About this file
This is a Justification for Single Source Award document issued by the Department of Veterans Affairs, Network Contracting Office 21, on behalf of VA Central California Health Care System (VACCHCS) and VISN 21 in Fresno, California.
The VA seeks to procure NMIS BioDose brand-name-only software designed for Nuclear Medicine dose tracking through a Firm Fixed Price solicitation as a Small Business set-aside on SAM.GOV under FAR Part 12.102. The Nuclear Medicine Department requires digitized record-keeping for all patients receiving radioactive isotopes and therapies, quality assurance documentation, and radiation device management in the nuclear medicine hot lab. Current paper-based processes are time-consuming and ineffective. The proprietary software supports patient dose record keeping, radiopharmaceutical inventory, billing, quality assurance and quality management for nuclear medicine hot lab equipment, hot waste disposal, daily and weekly survey and wipes record keeping, and TRM-approved release documentation. The justification states no other brands or products offer comparable proprietary software functionality, and procurement of alternative systems would result in operational failures, loss of critical communication functionality, and unacceptable risk to patient-care coordination.
Market research included searches of VA NAC, GSA SCMC, and NITAAC contract vehicles with no applicable results. A NASA SEWP Contractors search and internet research identified EC2 Software Solutions as the original manufacturer, subsequently acquired by Mirion Medical in 2023. A Sources Sought Notice posted April 20, 2026 with a due date of April 28, 2026 received five responses. The contracting officer certification, signed by Alex Hernandez, Contracting Officer for NCO 21, certifies the justification as accurate and complete in accordance with FAR 13.106-1(b). The document is effective December 30, 2025, with Acquisition ID 36C261-26-AP-2919 and JOFOC Tracking Number FY26-NCO 21-1101.

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
VA Central California Health Care System (VACCHCS) request the purchase of Brand Name Only software, NMIS BioDose, which is designed for Nuclear Medicine dose tracking.
The proposed Firm Fixed Price solicitation will be competed as a Small Business set-aside on SAM.GOV under FAR Part 12.102 Brand name only.
Total Estimated Value:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Nuclear Medicine Department is required to keep records of all patients receiving radioactive isotopes, radioactive therapies, and quality assurance/management on radiations devices in the nuclear medicine hot lab.
Currently paper records are kept in this laboratory, which is both time consuming and ineffective. BioDose NMIS Software will digitize, streamline, and modernize the recordes keeping process. To date, there are no other brands or products found that have access to the same or similar proprietary software that NMIS BioDose currently offers; it is most beneficial to the government to exclude other brands and products from competition. Procuring any other NMIS Software devices would result in operational failures, loss of critical communication functionality, and unacceptable risk to patient-care coordination.
