About this file
This is Addendum Number Two, dated August 31, 2026, issued by the Palm Beach County Board of County Commissioners, Facilities Development and Operations Department, Capital Improvements Division for the West County Senior Center Sidewalk Repair Project (P-2025-000058). The addendum addresses ten questions from three bidders—Wynn & Sons, Florida Black Top Inc., and Andrea Construction Inc.—regarding project scope, design modifications, and contractor responsibilities. Key clarifications include: an arborist/landscape architect must be hired by the contractor to approve tree and shrub replacements; exposed concrete at the southwest entrance and northeast corner areas may remain with specified fill work rather than full replacement; the contractor is responsible for hiring a surveyor for grade stakes and as-built documentation; drainage pipe replacement is not required based on county videographic assessment; an existing irrigation system has been tested and is functional; the county will retain the geotechnical engineer for testing during construction; and revised project boundary plans and north side drive work limits have been provided. The awarded contractor is required to submit a detailed work schedule including phasing and tasks subject to facilities approval, and all permit applications and associated fees are the contractor's responsibility.
The addendum replaces the original Exhibits 1 and 3 with four new attachments, including revised boundary plans, site lighting as-builts, historical irrigation documentation, and updated construction plans addressing design modifications. The document emphasizes that bidders must acknowledge receipt of the addendum and all previously issued addenda by signing and attaching the addendum to their bid form, with failure to do so potentially resulting in disqualification. No engineer's cost estimate for either project phase has been provided to bidders.

BOARD OF COUNTY COMMISSIONERS
PALM BEACH COUNTY, FLORIDA
FACILITIES DEVELOPMENT AND OPERATIONS DEPARTMENT
CAPITAL IMPROVEMENTS DIVISION
Project Name: West County Senior Center Sidewalk Repair
Project Number: P-2025-000058
ADDENDUM NUMBER: TWO
DATE OF ISSUANCE: August 31, 2026
TO: Prospective Bidders
This addendum forms a part of the contract documents, modifies the original bid documents and shall be as binding as if contained therein. Acknowledge receipt of this addendum in the space provided on the "Bid Proposal Form." Failure to do so may subject the bidder to disqualification.
This Addendum consists of three (3) pages and four (4) attachments.
1. RESPONSES TO REQUEST FOR INFORMATION:
WYNN & SONS
Question 1: Is a certified arborist required on this project as there are many areas with root intrusion of large caliber?
Response: An arborist/landscape architect will be required to be hired by the contractor to approve of the replacement of any trees or shrubs and coordinate with PBC for review.
Question 2: Southwest entrance, there is a rather large handrail in place, can this area of concrete be shored up and not replaced?
Response: This area can remain as existing; however, it will be required to fill under the exposed concrete landing and ramps. Proposed fill to be brought up to exposed concrete and grade out at 4:1 to match existing. See revised addendum plans, Attachment Four (4).
Question 3: Northeast corner has a retaining wall that will be destroyed if we follow the plan, can this be eliminated as the concrete is in good shape?
Response: This area can remain; however, it will be required to fill under the exposed concrete and edge of concrete so there is no fall-off hazard (4:1 to match existing). See revised addendum plans, Attachment Four (4).
Question 4: Who is responsible for survey and grade stakes for the excavation & fill process?
As-builts?
Response: The contractor is responsible for hiring a surveyor for grade stakes, etc. As-builts are required for close-out documentation of this project. Please read the general notes for full information on requirements.
Question 5: There is drainage on the site that appears to be defective, how will this be handled as there is no provision in the plans
Response: The pipe in question was videoed by PBC. It was determined that the top of pipe has not failed as originally assumed due to the sinking of pavement above the pipe. The pipe will not be proposed for replacement.
Question 6: Are there any as-builts that will show the depth of existing lighting poles?
and the path of power to them?
Response: Please see Attachment Three (3) for Site Lighting As-Builts.
Question 7: How will the replanting of the trees and landscape be governed as there is no callout in the plan.
Response: An arborist/landscape architect will be required to be hired by the contractor to approve any replacement tree or shrubs and coordinate with Palm Beach County (PBC)
Facilities Systems Project Manager (FSPM) for review/acceptance.
Question 8: Does the existing irrigation function? There is massive root intrusion throughout the project, has it been tested?
Response: The sprinkler system has been tested and is functional. Please see Attachment One
(1) for the historical irrigation plan.
Question 9: Who is responsible for the geotechnical testing?
Response: The County will retain the Geotech engineer for testing during construction.
Question 10: What is the engineers estimate of construction for both phases?
Response: No estimate is available.
Question 11: The picture in the bid package does not match the plans, please clarify.
Response: Please see Attachment Two (2) for the revised boundary.
FLORIDA BLACK TOP INC.
Question 1: Can you provide a diagram showing the exact limits of the additional north side drive work to be done (as) discussed at the pre-bid?
Response: Please see the revised Attachment Two (2) plans showing:
- the revised limits that include the north side drive.
Question 2: Will the existing wall on the north side have to be removed and rebuilt in order to over excavate 2 ft beyond the resurface?
Can we omit this portion of the over excavation?
Response: Please see the revised Attachment Two (2) plans showing:
- The revised sidewalk area abutting the north side wall to remain.
Question 3: Are two phases enough for the alternate work? If not, please provide the number of phases required.
Response: The awarded contractor will be required to submit a work schedule. The schedule will include any phasing and tasks needed to complete the project and will be subject to Facilities’ approval.
ANDREA CONSTRUCTION INC.
Question 1: Has this project already been submitted to the building department for permit and is the county paying the permit fees.
Response: The project has not been submitted for permitting. All permit applications and fees are the responsibility of the awarded contractor. Please reference the Scope of Work, under the heading “General”, point a.
