1.0 PROJECT DESCRIPTION
The scope of this project is to construct a Hazardous Waste Storage Facility at Joint Base Anacostia Bolling. The site is in the Northeast quadrant of the base. It is bounded by Boundary Road SW to the south, Building 425 and its parking lot to the west, DIA Access Road SW to the north and east, and Building 425 to the east. The facility is intended to be a 4800sf single-story building to be utilized for hazardous waste storage. It includes administrative office space, shower and restroom facilities, mechanical, electrical, telecom, and fire pump rooms, and functional training space that also serves as the break room.
The scope of work includes the exterior construction, interior finishes, Mechanical, Electrical, Plumbing, Telecommunications, and Fire Protection systems, and furniture systems.
The pre-engineered metal building’s exterior construction will comply with the Joint Base Anacostia Bolling (JBAB) Installation Facilities Standards (IFS). It will consist of steel framing with masonry veneer and pre-finished metal panels with continuous rigid insulation serving as the air barrier layer. A canopy will be constructed over the main entrance, and the loading dock will be covered to provide protection from the elements. The loading dock will be protected from fire via dry sprinklers supported from the building-wide wet pipe sprinkler system. A low profile, surface mounted dock scissor lift will enable deliveries from trucks with a range of bed heights.
All doors and frames, except for the vestibule, will be hollow metal, shop primed, and field painted.
The Vestibule will be constructed of an insulated low-e glazing and thermally broken aluminum storefront system. Vestibule doors are to be aluminum framed with an anodized finish. Exterior doors and frames are to be heavy-duty and meet ATFP requirements as needed. Door hardware will be commercial grade complying with ANSI/BHMA standards. Exterior window glazing will be pre-finished aluminum thermal break windows with low-e insulated glass where necessary to meet ASHRAE 90.1 - 2019 requirements or laminated glass.
The roof will be a standing seam metal system with continuous rigid insulation on metal deck over the pre-engineered metal framing. It will be designed in accordance with UFC 3-110-03 and is intended to have a minimum slope of 1 ½” per foot. Pre-finished metal gutters and downspouts must match roofing and trim, adhering to base standards.
The building interior will be divided into an administrative area and a hazardous storage area.
These areas will be separated by a 2-hour fire-rated concrete masonry partition. A wet pipe sprinkler system will extend throughout the interior to provide protection from fire. Partitions inside the administrative area will be metal stud and gypsum wallboard extending from floor to the deck or structure above to meet security and sound requirements. Acoustical batt insulation will be provided to maintain the required STC levels between spaces, and all penetrations will be sealed.
Gypsum wallboard partitions must be finished and painted to a level 4 standard. Floor finishes will include resilient tile and rubber wall base in administrative areas, and porcelain tile on the walls and floors in the toilets and showers. Floor finishes are to be light colors to easily show spills, leaks or contaminants that enter from the Hazardous Storage Area. Ceiling finishes will mostly consist of a 24” x 24” acoustic ceiling tile system, but the toilet and shower areas will receive gypsum board ceilings.
ABA-compliant restroom toilet accessories and plumbing fixtures will be coordinated with base standards, and moisture resistant gypsum board will be utilized in the restroom and shower area.
The hazardous storage area will be subdivided into Flammable/Combustible Containment, PART 3 - CHAPTER 1 - Page 2
Alkaline Containment, Acid Containment, Hazardous Storage, and Lithium-ion Battery Storage.
Two of these spaces (Alkaline Containment and Acid Containment) will be divided and bordered with 18” concrete curbs in order to contain spills. A 4-hour fire barrier will separate the Flammable/Combustible waste from the rest of the Hazardous Storage. The Lithium-Ion Battery Storage will be separated from the Hazardous Storage and Fire Pump areas by a 2-hour fire barrier. The shared wall between the Fire Pump and Mechanical Room will be 1-hour fire-rated.
Partitions in this area will be concrete masonry.
The flooring will consist of the reinforced concrete slab-on-grade over a 10-mil vapor barrier, porous stone, and fill. In the Flammable containment areas, the slab will step down approximately 48 inches to create the secondary hazardous waste containment system. Metal floor grating will align with the slab-on-grade, spanning over the dropped slab. Pallet placement areas will be designated in the Flammable Storage by a concrete slab on metal deck supported by beams and columns on baseplates. This concrete slab will lay flush with the surrounding bar grating. This will allow for unimpeded deliveries of hazardous waste. In the Alkaline and Acid Secondary Containment Areas, the slab-on-grade will be sloped to a metal floor grating-covered sump 24 inches below the finished floor providing a secondary hazardous waste containment system.
Where floor finishes are not required, concrete sealer will be used. The structure above will be exposed in this area.
Interior doors must be flush hollow metal, with hollow metal frames. Some doors will have view lites with laminated glazing for situational awareness and visibility. Door hardware is to be in accordance with minimum requirements of ANSI/BHMA, with the finish to match base standards.
Furniture, fixtures, and equipment are also included in the project scope. These items must be durable, easy to maintain, and support the technical functions of the facilities, allowing for flexibility and mobility. Powder-coated metal lockers will be provided outside the Telecom Room for easy access from the Toilet and Shower/Changing Areas. Modular furniture should be considered to provide adaptability. Access to non-classified networks is required in this facility.

3.1.1.13 Coral or Other Marine Life Maps/Reports
3.1.1.14 Flood Resistant Design
The building footprint is within the 500-year FEMA floodplain. The water level of the Potomac River is tidally influenced, so UFC 3-201-01 and ASCE 24-14 apply flood resistant design criteria to this project. Based on the usage of the building and the low levels of hazardous materials, the ASCE 24-14 flood class is 2, which requires the finish floor elevation (FFE) to be at least the Low 2065 from the DOD Regional Sea Level Rise (DRSL) database. The DRSL Low 2065 elevation is 5.34 meters (17.52 feet). The building finish floor elevation shown in PART 6 is 20.66, so the FFE meets the flood resistant design criteria. If adjustments are made to the FFE, it must be at least 17.52 feet. The building has a 4’ deep spill containment area that must be waterproofed to prevent leakage. The building must be analyzed and structurally adjusted as necessary to ensure the building is sufficiently loaded to hold the building down with water roughly 1’ high around the spill containment area.

In accordance with the requirements of UFC 1-200-02, the new facility must provide a 30% energy reduction minimum below the ASHRAE 90.1-2019 Appendix G baseline unless not life cycle cost effective. An energy analysis will be performed to demonstrate compliance with this requirement. Design and installation of mechanical systems will support the overall sustainability reporting requirements for the project. Design in accordance with the Guiding Principles, as defined by UFC 1-200-02, is the primary sustainability goal. Third party certification is not required since the building is under 10,000 SF.
3.2.2.17 Antiterrorism Force Protection (ATFP)
Facility is within a controlled perimeter, and this project’s occupancy is designated as low occupancy. However, doors will be designed to open out along the path of egress, and laminated glazing will be applied to windows, storefronts, and door lites, where appropriate.
PART 3 - CHAPTER 3 - Page 5
3.2.2.18 Architectural Barriers Act (ABA) Requirements
The project will provide compliant pedestrian access between the parking and the building.
3.2.2.19 Master Planning
3.2.2.20 Hazardous Materials and Substances
Hazardous materials will be stored within the facility; refer to the Basis of Design for more information. Hazardous materials will not be stored outside of the facility.
3.2.2.21 Environmental Assessment (Constraint in the EA not the entire EA)
Wherever practical, the building will use materials with recycled content, with a minimum
10% of total materials by cost being recycled. Materials will be selected to maximize recycled content (RCRA Section 6002), for EPA-designated products, and will meet or exceed EPA's recycled content recommendations for building modifications, maintenance, and cleaning.
Wherever practical, materials will be chosen based on USDA's biobased content recommendations (FSRIA Section 9002), for USDA-designated products. Additionally, the building will prioritize rapidly renewable sources and certified sustainable wood products where applicable.
Ozone depleting substances (ODS) or high Global Warming Potential (GWP) chemicals will not be specified for this project.
Low emitting materials complying with ASHRAE 189.1 will be specified to reduce off-gassing and improve indoor air quality.
The building design will prioritize recycling by providing a dedicated, easily accessible area for collecting and storing recyclable materials. The Contractor will develop and enforce a Construction Waste Management Plan to ensure at least 60% of debris is recycled or salvaged during the construction process, measured by weight or volume. Before starting work, all subcontractors will be informed of the intended waste separation or co-mingling method.

4.2 Space Relationships
The spaces noted in this RFP are new work; work required in these spaces can be found in the Drawings, an attachment that can be found in Part 6. The Client’s requirements must be verified post award, which may result in a redesign that should be completed at no additional cost to the government. The drawings are the property of the Government and shall not be used for any purpose other than that intended by the contract. All work included within the public and circulation areas in this project must conform to the ABA Accessibility Guidelines.
The new facility is organized into two distinct functional zones: the “front” administrative and public-facing area, and the “back” hazardous materials storage area. The main entrance to the P001U Hazardous Storage Building is to the South of the building; this enters into a vestibule. The vestibule is adjacent to the Open Office area, which connects directly to the Break Room. A door from the Open Office area leads to a Corridor including the Toilet Rooms, Janitor closet, Telecom Room, and Shower/Changing areas.
This corridor continues into the Hazardous Storage area. The “front” zone will be constructed with metal stud and painted gypsum board partitions extending to the underside of structure, providing necessary sound attenuation and security separation. All design and construction shall comply with current UFC criteria and the 2024 International Building Code. Accessibility throughout the facility will adhere to ABA
PART 3 - CHAPTER 4 - Page 2 and ADAAG requirements, with public and employee areas equipped accordingly.
The “back” portion of the facility will be separated by fire-rated masonry barriers and includes Acid, Alkaline, Lithium Battery, and Flammable/Combustible Storage areas. These areas are designed with concrete curbs and secondary containment systems appropriate to the material stored, including sloped slabs to sump pits and bar grating over containment volumes. The Flammable/Combustible Storage room is isolated from the rest of the Hazardous Storage by a 4-hour fire-rated wall.
Side entrances will be more frequently used by delivery drivers and maintenance staff, and lead into the Hazardous Storage area. Exterior doors also provide service access to the Mechanical, Electrical, Fire Pump, and Lithium Battery Storage Rooms. There is no access to the Open Office or Break Room from an entrance other than the Main Entrance. Exterior doors at the Flammable/Combustible Storage Area are intended to be exit only.
4.3 Exterior Character
The exterior appearance of the building shall be compatible with adjacent facilities and in accordance with the applicable Joint Base Anacostia-Bolling (JBAB) Installation Facilities Standards (IFS). The design shall be in conformance with the JBAB Master Plan and as indicated by the architectural Drawings included as attachments in Part 6 of this RFP. The façade will include installation of new pre-finished metal panels and concrete masonry veneer over the pre-engineered metal building framing. The wall assembly will achieve a maximum U-value of 0.052 per ASHRAE 90.1 - 2019, with continuous insulation serving as both the thermal and air barrier. Exterior doors will be heavy duty, shop primed, and field painted hollow metal assemblies that meet ATFP requirements as needed, with commercial-grade hardware in accordance with ANSI/BHMA standards. Windows will consist of low-e insulated/laminated glass units with pre-finished aluminum thermal break frames anchored to galvanized steel angles. Where necessary, glazing will be tinted to comply with ASHRAE 90.1 - 2019. Exterior glazing must meet Anti- Terrorism requirements. A new entrance canopy and covered loading dock will provide shelter from the elements. The roof assembly will be a standing-seam metal panel system on metal deck over pre-engineered framing, meeting the maximum U-value of 0.035 and designed in compliance with UFC 3- 110-03, with a minimum slope of 1-1/2” per foot. At the Loading Dock, the roofing assembly structure will be premanufactured by the pre-engineered metal building manufacturer. Lightning Protection, Snow Guards, and Fall Protection will be provided as required. Pre-finished metal gutters and downspouts will match the roof and trim.
