About this file

Justification for Single Source Award

This document is a Justification for Single Source Awards under FAR 13.106-1 for a brand name procurement by the Department of Veterans Affairs, Regional Procurement Office West (RPOW), Network Contracting Office (NCO) 21, on behalf of VISN 5 in support of VA Northern California Health Care System at Mather VA Medical Center in Mather, California. The acquisition is for NuTrace branded equipment and services to supplement existing inventory, with the total estimated contract amount redacted in the document. The requirement falls over the micro-purchase threshold but does not exceed the simplified acquisition threshold.

The procurement includes nine NuTrace R+ Scanners capable of reading 2D Data Matrix codes in less than 0.5 seconds with stainless steel construction, one NuTrace NUX-20 NG laser unit with computer, supporting accessories, Fumex fume extractor, templates, laser configurations, safety equipment, and proprietary Ratero solution. Additional services include laser startup training from the Laser Institute of America (LIA) with up to 32 hours of online and on-site certification covering surgical instrument marking, data entry, and editing, as well as laser etching services for up to 8,000 instruments at a minimum of 800 instruments per day with unique device identifier application. The contracting officer justified the single source award based on compatibility and continuity requirements with existing NuTrace equipment already in use. Market research included a sources sought published on SAM.gov on April 14, 2026 with an April 21, 2026 response date; two Service Disabled Veteran Owned Small Businesses responded but provided no information on equal products. Additional searches of the SBA Small Business Search, Supply Chain Master Catalogue, System for Award Management, GSA Advantage, and Federal Procurement Data System yielded no equal products or alternative contract vehicles. The justification was certified by Contracting Officer Alex Hernandez on September 2, 2026.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Currently the VA Northern California Health Care System utilizes the NuTrace R+ 2D scanners for scanning surgical instrumentation when assembling surgical trays. The required scanners will supplement and expand existing inventory in order to keep up with the expansion of the Operating Rooms and increase of workstations within Sterile processing Services. The NuTrace branded scanner is required to ensure compatibility and continuity with existing equipment in place. Alternatively branded scanners that are able to provide the same capability and compatibility have not been identified. If an alternative brand of scanner is procured, it would require a new inventory of scanners and equipment to also be procured to ensure continuity which would create significant additional costs to the government. Further, it would require additional training costs for personnel to learn how to operate an alternatively branded scanner and system.

4. Description of market research conducted and results or statement why it was not conducted:

Effective Date: 12/30/2025 Page 3 of 3 Acquisition ID# 36C261-26-AP-4791

A sources sought was reviewed that was published on SAM.gov on April 14th, 2026, with an April 21st, 2026 response date for a similar requirement. The sources sought requested contractors identify if they can provide an equal product, have any available GSA/Federal Supply Schedules or other contract vehicles, if they are authorized distributors, the place of manufacture for equal supplies offered, and their small business status. Two Service Disabled Veteran Owned Small Businesses replied to the sources sought but no responses provided information regarding equal products that could potentially meet the existing requirement.

Further, a search utilizing the SBA Small Business Search, the Supply Chain Master Catalogue (SCMC), the System for Award Management (SAM), GSA Advantage, and Federal Procurement Data System(FPDS) did not yield equal products or available contract vehicles.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
