About this file

This is a Questions and Answers document for a federal contract opportunity focused on commercial Wi-Fi network infrastructure deployment at Social Security Administration (SSA) locations. The document addresses 27 frequently asked questions from potential vendors regarding technical specifications, infrastructure requirements, and contracting details.

Key technical requirements include security compliance with content filtering and user access tracking, a greenfield deployment approach with no reuse of existing infrastructure, and a preference for Cisco Meraki as the network management platform, though equivalent OEM solutions may be considered under a "brand name or equal" provision. Specific details regarding service location addresses, bandwidth requirements, network circuit specifications, building distances, existing fiber or coax cable interconnections, separate security access categories for Wi-Fi networks, ethernet port requirements, IT closet designations, floor plans with dimensions, number of SSIDs, power requirements, cloud environment hosting (FedRAMP-authorized or commercial), access restrictions, and ISP connectivity responsibility will be provided in solicitation attachments when posted. The government confirmed there are no existing network contracts, no incumbent contractors, and will schedule site visits as applicable to validate RF design, cable paths, and mounting strategies. Additional details regarding DoD security or accreditation requirements, such as RMF/ATO boundary and Impact Level designations, will be provided upon solicitation posting. Questions regarding contract vehicle type and evaluation criteria were marked as not applicable.

1. What is the exact address where service is needed?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

2. What speed or bandwidth is required for this dedicated internet circuit?

a. On the Performance Work Statement. I believe there is a section that speaks to this. If there is not a section that speaks to this, If a solicitation is posted this will be answered in an attachment connected to the posting.

3. What is the bandwidth requirement of the network circuit?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

4. What is the relative distance of the buildings to each other?

a. Please review the purchase description. If applicable a site visit will be scheduled.

5. Do you have any existing fiber or coax cable interconnecting the buildings for a possible single network uplink?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

6. Any requirement for separate security and bandwidth access categories like guest and internal user portals for the Wi-Fi network?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

7. Do you need any ethernet ports access for this implementation?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

8. Do you require content filtering and user access tracking and other specific security requirements?

a. Yes, there are security requirements that will need to be followed.

9. Do you have any existing Wi-Fi network infrastructure in the buildings for the commercial Wi-Fi, or is this plan requiring all new infrastructure installation including CAT-6 cable run and head-end cabinets/rack?

to the posting.

10. Do you have any existing IT closet designated for the envisioned Wi-Fi network?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

11. Do you have a floor plan that shows racks or cabinets for the indoor and outdoor coverage area, a dimension and square footage of each warehouse will be helpful for virtual survey?

a. No. If applicable a site visit will be scheduled.

12. Do you have any existing Wi-Fi network in any of the buildings?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

13. Which ISP is the provider for any existing network data circuit, is the existing network on fiber or other technology.

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

14. How many networks (SSIDs) are expected on the commercial Wi-Fi network?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

15. Please would you share if there exists any network contract and contract number for these locations?

a. There are none.

16. Would there be any requirement for wired Ethernet ports in the building?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

17. You mentioned power as a requirement, please would you clarify that requirement a little further so we can understand how far out of reach access to power source could be for the Wi-Fi equipment, or are you implying to the provision of UPS?

18. Cloud Environment - Can the Government confirm whether the required cloud-based network management platform must be hosted in a FedRAMP-authorized Government Cloud (e.g., AWS GovCloud/Azure Gov) or if a commercial cloud environment is acceptable?

a. If a solicitation is posted this will be answered in an attachment connected to the posting.

19. OEM Flexibility - While Cisco Meraki is referenced in the example architecture, can the Government confirm that equivalent OEM solutions (e.g., Juniper Mist, Aruba, etc.) are fully acceptable under the “brand name or equal” provision?

a. Cisco Meraki is preferred.

20. Site Visit - Will a pre-proposal site visit or organized walkthrough be conducted for interested vendors to validate RF design, cable paths, and mounting strategies?

a. If applicable, a site visit will be scheduled.

21. Access Constraints - Are there any known access restrictions (e.g., escort requirements, work hour limitations, phased building access) that may impact installation planning?

a. If a solicitation is posted this will be answered in an attachment connected to the posting. If applicable, a site visit will be scheduled.

22. Contract Vehicle - What contract vehicle is anticipated for this requirement (e.g., standalone contract, IDIQ task order, BPA call)?
