About this file

Summary

This Invitation for Quote/Bid (IFQ/B) is issued by Palm Beach County's Facilities Development & Operations Department (Capital Improvements Division) for the complete removal and replacement of two existing Liebert HVAC systems at the Water Utilities Department (WUD) data center located at 8100 Forest Hill Blvd, West Palm Beach, Florida. The project (P-2026-000031) requires furnishing all labor, materials, equipment, permits, and supervision to replace the systems on a like-for-like basis, including supply of temporary air conditioning to maintain data center temperatures between 68°F and 72°F during replacement. The scope includes removal and storage of hurricane tie-down cables, replacement of condenser liquid-tight conduits and exterior line set insulation with UV protective coating, installation of new hard-drawn K-type copper piping with stainless steel drain pans, reconnection of existing disconnects, and coordination with Electronic Services and Security for fire alarm and smoke detector systems. A mandatory pre-bid conference will be held on May 5, 2026, at 10:00 a.m. at the CROC facility. Quotes/bids are due by May 28, 2026, at 2:00 p.m. and will be opened at a public meeting. Substantial completion is required within 150 calendar days from Notice to Proceed, with liquidated damages of $180 per day for failure to meet the deadline. The contractor must provide a 12-month warranty on all equipment, materials, and labor, plus extended warranties covering the 2nd through 5th year compressor and 5th year parts and labor.

Bid security and a public construction bond equal to 100 percent of the contract amount are required if the bid is $200,000 or more. Only contractors qualified under Palm Beach County's Annual Contract for HVAC Services are eligible to submit quotes/bids, with qualification applications due at least 10 days before the bid date. The project is subject to the County's Small Business Development (SBD) Program requirements, with all bidders required to submit OSBD Schedules 1 and 2 identifying all proposed subcontractors and SBE participation. An Affirmative Procurement Initiative (API) for SBE price preference applies, allowing certified SBE bidders within 10 percent of the lowest non-SBE bid to receive award consideration. All contractor employees must obtain Critical Facilities and CJI Facilities Background Checks and Water Utilities Department ID badges prior to work commencement. The project is not subject to the County's Living Wage Ordinance, and all contractors must execute a Nongovernmental Entity Human Trafficking Affidavit.
