About this file

This single source justification document and related solicitation are for the Department of Veterans Affairs to purchase Best brand locksets for installation at the Central Western Massachusetts VA Medical Center. The justification cites that Best locks are currently used campus-wide, incorporating three keyways that are integrated into the facility's physical security plan and key control hierarchy. Installing a different manufacturer's locks would require new tools, equipment, training, and administrative processes to manage additional key variants, estimated to exceed $10,000 in added costs. Market research showed equivalent lockset pricing within a 4% range across manufacturers. The solicitation will award a contract for HVAC and roof renovation, with locksets comprising less than 1% of the total project budget.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241-21-AP-1511

1. Contracting Activity:

Department of Veterans Affairs, VISN 01, Central Western Massachusetts VA Medical Center.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The primary contractor and its subcontractors to receive award for 631-16-020, Building 6 HVAC and Roof are to purchase Best Locksets compatible with existing lock system (Keyways D, E, and F) that services over 1,000 doors on campus and tie into the physical security plan and key control security hierarchy for the campus.

Estimated total cost $41,250.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Best brand locksets are used on the Central Western Massachusetts VA Medical Center doors as part of the physical security plan and key control security hierarchy for the campus. Our campus uses three lock keyways, D, E, and F all of which have tools and training specific to them.

The cost of the installed locksets is estimated at $550 per door hardware set regardless of the brand. Currently, the tools, spares, and servicing equipment as well as the training for the campus locksmith is not required as a part of the contract. However, should another manufacturer or brand of lockset be used the cost of tools and training could exceed $10,000 depending on the complexity of the lockset. This is due to each specific lock manufacturer having their own toolsets, equipment, and training. Furthermore, the existing key hierarchy allows fewer keys to be made for each VA employee on campus. For each new manufacturer, additional administrative tracking of keys and fabrication of keys would have to be made rather than keying in the standard hierarchy already established.

4. Description of market research conducted and results or statement why it was not conducted:

As this is a portion of the overall solicitation, there was not a specific effort to ensure offers are solicited from multiple sources. However, market research was conducted on the various suppliers for the quality commercial locksets required by our standard construction specifications. This research has concluded that while there is a cost difference between different manufacturers for the typical lockset, the estimated costs are within a 4% range for https://www.acquisition.gov/?q=/browse/far/13

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 the estimated costs of approximately $550. The procurement package does contain a detailed independent government estimate which the Contracting Officer will use to make a fair and reasonable price determination. The procurement plan will have multiple general contractors bid on the project where the locksets are estimated to be less than 1% of the overall total project cost.

Attached are training catalogs, tool and equipment catalogs, and pricing catalogs from various vendors who would compete with Best locks if this justification was not acceptable.

These show the training, tool and equipment and lockset variation we would have to manage and evidence of the duplication of costs.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
