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
a. The proposed action is for the procurement of repair materials for the ceiling, lights, and walls of Carl T. Hayden Medical Center with the brand name supplies. Estimated cost is $ $210,213.63.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
a. The requested repair materials will connect to and interlock with the Carl T. Hayden Medical
Center’s current ceiling, lights, and wall, maintaining the specific specifications. Only the original manufacturers of the currently used/installed components (INPRO, ARMSTRONG, etc.) are capable of producing supplies that meet the same specifications. Procuring from another brand name/ manufacturer would not only result in a loss of warranty and potentially compromise the specific specifications, but it would also create an unprofessional appearance with ,mismatched components. Additionally, procuring a different brand item would differ from the current design code. It is therefore essential to procure the brand name repair materials to ensure the best outcome for the Phoenix VA Healthcare System.
4. Description of market research conducted and results or statement why it was not conducted:
a. Market research includes VIP Query, Reviewing the results of recent market research, Querying the government wide database, and publishing sources sought notice through SAM.gov.
b. VIP query and other searches fails to identify two or more SD/VOSB/SB distributors of US-based LB manufacturer’s recommended equipment.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
