About this file
This is a Single Source Justification for a federal contract award under the VA's simplified acquisition procedures for purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, VISN 22, Network Contracting Office 22 in Long Beach, California, is justifying a single-source award to the incumbent contractor TechAnax for Cleo/Streem Fax Service for the VA Long Beach Healthcare System (VALBHCS) and its Community Based Outpatient Clinic (CBOC) locations. The service agreement runs from August 17, 2026, to September 16, 2026, and includes preventive maintenance inspections, parts, labor, and transportation for repair and maintenance of the government-owned faxing system. The proposed dollar value is redacted in the document. The justification cites unique characteristics limiting availability to a single source: the incumbent currently provides faxing capabilities and maintenance essential to facility operations without interruption of veteran care, and is the only available source capable of providing required faxing services without service interruption. Market research was not conducted; instead, the contracting activity notes that while a longer-term fax services contract was awarded to another vendor, IT issues at the facility prevented timely service implementation, necessitating this bridge contract with the incumbent until the facility resolves its IT infrastructure issues. The Contracting Officer, Edgar Alvizar, certified the justification on July 20, 2026.
