About this file

This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs. The VA's Network/Program Contracts Office in Albany, NY is seeking to procure two Sullair air compressors (S-energy Series, Model 3009PB-V05, 460V/3ph/60Hz) and two Sullair refrigerated air dryers (SRN Series, Model SRN175, 115V/1ph/60Hz), with an estimated total value of $65,830.00. The equipment will replace existing units at the end of their lifecycle, which are critical for maintaining air pressure in the laundry plant processing machines at Buffalo and Batavia VAMCs.

The justification for single-source procurement stems from the need to maintain continuity with existing Sullair equipment and ensure compatibility with the current service provider, Comairco. Market research was conducted across multiple platforms including FPDS, GSA Advantage, SBA, ADDSUP, and SAM, which confirmed limited availability of alternative sources. The VA emphasizes that purchasing these specific Sullair units is necessary to avoid potential service complications and duplicate service contracts, as their current service provider may not support equipment from other manufacturers.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID# 36C242-25-AP-3907

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C242-25-AP-3907

1. Contracting Activity: Department of Veterans Affairs, Network/Program

Contracting Office NCO 02, located at 113 Holland Avenue, Albany, NY 12208, in support of VISN 02 VA Health Care System at 3495 Bailey Avenue, Buffalo, NY 14215

2237: 528-25-4-4895-0122

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The estimated value of the proposed action is $ 65,830.00.

This contract is to procure and deliver two (2) new Sullair air compressors and two(2) new Sullair refrigerated air dryers required to replace existing units that are at the end of life and considered obsolete by the manufacturer. The age of the equipment makes acquiring parts and repairs difficult to achieve. This equipment’s primary purpose is to supply dedicated air pressure to the processing machines in the laundry plant. This equipment is critical to VHA WNY mission, should the compressors fail both the Buffalo and Batavia VAMCs will be forced to cancel treatments and appointments.

The two (2) air compressors we require are single stage, lubricated, rotary screw compressors. They are manufactured by Sullair, S-energy Series, Model 3009PB-V05, 460V/3ph/60Hz, with the only difference between the two units being one is required to be water-cooled, and the other unit shall be air-cooled. Both units must be of the same manufacturer as they are required to have intercommunication between one another.

The two (2) air dryers we require are manufactured by Sullair, SRN Series, Model SRN175, 115V/1ph/60Hz.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

We are requesting the brand name purchase of Sullair equipment specified within section 2 for continuity of the fleet of Sullair compressors and dryers currently utilized by the facility. We have had several maintenance agreements with Comairco as they are the only local company authorized to service Sullair equipment. I have firsthand knowledge that some compressor manufacturers will only sell parts and provide technical support to companies that are representatives of their products. If we purchase from a different manufacturer and our current service provider is not able to

We cannot risk purchasing equipment that is not able to be serviced by local technicians. Purchasing Sullair products that can be placed on our service agreement is the only way we can ensure we do not have issues in the future and are not paying twice for similar contracts.

4. Description of market research conducted and results or statement why it was not conducted:

FPDS was searched using keywords “Sullair Dryer” filtered by date signed and VA. This search produced only 9 results from the vendor Tate Engineering Systems, Inc. Most of the contract actions seen from the 9 results are contract modifications for a maintenance contract to service the Sullair Equipment. FPDS was also searched using keywords “Refrigerated Dryer”.

A second FPDS search was conducted using keywords “Sullair Compressor” filtered by date signed and VA. This search produced 10 results, only 1 of those results being within the last 5 years.

GSA Advantage was searched for the requested Sullair refrigerated dryer and compressor. Part Number(s) 3009PB-V05 (Compressor) and SRN175-AC-V01 (Dryer) were used to search GSA which produced 0 results. Filters and parts can be seen on GSA, but there are no results for Sullair equipment.

SBA was searched using NAICS code 333415 filtered by keywords “Sullair” which produced 0 results. SBA was searched using keywords “Compressor” which produced 5 results. SBA was searched using the NAICS code 333415 filtered by keywords “Refrigerated Dryer” which also produced 0 results.

SBA was searched for capable SD/VOSBs using NAICS code 333415 filtered by keywords “Sullair”, “Compressor”, “Refrigerated Dryer”, which produced 2 results.

ADDSUP was searched using keywords “Sullair Compressor”. This produced 11 different contracts ranging from 2015 to 2024.

SAM was searched for the vendor(s) Comairco and Tate Engineering Systems. They both have no exclusions and an active registration in SAM.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
