About this file

This is a VHA Streamlined Market Research and Acquisition Planning Report Template for radiator covers under Acquisition ID 36C242-25-AP-3560. The Veterans Health Administration is procuring radiator covers with an estimated contract value of $27,500.00 using a Firm Fixed Price contract type. The requirement falls under NAICS code 332322 (Sheet Metal Work Manufacturing) with a size standard of 500 employees and Product Service Code 5335 (Metal Screening).

Market research was conducted using multiple methods including searches of FPDS, GSA schedules, SBA databases, and VetCert for veteran-owned small businesses. A sources sought notice was posted to SAM.gov from July 23-30, 2025, but received no responses. The research identified Award Equipment Company as a qualified source, and searches found limited recent contracting activity for similar radiator covers, with most comparable contracts being over ten years old. The contracting officer recommends proceeding with an open market small business sole source award to Award Equipment Company, citing the lack of response to the sources sought and limited market activity as justification for expecting insufficient competition from two small businesses. The items will be manufactured in the United States, and the report was prepared by Contracting Officer Corey Swinton in Albany on August 4, 2025.
